The Office of Program Support provides support services to the DHMG. The OPS is comprised of program analysts, a supervisory program analyst, and an audit-liaison specialist. The OPS team acts as the liaison between the DHMG Offices and the Office of Budget and Financial Management (OBFM), Office of Congressional Affairs and Communications (OCAC), Office of Human Resources Management (OHRM), Office of Technology and Information Management (OTIM), Office of Pandemic Preparedness and Response (OPPR), Government Accountability Office (GAO), Office of Inspector General (OIG), and Facilities. The OPS provides DHMG, along with other FHFA divisions and Offices, a strong foundation of support and customer service through continued collaboration, communication, information sharing, and employee engagement.


MAJOR DUTIES AND RESPONSIBILITIES
Under the guidance of the supervisor and/or senior analyst, the incumbent performs the following duties and responsibilities designed to gain knowledge and experience prior to advancing to the next grade level.

• Responsible for providing support for the administration of a various essential operations, activities, and services designed to optimize the efficiency of management planning, budgeting, mission achievement, and other technical and administrative programs.
• Plans and conducts analytical assignments and special projects as directed by the manager and/or senior staff. Conducts analyses of various procedural administrative processes; identifies critical problems and develops effective solutions. Recommends processes which result in cost savings and which streamline program operational facets and systems to improve efficiencies.
• Reviews information in recurring and ad-hoc reports to ensure accuracy and applicability of the information. Consideration of the information needs, interests, and level of detail is required to ensure a variety of requirements are addressed and met.
• Analyzes, reviews, and monitors selected budget activities throughout the fiscal year. Determines whether obligations, expenditures, and requested allotments are within approved funding limitations. Assesses whether funds are being used on a timely basis and in support of Division priorities. Brings to management's attention relevant planning/budget issues and problems as they occur.
• Supports the senior staff/manager to achieve the goals and objectives for the procurement and contracting of goods and services needed to support Division activities and functions.
• Prepares requisitions and micro-purchases; ensures requisitions prepared comply with Federal/Agency regulations, statutes, and policies in addition to aligning with related FHFA program goals and objectives.
• Collaborates with senior staff/manager in identifying the Division's space and facility needs and coordinating, as necessary, with FHFA facilities management. Participates in updating space plans and tracking; drafts justification for additional space, as necessary; reviews guidelines and requirements to ensure that appropriate policies and procedures are met.
• Utilizes a wide range of office automation software, including advanced word-processing features similar to desktop publishing as well as applications relating to graphics, databases, and spreadsheets in the accomplishment of day-to-day duties. Assists senior staff in creating the DHMG employee newsletter, including related project/program articles.
• Analyzes and prepares periodic non-technical statistical and/or administrative reports. Researches and reads policies, directives, and regulatory guidance pertaining to all administrative matters in order to be aware of new, revised, or amended procedures.
• Prepares travel vouchers, handles complex travel arrangements (transportation, lodging, events, etc.), prepares claims for travel reimbursement, and obtains travel approval from senior executives, as needed, for travel in accordance with FHFA procedures and Federal travel regulations.
• Provides support with managing and preparing Website and Intranet information systems; performs and/or oversees other administrative requirements for the Office in accordance with Agency policies and procedures.
• Manages correspondence for designated offices by determining those items that can be handled personally or forwarding or assigning to others.
• Serves as contact concerning activities within designated offices within the DHMG with responsibility for various administrative tasks. As needed or requested, schedules rooms, notifies speakers and participants, prepares itinerary and background and briefing material, etc. Prepares briefing books and information packets prior to meetings and trips.
• Works independently or collaboratively with colleagues on selected special projects primarily impacting standardized administrative processes and practices.

• Serves as a Program Analyst in OMWI. Participates in all phases of the acquisition process as outlined in the Acquisition Procedures and Guidance Manual (APGM). This would include, but is not limited to, providing sources for solicitation lists; reviewing statements of work and requests for proposals; participating in technical panels; reviewing source selection recommendation reports; and providing guidance to contracting officers and technical panel chairpersons regarding minority, women and small disadvantaged business issues.
• Performs program analysis tasks: conducts studies, reviews, analyses, and conducts management surveys and research projects. Provides advisory services to assess the effectiveness of program operations.
• Creates reports, charts, graphs and visual presentations that reflect the Corporation's progress in achieving the desired impact of Section 342 of the Dodd-Frank Act.
• Participates in minority and women outreach to individuals, organizations, and institutions interested in employment and business opportunities with the FDIC.
• Prepares diversity information and presentation materials from established sources for use by the Director and office staff at various national and regional Corporate Outreach events.
• Advises on implementing effective methods to task support work, resolve problems, answer questions, correct deficiencies, evaluate support to management, and ensure administrative objectives are being met.
• Organizes, manages, and presents information to include recommendations both formally and informally, via oral and written communication.

As an Auditor, you will:

-Serve as a DFC expert on internal controls, both financial and operational, with responsibility for monitoring the agency's internal control program and assessing the design and operating effectiveness of the agency's internal controls.
-Conduct agency-wide assessments of internal controls and develop and advise on policies, procedures, and strategies that advance the maturity of the internal control program.
-Identify areas of risk associated with the control of DFC's programs and financial statements.
-Assess, resolve, and provide recommendations on how to resolve internal control findings, including appropriately determining the level of severity for each finding in accordance with federal guidance.
-Perform and/or oversee audit follow-up and liaise with the Board's Audit Committee and, external and/or internal auditors (as applicable).
-Oversee efforts or task forces to complete studies and special projects related to internal controls which may require the coordination of research across DFC departments.
-Assemble information and prepares a variety of unique and recurring reports related to DFC internal controls for both internal and external dissemination.
-Coordinate the Risk and Control Assessment Team (RCAT), the bodies that institutionalize DFC's internal controls program across agency management.
