The Physician is a recognized medical authority who provides highly complex and challenging training to FAA employees, Physician/Medical Officer, various professionals, and other aviation personnel, and performs Quality Assurance (QA) review activities under the general supervision/ direction of a manager. The Physician possesses broad discretion to ensure the work of the position aligns with agency objectives and policies.

The primary responsibility of the Medical Officer Trainer and Quality Assurance (QA) Reviewer is to provide training to Physicians/Medical Officers, Regional Flight Surgeons, Aviation Medical Examiners (AMEs), and Residents in Aerospace Medicine regarding FAA policies and procedures for the aeromedical dispositions of medical certification applications of airmen and contract air traffic controllers. The Medical Officer Trainer/QA Reviewer coordinates extensively with the Aerospace Medical Education Division (AAM-400) to provide or arrange training of AMEs at Basic and Refresher seminars, as well as the training of Residents in Aerospace Medicine.

Specifically, the Medical Officer Trainer/QA facilitates the understanding amongst trainees of the overall provisions of 14 CFR Part 67 regulations, as well as the policies put forth by the Federal Air Surgeon within the Office of Aerospace medicine (AAM). The Medical Officer Trainer/QA ensures that trainees are familiar with appropriate policies and procedures regarding the granting and denying of medical certification, withdrawing Special Issuances, authorizing Medical Flight Tests (MFT), affirming validity of certificates issued by designated Aviation Medical Examiners, or requesting additional information to substantiate the issuance or denial of medical certificates. The Medical Officer Trainer/QA ensures trainees are familiar with Office of Aerospace Medicine (AAM) procedural guidance, to include the AME Guide, the OneGuide, and the MedList, as well as specialty workflows within AAM, to include Drug & Alcohol, Medical Appeals, Neurology, Anti-Depressant Medication Use, Mental Health, and Insulin-Treated Diabetes Mellitus (First and Second Class). Furthermore, trainees will be familiarized with the Neurology and Cardiology Panel/Consultant review process, as well as the process for referring complex and/or difficult cases to a Federal Air Surgeon's Specialty Consultant.

The Medical Officer Trainer/QA serves as a referral source for Physician/Medical Officers or Regional Flight Surgeons (and staff) regarding disposition of complex or difficult certification cases, and/or appropriate referral as warranted. The Medical Officer Trainer/QA also teaches, mentors, trains, and coaches other physicians internal to the Agency, as well as Legal Instruments Examiners and other employees in the Division, Aerospace Medicine Residents, visitors to the Civil Aerospace Medicine Institute (CAMI), and other aviation personnel as assigned or invited to do so. External to the FAA, the Medical Officer Trainer/QA effectively represents the FAA and organizational positions when engaging stakeholders such as non-governmental medical groups, pilot advocacy groups and professional organizations; this may also include active engagement and building positive relationships with airmen in appropriate form such as "Sun n’ Fun", "Air Venture", FAAST seminars, etc.

As a medical authority, the Medical Officer Trainer/QA performs peer review and quality assurance oversight of a certain number of randomly selected airmen cases drawn from the Document Imaging Workflow System (DIWS). These are cases that have been dispositioned by either a Physician/Medical Officer within the Aerospace Medical Certification Division (AAM-300), or by one of the Regional Flight Surgeons (or staff). The Medical Officer Trainer/QA will also serve as a referral source to review cases that have been identified as not meeting required standards of practice for certification review.

• You will supervise the employees within the Office of Program Administration and Policy Development responsible for management and execution involving key lab-wide functional areas.
• You will perform a broad range of tasks intended to improve the management of NRL's programs and their coordination with those managed by other organizations.
• You will be considered an expert in monitoring, researching, de-conflicting information, and providing background information on complex technical and policy matters that come under the purview of the DOR.
• You will represent NRL, on ONR, Navy, tri-Service and/or DoD-wide coordination matters.
• You will provide managerial, technical, and administrative support to the Commanding Officer, Executive Officer, and the Director of Research.

As an Operations Research Analyst you will:

• Provide analytical support to NNSA elements and leadership on its programs, projects, and portfolios in areas such as cost, schedule, risk, or performance outcomes.
• Identify and assess issues and applies problem-solving methods (e.g. queuing theory, optimization, discrete event simulation, Monte Carlo analysis, other mathematical, statistical, and decision analysis methods). Examine problem context, data integrity, resource constraints, and key assumptions to develop deterministic and/or probabilistic models to understand the range of potential outcomes, sensitivity to assumptions, and relevant trade-offs. Wors with fellow Operations Research Analysts or other technical personnel on analysis techniques and findings.
• Work on analytical teams developing tasks and execution schedules, overseeing day-to-day activities, coordinating with senior program and site partners, ensuring final products are high- quality and defensible, and presenting results to senior leadership. Participate in a community of analysts developing similar analytical products, encourage the free flow of ideas and best practices, and participate in the development of NNSA policy in areas such as cost estimating.
• Communicate results of complex analytical studies, estimates, and reviews to stakeholders. Review and integrate results of multidisciplinary models or analyses into a succinct message, and present through oral and written methods to supervisors, stakeholders, and customers. Represent the interests of the organization with NNSA, contractors, reviewing entities, and other federal agencies.

• You will prepare CAD and drawings as required to facilitate accomplishment of work by a contractor and shop personnel.
• You will assist the shop and engineering personnel or other NRL Divisions where his/her experience and knowledge can be utilized relating to A/C equipment.
• You will prepare detailed cost estimates for submission to the management Command in connection with projects requiring special authorization and allotment of funds by the Command.
• You will estimate total man-time requirements and details labor costs by shop using engineered performance standards, means estimating, historical data, and by the application of knowledge acquired of a tradesman.
• You will develop a variety of complex work for shop trades such as carpentry, air conditioning, piping, and electrical and for NRL Supply contract actions.

This Training Manager position is located at Will Rogers World International (OKC), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Planning and ensuring development and implementation of training schedules to meet TSA training and certification goals; developing the airport's annual training plan.
• Ensuring all required Transportation Security Officer (TSO) training is coordinated, conducted, and accomplished at hub and/or spoke airports under your assigned jurisdiction.
• Briefing the FSD and other management staff regarding the training status of the workforce.
• Coordinating the training of Security Training Instructors (STI) and Assistant Training Instructors (ATI) to ensure the staff is fully capable and prepared to instruct.

Research Librarian duties include:

• Provides leadership, advice, and guidance on Electronic Performance Support System (EPSS) integration with instructional design and delivery; the separate application of EPSS technology as a stand-alone instructional system; integration of other innovative learning-related technologies with instructional design and delivery, and the administrative processes associated with managing learning programs; and staff/instructor training in these platforms and processes.
