The Deputy Chief of Quality Management (QM) is a member of the executive administrative team and reports to the Director. The incumbent will work closely with the Chief of QM for ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk, and guides the organization through frequent interactions with other service chiefs.

The Nurse IV Deputy Chief of Quality Management (QM) functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. The Deputy Chief of Quality Management (QM) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.

The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. The Associate Medical Director will be expected to display the Trust values at all times. They will work as part of the collective leadership team which will ensure that effective and safe patient care is delivered in a person-centred manner ensuring that decision making is as close to the patient as possible. The Associate Medical Director will be working within a care group model as part of a collective leadership team (CLT), working to organisational requirements whilst influencing areas of direct operational managerial responsibility and clinical pathways with a proportionally shared accountability and responsibility for the quality delivery of services. Within the team, they will be the senior professional lead for doctors within their service with professional responsibility for standards of medical practice across all inpatient and Community teams. They will also lead on quality and safety developments across services. The Associate Medical Director and the CLT will provide a visible, accessible and authoritative presence in clinical areas upon which service users can rely to ensure that the fundamentals of care are right. The post holder will support the Lead Psychiatrist to provide professional advice on medical matters with responsibility for leading the medical workforce in their specialty or specific area of responsibility, ensuring continuous professional developments and clinical supervision practices and structures are in place and accessible for all doctors. Working closely with the CLT, they will ensure the provision of services within an integrated governance framework that is safe, effective and efficient and maintains standards against a broad range of local, national and statutory requirements and policies. In addition, they will support the Lead Psychiatrist to facilitate all doctors to be adherent with the professional fitness to practice obligations in line with GMC revalidation requirements. The four acute Trusts in Humber and North Yorkshire have come together to form the Collaboration of Acute Providers (CAP), to work together on transformational change programmes at scale. As Programme Director of the Humber and North Yorkshire Diagnostic Programme you will manage the day-to-day programme deliverables. The post holder will utilise best practice programme management and implementation methodologies that will govern the delivery of the programme. The post holder will identify and mitigate significant strategic and operational risks to the delivery of the programme and will work proactively and collaboratively with all stakeholders.

The post holder will manage the overall scope, objectives and priorities for the programme dynamically as requirements evolve and manage key interdependencies and manage stakeholder involvement and buy in to the programme and its benefits. The post holder will manage the resolution of any major business risks and issues that may impact the delivery of the programme.

The post holder will ensure that the programme is delivered to a high-quality standard and positively impacts delivery of health care as well as inspiring Acute Trust, CAP and ICS staff, modelling leadership behaviours.
