Functions or Scope of Assigned Duties:

The Deputy Chief of Quality Management (QM) is a member of the executive administrative team and reports to the Director. The incumbent will work closely with the Chief of QM for ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk, and guides the organization through frequent interactions with other service chiefs.

The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. Assumes a leadership role in facilitating regulatory compliance for internal and external oversight bodies (i.e., The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), Veterans Health Administration (VHA) Directives and Handbooks, etc.), Occupational Safety and Health Administration (OSHA), Office of the Medical Inspector (OMI), Office of the Inspector General (OIG), and VHA performance measures, supporting performance improvement work, and supporting and guiding the work of committees.

The Deputy Chief of QM ensures that services have systems and processes in place to provide safe, quality care that is consistent with external benchmarks. Leads performance improvement initiatives by identifying quality metrics, trending data, maintaining the quality metric dashboard, and acts as a subject matter expert in data analysis and data display. Consults and acts as a resource to leadership and staff in standards interpretation implementation, patient safety, infection control, risk management, and re-design of processes and structures to improve care outcomes. Develops and implements policy and procedures, collaborates with service departments, and works toward meeting the strategic plan of the organization.

The Deputy Chief of QM oversees monitoring of corrective actions from survey findings and assists services who are performance outliers. Provides oversight for programs such as the Joint Patient Safety Reporting (JPSR), Tort Claims, and Peer Review. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. Leads QM staff through performance evaluations, provide guidance and support on culture changes, and change management projects.

The Deputy Chief of QM supports all QM work to include but not limited to Accreditation, System Redesign, Infection Prevention, Patient Safety, Risk Management, High Reliability Organization (HRO), Just Culture, and evidence-based practices.

• Screening/assessing of Veteran clients, treatment planning and goal setting, referral to service providers, development of a resource file, Veteran advocacy, crisis intervention, education/health promotion, coordination of non-institutional and institutional services, and individual/group counseling.

This position is multidisciplinary and maybe filled as a Social Worker, Marriage and Family Therapist, or a Licensed Professional Mental Health Counselor, at the Program Manager/Coordinator level.

Serves as a Supervisory Social Worker RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA).

• The VCD supervises both professional and nonprofessional staff including a multi-disciplinary team of social work and other mental health professionals of various performance levels who work in multiple locations (Vet Centers, Vet Center Outstations and Community Access Points) and in communities distance from the Vet Center through planned outreach, often in conjunction with a Mobile Vet Center
• VCD is responsible for Administrative & outreach staff service functions, ensuring that the needs of individuals in their VSA are met
• The Supervisory Social Worker oversees the fiscal, contractual and operational obligations of the community-based Vet Center
• VCD leads with coordination and briefing during meetings with Congressional representatives and their staff
• Leads in Planning, establishing and implementing Vet Center policies and procedures, developing staff goals and objectives, monitoring, coordinating and evaluating the work of all Vet Center Staff, including Social Workers, other Hybrid Title 38 Mental Health Professionals, Title 5 Readjustment Counselors, outreach workers and Program Support Assistants
• Provides direct readjustment counseling services within and outside of the Vet Center to include in-person and virtual services
• Perform other duties as assigned

This position is in the Mental Health Care Line. The psychologist for the WNY HCS provides outpatient assessment and triage as well as individual, group, and family psychotherapy for acute and chronic mental health problems as an integrated member of the Primary Care Team. The psychologist applies advanced professional psychological diagnostic methods and evidence-based intervention strategies to a full range of patient problems in their work setting. The incumbent has advanced knowledge of psychological diagnosis, intervention, and behavioral health that qualifies them to provide advice and consultation to professionals representing a variety of disciplines. In addition to assigned clinical activities, the psychologist may: participate with managers in program development activities; participate in supervision and instruction of Psychology trainees; engage in clinical research; and, participate in facility, network or national VA committees, with the support of managers for these professional activities. Primary duties are to be performed at any VA WNY Primary Care location.

1. Provides a full range of psychological assessment services and diagnoses mental disorders, particularly for complex or unusually difficult patients, including selection, administration, and interpretation of psychological assessment instruments in accord with presenting clinical concerns.
2. Provides education to patients, family members, and significant others.
3. Provides comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy.
4. Provides consultation and education as requested to allied health providers.
5. Provides program evaluation and development consultation as requested to Behavioral Health managers.
6. Provides video care to ensure COVID 19 Safety protocols that VA Safety Guidelines Instruct.

1. Serves on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces, as endorsed by supervisors.
2. Participates in Psychology privileging, educational and peer review activities, in accord with Psychology and medical center policies.
3. Participates as a non-voting member of the medical staff, in accord with medical staff by-laws.
4. Participates in support of Mental Health and Psychology administrative and performance improvement activities, e.g., by taking on assigned projects and serving on committees.
5. Completes required clinical and administrative documentation in a timely manner and in accord with governing regulations.
6. If involved in supervision of Psychology trainees, participates in and supports administrative management of the Psychology Training Program.

1. May supervise psychology predoctoral interns, practicum students, and/or post-doctoral fellows in accordance with training program policies and accrediting agency requirements.
2. Provides staff and student didactic training and consultation as requested in content areas of scholarly and/or clinical expertise.
3. May supervise or train allied health providers in accord with facility and regulatory standards regarding such training.
4. Participates fully in educational development through staff and section meetings.
5. Assumes responsibility for professional development by attending relevant training and regularly reviewing the literature to improve clinical competencies.
6. Performs other duties as assigned.
