With the current post holder retiring at Easter 2025 and the Trustees are looking to appoint a Chief Operations Officer (COO) to drive forward the effective leadership of the school’s operations and finances. This role is ideal for a committed, dynamic, and innovative COO with proven experience.

The postholder will work closely with the Headteacher of the Trust together with the Trustees and other members of the senior leadership team to deliver the Academy's vision and ethos which is underpinned by its strong Christian values.

The successful candidate will play a significant role in the strategic leadership and future development of the Trust. You will work to support the Headteacher in all aspects of operational leadership for the school. Candidates should have a strong and relevant background in operations and financial procedures and be able to demonstrate successful experience in budget planning, monitoring, and delivery. The production of final end of year accounts, demonstrating value for money through the principles of economic, efficient, and effective use of resources are also a key aspect of this role. Experience in an education setting, particularly a single or multi-academy trust, is beneficial but is not essential. The Headteacher and Trustees are looking to appoint a person with experience of leading project management developments and generating income to support such projects.

DOT is responsible for the planning, design, building and maintenance of 2,000 miles of roadways; 7 miles of interstate highways; 298 bridges and culverts; 3,600 miles of sidewalks, curbing and gutters; 456 miles of alleys; 72,000 streetlights; 1,300 signalized intersections; and 250,000 traffic and informational signs within the City of Baltimore. ESSENTIAL FUNCTIONS

• Provides vision, oversight, and management for the assigned divisions: Transportation Services and Planning for the Department of Transportation. Employs practices and creates a positive culture to ensure attraction and retention of qualified staff.
• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service, and staffing levels.

The Baltimore City Department of Housing and Community Development is seeking an Operations Officer IV/ Director of Project Development for the Development Division – Land Management Section.

The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs. The Land Management section of DHCD’s Development Division is responsible for the strategic acquisition and disposition of land for future redevelopment. ESSENTIAL FUNCTIONS

• Manages a team of Real Estate Officers that serve as project managers various projects and transactions.

CLASS DESCRIPTION

The Director of Project Finance for our Development Division is responsible for underwriting complex multi-family affordable housing projects.  The position involves loan closing and asset management activities; and includes supervision of administrative and program staff and property inspection personnel. The incumbent reports to the Assistant Commissioner of the Development division.

ESSENTIAL FUNCTIONS

• Manages the City’s HOME Investment Partnerships (HOME) Program for multi-family affordable housing development projects.  
• Ensures HOME program is administered in accordance with HUD requirements, including the supervision of compliance and administrative staff for all aspects of the program.
• Maintains and supplies program records for HUD and City audit processes, manages HUD IDIS activity
• Conducts complex financial analysis, determines financial feasibility, and underwrites and assesses affordable housing development proposals and develop written and oral funding recommendations for loans and other financial assistance.  Underwrites tax abatement for affordable housing projects under the City’s Payment In Lieu of Taxes (PILOT) program.
• Reviews applications of housing developers for loans and other financial assistance.  Reviews construction budgets, project plans, appraisals, inspection reports and other real estate documents.
• Coordinates with City, State, and Federal agencies and private financial institutions to provide loans, mortgages and financing for new construction and/or renovation of residential multi-family and other community development projects.
• Prepares Board of Estimates recommendations on financial assistance, including loans and PILOTs, and manages the City approval process. 

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor’s degree in business administration, Accounting, Public Administration, Management, Finance or related field from an accredited college or university.

AND

EXPERIENCE: Have eight (8) years of experience in real estate and real estate development loan administration, including three (3) years of such supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of others.
