Description:
Responsible for leading systems engineering oversight of $948M DoD Space-based Environmental Monitoring (SBEM) electro-optical/infrared (EO/IR) prototype programs to address top two DoD weather requirements. Directs systems planning activity associated with design, development, manufacturing, sustainment and modification of the EO/IR prototype systems to enable Government program managers' success. Provides technical advice & expertise to Government program managers on all Environmental Weather Systems (EWS) projects, while also producing necessary documentation/briefings as requested by the Government program managers. Ideal Candidate:

Close to the California mainland, yet worlds apart, the park encompasses five of the eight California Channel Islands (Anacapa, Santa Cruz, Santa Rosa, San Miguel, and Santa Barbara) and their ocean environment, preserving and protecting a wealth of natural and cultural resources. The Channel Islands are home to over 2,000 plant and animal species, of which 145 are found nowhere else in the world.

Like the Galapagos Islands of South America, isolation has allowed evolution to proceed independently on the islands. Marine life ranges from microscopic plankton to the blue whale, the largest animal to live on Earth. Archeological and cultural resources span a period of more than 13,000 years of human habitation.

The protection of these fragile island resources was ensured when Congress, in the act that created Channel Islands National Park in 1980, established a long-term ecological monitoring program to gather information on the current health of resources and predict future conditions. This information provides park and natural resource managers with useful products for recreation planning, conservation and restoration programs, and early identification of critical issues.

The islands were set aside by Congress not only to preserve these resources, but also to provide for your enjoyment. If you visit the park, you will be one of a very select group. Few people actually see this park because it is not easy to get to-you can't drive to the islands. A short but exciting ocean voyage or a commercial flight in a small airplane is required. The park is one of the least visited of all of America's national parks. The relatively light visitation enhances the islands' feeling of solitude and assists in the protection of fragile resources. • Supervises a staff of Market Analysts, Program Analysts, Material/Industrial Engineers, and Economists.
• Places exceptional emphasis on implementing and administering regulations governing the safeguarding of classified information, assuring that subordinates are trained and fully comply with the provisions of security regulations.
• Provides leadership and management to a staff of highly technical professionals responsible for coordinating, developing, and maintaining plans for the operation of Defense Logistics Agency (DLA) Strategic Materials.
• Analyzes and modifies short-and-long-range plans, programs, and objectives, recommending major changes to ensure the best possible level of support to the customer, stakeholders, and organization.
• Serves as the primary focal point on numerous issues related to the identification of strategic and critical material requirements and major application areas, and development of cost effective and responsive risk mitigation plans.
• Works closely and collaborates with high level management/personnel from DLA, Military Services, Office of Secretary of Defense (OSD), Joint Staff, other Department of Defense (DoD) and federal entities, US and foreign industry and governments.
• Keeps the Administrator informed on marketing factors such as changes in supply/demand, production, consumption, imports/exports, prices and stock levels and their influence on markets for stockpile materials sales program.

• Under the direction of the installation CYS coordinator, serves as a Sports and Fitness (S/F) Director with overall responsibility for the operation, integration, coordination, and oversight of a comprehensive CYS Sports and Fitness Program.
• Responsible for the development of a broad volunteer program which includes recruiting, training, certifying, and managing coaches and officials for various sports.
• Ensures staff and volunteers follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.). Monitors adult/participant ratios to ensure proper staffing policies are enforced.
• Initiates and maintains necessary relationships with local schools, community agencies and other like groups. Develops and maintains partnerships beneficial to CYS program participants.
• Serves as Subject Matter Expert on installation Child and Youth Services sports and fitness issues. Prepares reports, surveys, and briefings for command and installation on matters pertaining to CYS.

Starting at $86,962 Per Year (NF 4)

• Serves as a Child and Youth Services (CYS) Assistant Director of a CYS Program with responsibility for assisting the supervisor in the operation of an assigned CYS program IAW all applicable regulations and standards.
• Provides program oversight and accountability for the performance of assigned staff and the safety and well being of children and youth IAW DoD, Army and local policies and standards.
• Assists in maintaining DoD/Army certification for assigned program areas, and helps ensure program achieves and retains national accreditation or Army equivalent and maintains accreditation/Army equivalent standards.
• Provides appropriate staff professional recognition and/or disciplinary action. Conducts written observations of staff during all hours of operation, and evaluates employees based on established performance standards.
• Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.

• Develops thorough, administrative and strategic operational initiatives, projects, and programs.
• Collect, analyze, present, and make recommendations from data/research to Executive Leadership.
• Plans, organizes, trends, reviews, and provide recommendations to Executive Leadership regarding resource requests.
• Implements, reviews, and provides guidance to Executive Leadership in the application of VA/VHA policies and procedures.
• Coordinates, guides, facilitates, and participates in process improvement and strategic planning efforts.
• Oversees and coordinates the administrative operations for the Office of the Associate Director.
• Coordinate and support executive-level councils, committees, and work groups.
• Oversee management of action item and Congressional/White House Hotline inquiries including assignment, review, and submission.
• Serve as a liaison and representative for Executive Leadership interacting with internal and external stakeholders.
• Coach, guide, and direct Service/Section Chiefs, and Admin Officers to support daily operations and long-term strategic plans.
• Reviews audits and evaluations which are conducted at the facility.
• Works closely with Quality, Safety, EEO, Human Resources, Finance, Compliance and Business Integrity, Veteran Experience, Information Technology and Security and Public Affairs, to identify incidents that may form part of a pattern or be indicative of a more general problem within the healthcare system.
• Incumbent will be asked to take on collateral assignments in overall program areas directly impacting healthcare delivery operations.
• Conducts analytical studies on particular operational processes, issue topics, or related special projects.
• Leads and participates in taskforce or research groups to analyze problem areas and recommends adjustments to improve existing policy or procedure to achieve desired results.
