In this role, you will be a strategic HR advisor who builds strong partnerships with the senior leaders and the NTU HR community to develop and execute the People Strategies and solutions for the College/Schools. Our HR Business Partnering team is structured to offer our stakeholders close support in three clusters – namely the Colleges & Schools, Administrative and Research clusters.

You will play the role of a Cluster Lead to a team of HR Business Partners and HR Generalists and is expected to lead and coach the team in the delivery of HR services and initiatives. The role has a primary reporting line into the Office of Human Resources and matrix reporting line into one of the Colleges.

 Responsibilities:

• Engage and strengthen the capability and effectiveness of the team comprising HR Business Partners and HR Generalists.
• Build relationship as a trusted HR advisor with senior stakeholders and managers in the assigned Colleges/Schools/Centres, including display of strong professional credibility;
• Develop intimate knowledge of business needs of the assigned Colleges/Schools/Centres, translate business agenda into a HR agenda and ensure HR programmes are fit for purpose;
• Collaborate with the Dean, School Chairs, Centre Directors, HR Business Partners at College/Schools level, HR Centre of Excellence and NTU Shared Services – HR (NSS-HR) to develop and deliver HR solutions to address business needs;
• Provide professional advice on the interpretation of HR policies and procedures, employment legislation, performance management, recruitment and rewards strategies;
• Educate the People Managers and employees on policy/ system changes and implications, as well as understand and gather their feedback and inputs;
• Lead the team in the planning and implementation of HR programmes and continuous improvement projects for three job family groups – Faculty, Researchers and Administration staff of the assigned Colleges/Schools/Centres;
• Lead the launch and management of the Annual Performance Management cycle and oversee the facilitation of the University’s central performance review meetings for the Leadership Team and stakeholders of the Colleges/ Schools/ Centres;
• Provide expert advice and support employee relations matters, conflict, disciplinary matters, unsatisfactory performance; and
• Lead and manage projects and programmes assigned.

Requirements:

• At least 12 years of relevant HR experience, including at least 5 years in a supervisory/leadership position;

Responsibilities
Admissions application and selection

• Propose admissions selection criteria based on market practices, intake targets, and applicant quality.

• Manage the issuance of offers, monitor acceptances, and handle appeals to meet the objectives of the MOE and NTU Management.

• Analyze admissions statistics to identify market potential and changes in applicants' preferences.

Supervisory

• Demonstrate proficiency in administrative functions, including training new staff members.

• Lead and develop a team of at least 4 support staff.

• Engage in frequent brainstorming sessions with team members to improve work processes and leverage new marketing approaches.

Administrative

• Support the Deputy Director in reviewing and updating admissions policies and Standard Operating Procedures (SOP).

Lead, direct and manage the Building Maintenance Division of the Office of Development & Facilities Management (ODFM) in its responsibilities for the maintenance, upkeep and cleaning of structures, ensuring technical and contractual compliance. This includes overseeing the condition and functionality of all buildings, infrastructure, roads, drainage systems and landscaping to ensure they are in proper order, safe, environmentally sustainable and efficient in operation to meet the University’s objectives, adhering to budget constraints and established standards, while working in close collaborations with other key divisions.

Responsibilities

Building Management

• Leads a team of technical professionals to oversee the maintenance and upkeep of all buildings and infrastructure across the NTU Campus and other locations in Singapore. This includes the planning for upgrades and improvement works to ensure all facilities remain in excellent condition, fostering an environment conducive and safe to teaching and research activities.

Operational Management

Direct the daily operations of the Division on:  

• Preventive and cyclical maintenance alongside cleaning services for buildings and infrastructure

• Assessment and approval of work requests to ensure compliance with established standards and procedures

• Oversee the development of term contracts for essential services including building services maintenance, cleaning services, waste disposal, landscaping, pest control, painting and other projects

• Evaluate tender reports and make recommendations for executive approval

Financial Stewardship                                                                                                                       

• Lead the preparation and submission of annual budget proposals, ensuring alignment with financial guidelines and objectives.

• Monitor and control the budget throughout the financial year to ensure that department operations stay within allocated budget.

General Administration                                                                                                             

• Continually review and innovate work processes, implementing new strategies where beneficial

• Participate as a key member of steering and working committees for major university-wide projects or initiatives.

• Review and assessment of Lease Agreements for leases of spaces within and outside of NTU, in coordination with other relevant departments

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Systems

• Continuously review system set-up to ensure maximum utilization based on departmental needs.

• Validate data as needed.

• Address system performance gaps and make recommendations for improvement.

• Assist with the development and implementation of system bridges and integrations.

• Actively participate in the reconciliations of systems to improve timely, reporting and information processing.

• Seek efficiencies in reporting for internal and external needs.

• Write and generate reports, ad-hoc and standing to support operations, quality control, troubleshooting and compliance.

• Test patches and upgrades.

• Ensure Departmental compliance with data security laws, GBLA, Privacy Act, FERPA, and HEA including by not limited to financial aid application processing.

• Collaborate with ITS to ensure effective management of existing financial aid and billing software systems as well as the implementation of new software.

• Work closely with IT and create/maintain a log of all SFS requests and expected completion of each item.

Student Aid Responsibilities

• Assist students and parents in the application process for federal and institutional financial aid.

• Provide counseling to students and parents related to financial aid awards, student account information and paying out-of-pocket expenses.

• Analyze and verify financial aid documents to ensure compliance with federal verification, keeping abreast of programs change.

• Read financial aid applications, knowledgeable in FM and IM.

• Perform need analysis to determine the financial strength of the applicant’s family, exercising professional judgement as situations dictate.

  • Resolve discrepancies.

  • Identify any information.

  • Add overrides or allowances to income or assets consistent with prior year or as otherwise noted.

  • Summarize EFC determination with any special treatment include College aid initiatives that may be applicable to applicant.

• Package federal and institutional aid awards compliant with federal and state regulations and consistent with institutional policies.

  • Review prior year aid package if applicable to assess any renewal of aid funds.

  • Ensure aid package meets calculated need.

  • Perform dynamic redetermination to update Subsidized and Unsubsidized Federal Student Loan eligibility.

  • Lock any eligibility difference should the default calculation fail.

• Reviews individual student cases to ensure accuracy and compliance with all federal and institutional regulations and policies, including verifying tax information, and other necessary supporting documentation gathered through the financial aid application process as well making any necessary updates to Federal system.

Student Account Management Systems Responsibilities:

• Update and maintain student insurance collaborating with assistance director of student accounts and 3rd party insurance servicers (Cross Agency and Wellfleet).

• Monitor integration between SIS and secondary systems.

• Assist with the review of student employment awards and student employment earnings.

Customer Service and SFS Responsibilities:

• Assist students and parents in the application process for federal and institutional financial aid.

• Provide counseling related to students and parents related to financial aid awards and paying out-of-pocket expenses.

• Read financial aid applications, knowledgeable in FM and IM.

• Provide back-up support to SFS team when needed.

QUALIFICATIONS:

• Bachelor’s degree in Information Systems, Information Technology, Computer Science, or a related field. Degree requirement may be substituted with equivalent work experience.

• Technical experience in Powerfaids, Workday, federal aid a plus.

• 3-years’ experience with applications systems, preferably Financial Aid related application systems.

• System design, analysis, implementation, and process testing experience.

• Exemplifies high level of customer services in answering all student and parent inquiries pertaining to a student’s billing and financial aid experience.

• Technical experience in financial aid management systems, specifically PowerFaids.

• Detail oriented.

• Ability to troubleshoot and recommend solutions.

KEY RELATIONSHIPS:

This position interacts with students, parents, faculty and staff, and outside constituencies.

• Coordinate and conceptualize a range of events throughout the course of the year in collaboration with Colby staff, faculty, frontline fundraisers, and alumni volunteers

• Play a key role in the planning of Homecoming and Reunion; partner with the Office of Campus Events, Facilities Services, and the Department of Athletics throughout the planning process

• In collaboration with our stakeholders, develop a project plan for each event that includes details about strategic objectives, target audience, timeline, deliverables list, and budget

• Conduct pre-event trainings with all divisional staff involved in events as needed to ensure role clarity and alignment of expectations

• Contribute to event promotion and marketing in collaboration with colleagues on the communications and engagement team

• Develop systematic partnerships with staff and faculty across campus.

• Coordinate reviews of event planning materials and marketing collateral with stakeholders

• Partner with the director of advancement events and other colleagues to maintain and proactively manage the event calendar; lead meetings about the events calendar as required; and support all calendar planning as necessary

• Provide support to presidential-level and donor events

• Serve as the intermediary for the director to obtain information, answer questions and resolve issues

• Assist the director with monitoring the department budgets and recommend adjustments as needed

• Supervisor the student office staff

• Serve as the liaison between the college and off-campus event planner

QUALIFICATIONS:

• Bachelor’s degree or the equivalent in education and experience

• Minimum 2-5 years of event and/or program management experience

• Superior written and oral communication skills required including the ability to write in multiple styles/voices and proactively edit as necessary

• Flexibility, excellent attention to detail, initiative, and a results-driven philosophy with the ability to problem-solve required

• Unflappable in the face of multiple challenges, highly motivated, disciplined work ethic, a competitive spirit, a creative approach, and a proven ability to lead
