The Deputy Network Director (DND) will serve as the alter ego to the Network Director (ND). As such, the DND directs highly complex healthcare delivery programs that involve major policy development of mission essential functions of VHA, which impacts the national economy. The DND oversees day-to-day operations of the VISN to ensuring oversight and integration of the functioning of the medical centers and Community Based Outpatient Clinics (CBOC).
The assigned duties require extensive knowledge of quality assessment, survey instruments and techniques. The incumbent must also have a full understanding of the requirements of various accrediting bodies (e.g. JCAHO, CARF, etc.) as they apply to the different types of facilities and programs within the VISN, such that recommendations to correct deficiencies may be made. Such ability and skill are based upon the incumbent's professional training and knowledge of health systems management and trends.
The incumbent must have extensive knowledge of the administrative operation of medical facilities, including Financial Management, Human Resources, Acquisition and Materials Management, Engineering, Patient Administration, etc.
Coordinates functions between the VISN's facilities and the Deputy Under Secretary for Health for Operations and Management.
This position has the responsibility to direct the organization's daily operation and management of VISN employees to accomplish the business of caring for enrolled Veterans' health care needs managing a large budget.
Business Management- Coordinates and assists in the development of the annual VISN strategic and business plan. Works closely with the VISN Strategic Planner (SP) and Chief Financial Officer (CFO) and Operations Manager (OM) to ensure that long and short range goals are identified and accomplished and that resources are adjusted to adequately support operating initiatives.
- Works with the VISN CFO, SP and OM in developing and executing the budget and financial plans and that those actions are based on effective controls and realistic projections.
- Works directly with OM and CFO in striving to achieve financial and operating goals to include establishing monitors to asses value and measure program and system performance.
- Administers a data management reporting system which provides appropriate data for decision-making in such areas as: organizational improvements; changes in delegation of authority; position management and coordination among the VISN's programs and services.
The incumbent personally assists the Executive Director, Veterans Integrated Service Network in special complex assignments often of a highly sensitive nature. He/she is involved at all levels- Headquarters, Network Office and Medical Center, and must be intimately knowledgeable about the missions, functions, and operations of all three. In every instance, the incumbent is expected to fully understand the mission and operational objectives of highly affiliated tertiary care medical centers, unaffiliated secondary care medical centers, domicillaries, nursing home, outpatient clinics, and the numerous and various organizational components of VA Headquarters.
The incumbent functions as liaison with all elements of Headquarters, and is required to have an in-depth working knowledge of all facilities in the Network.
The incumbent is an important member of the decision making team in the Executive Director, Veterans Integrated Service Network's office. He/she provides input to and makes decisions that have strong impact on medical center, Network and national matters.
These decisions affect critical healthcare operations, research programs, educational and training matters, DoD contingency support, as well as all administrative activities.
As a result of these decisions, the incumbent directly impacts initiation, expansion and/or curtailment of programs; reallocation and reprogramming of resources; reorganization of services, prioritization of projects and programs, and the determination of both short and long-range goals.
The incumbent is a full member of the network executive leadership Council and Governance Board.
Works directly with all VISN entities as well as external sources to ensure that objectives in quality and performance measurement are met.
Establishes mechanisms that analyze quality and performance improvement by constantly monitoring internal and external sources.
Starting at $147,649 Per Year (ES 00)
