- Direct all aspects of the operation of GSA buildings, including maintenance of mechanical and elevator equipment, janitorial services, recycling, and solid and hazardous waste management, to maximize the life of buildings and building equipment while providing a safe, comfortable, and healthy environment for tenants.
- Supervise GSA workers and manage GSA contracts to deliver, the full range of services to tenants as required by the Federal Property Management Regulations (FPMRs).
- Direct all aspects of utility usage in GSA buildings to meet the goals and requirements of various energy laws enacted by Congress. Monitor consumption and demand; track costs and trends; develop and implements building operating plans to maintain FPMR temperature guidelines and limit energy demand and usage.
- Plan and execute projects, such as lighting retrofits, based on life cycle analysis. Initiate programs with tenants to promote energy conservation. Take action in leased buildings where GSA pays the utilities to reduce energy consumption through coordination with lessors and tenants.
- Keep abreast of current industry information and utility rates and their impact on building management. Insure that Reimbursable Work Authorization (RWA)'s are requested and received from tenant agencies for utilities provided above standard levels.
- Direct the repairs and improvements of GSA buildings and equipment to sustain continuity of government operations, and extend the useful life of buildings, thereby improving the asset value, and fulfilling public laws, and national and GSA policy. Regularly inspects buildings and equipment, authority or through the Property Management Center.
- Responsible for coordination of all construction work in GSA controlled space, including projects executed by the Fee Developer Division and by tenants under a delegation.
- Direct the tenant alteration program in both GSA and leased buildings, including planning, estimating, spec preparation, contracting, construction, inspection, moving and telecommunication coordination. Coordinates with tenants, Commercial Broker, Feed Developer, Property Management Center, Contracts and others to insure smooth execution of project from tenant request to completion. Responsible for monitoring usage of funds from individual RWA's received from tenants and Intra Budget Activity Authorizations (IBAA) received from the Repairs and Alteration (R&As) received to insure that the approved dollar amounts are not exceeded.
- Maintain constructive contacts with representatives of tenant agencies, judges, members of Congress, other public officials, community groups and associations. Obtain continuous feedback from customer agencies to ascertain the level of service provided. Make adjustments in response procedures and service delivery methods as necessary to enhance and improve customer service. Represent GSA on Property Management matters. Provide information and counseling on doing business with GSA to the general public and local officials.
- Responsible for full lease administration of all non delegated leases and for oversight of delegated leases, to protect GSA's interests, protect the value of the leasehold asset, insure proper compliance with the terms of the lease, and insure that the government receives full value for the rent.
- Responsible for all personnel management programs and issues concerning subordinate staff, including labor and union relations, training, hiring and merit promotion, disciplinary action, appraisal, incentive awards, and other personnel actions.
- Develop requests for funding in real property operations and for repair & alteration projects, with all supporting justifications. Operate within the funding requirements of an Operating Budget Plan, IBAA's and RWA's. Continuously review expenditures to ensure that operating budget plans, IBAA's and RWA's are not exceeded. Tracks trends and makes adjustments in field operations as necessary to stay within approved funding levels at all times.
- Serve as Contracting Officer Representative for administration of service and construction contracts awarded by others. BM is responsible to ensure that the terms and conditions of the contracts are fully carried out, that adequate inspection and documentation is completed and that the government receives full value for its payments. Authorize payments and deductions on service and construction contracts.
