• Serves as a Communications Engagement Specialist in the Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Operations Division;
• Develops, writes, edits, and regularly updates communications materials that facilitate and support the establishment and maintenance of positive relationships with BJA's key stakeholders, including state, local and tribal governments, agencies and community-based organizations; training and technical assistance providers; current grantees and prospective applicants; and key interest groups like - but not limited to - courts, corrections, law enforcement, mental health practitioners, researchers, criminal justice executives and policy makers. Collaborates with writer/editors to ensure message consistency, avoid redundancies, tailor materials to a variety of audiences and identify gaps in available resources;
• Develops and implements, with input from supervisor and BJA executive leadership, BJA's stakeholder communications and outreach strategy. Builds relationships and trust with the communications staff at key stakeholder organizations. Serves as communications expert to BJA leadership and staff regarding dissemination of BJA program information and fosters interaction among BJA leadership, staff, and key stakeholders in the criminal justice field. Identifies underserved and underrepresented key audiences;
• Prepares briefing packets, stakeholder messaging, speeches, talking points, slide decks and other communications materials and resources to support BJA executive leadership and program staff in their interactions with and presentations to the criminal justice field. Writes letters, memoranda, and reports related to official inquiries and public requests from key stakeholder groups that require knowledge of public information procedures and techniques, and familiarity with OJP and BJA policies, programs, and practices. Liaises with other OJP offices' staff to research, develop and/or gather information that is responsive to external requests from lawmakers, media and state, local and tribal governments;
• Identifies, plans, writes, edits, gathers, and prepares resources and materials for BJA sponsored and external conferences, events, and stakeholder and grantee meetings. Provides on-site and post-event communications support.

- Provides on-site and remote training and technical assistance services to victim services providers in Alaska Native Villages. Works on-site and remotely with Alaska Native Villages to administer grant-funded social services programs.
- Serves as a technical expert in grants and/or cooperative agreement management processes, providing advice and guidance to resolve, implement, or manage issues that involve major areas of uncertainty in approach or methodology.
- Serves as a liaison to OVC stakeholders in the area of grant management to promote practices that are compliant with applicable statutes, regulations, best practices, specific program emphases, and other organizational objectives.
- Serves as a technical expert in the evaluation of applications for complex discretionary and/or formula grants and/or agreements that contain a number of different processes or sub-grant elements, such as comprehensive grant solicitations that will require extensive grant administration work in that the grant will run several years, and data will be collected from multiple sites.
- Oversees programs or grants related to crime victims' rights and services with full responsibility for carrying out all required monitoring and management duties.
- Discusses the proposed changes with the grantee, suggests effective modifications, and recommends action on the changes to higher management.

- Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high-level management of projects that identify and resolve complex issues related to crime victims' rights and services.

• Guides and supervises staff in the development, implementation, and evaluation of program plans, strategies, regulations, announcements, guidelines, and procedures relevant to grant programs.
• Identifies training opportunities for staff and promote best practices in grants administration to enhance program effectiveness and efficiency.
• Oversee full lifecycle of grants management process for complex criminal justice related grant programs.
• Manages the design and/or development of grant notices of funding opportunity (NOFOs) for both discretionary and formula grants, and cooperative agreements.

• Monitors and analyzes trends and progress, including conducting data analyses of financial and programmatic performance.
• Serves as a technical expert on compliance monitoring, providing specialized guidance for compliance reviews.

FOIA and PA Program Administration and Management

• Responsible for all aspects of processing assigned Freedom of Information Act (FOIA) and Privacy Act (PA) requests for federal records, as well as related FOIA/PA functions such as providing support for FOIA litigation and FOIA/PA reporting requirements.
• Provide assistance and expert guidance to OJP program and business offices relating to specific FOIA/PA requests, assess the responsiveness and completeness of records provided by the agency and coordinate with external submitters of records and external requesters to develop FOIA/PA responses that are consistent with applicable statutes, regulations, and policy.
• In collaboration as needed with the OJP FOIA Officer, analyzes records prior to disclosure to determine whether they are, in whole or in part, exempt from disclosure under FOIA or PA, makes disclosure and exemption determinations, and processes records for release by redacting exempt material and assigning the appropriate legal basis for each exemption.
• Supports FOIA litigation efforts by processing records for release and preparing related documents such as declarations and Vaughn Indecies, as well as contributing to FOIA and PA-related functions such as preparation of the Annual FOIA Report.
• Conducts the initial evaluation of requests to verify presence of necessary specificity and establish request distribution or referral plan. Negotiates with submitters of records and requesters to establish mutually acceptable solutions consistent with statutes, regulations, and corresponding policy.

• Stays updated on legal developments, policies, and procedures related to the disclosure of federal records under FOIA and PA. Offers expert advice and assistance to OJP program and business offices regarding FOIA and PA requirements.
• Makes recommendations for enhancing the efficiency and effectiveness of FOIA/PA processes. Collaborates and communicates with the Department's Office of Information Policy to address unique procedural challenges and ensure consistent FOIA processing across the DOJ.
• Participates in the development and delivery of Agency briefings and training programs on FOIA and PA legal requirements, policy, procedures and best practices. Conducts research, gathers information, and prepares responses for requests referred to higher offices for handling. Reviews data to determine whether they are exempt or non-exempt from disclosure.

• Create framework for corrections, Prison Rape Elimination Act (PREA) program models, and solicitations.
• Offer strategic advice and support to address, implement, or manage issues related to corrections and PREA programs, particularly those involving significant uncertainty in approach or methodology, within designated criminal justice program areas.
• Act as an expert in corrections and PREA implementation, providing insights for development and management of grants and cooperative agreements.
• Compile reports and working documents focused on complex issues within significant corrections and PREA implementation programs.

• Serves as a Grants Management Specialist (Tribal Justice) serving as an expert and authority in tribal justice program areas.
• Acts as a technical authority in managing diverse and complex criminal justice programs, strategies, and related grants, cooperative agreements, and contracts.
• Provides expert advice and guidance on resolving, implementing, or managing complex program issues in tribal justice areas.
• Addresses complex criminal justice and tribal matters, offering expert advice on the administration of grants and cooperative agreements.

• Represents BJA on interagency task forces focused on criminal and tribal justice programs, which may include senior DOJ officials and other executive branch representatives

The Bureau of Justice Assistance (BJA) is responsible for providing federal leadership and assistance in support of state and local criminal justice strategies to achieve safe communities, and its Public Safety Officers' Benefits (PSOB) program provides death and education benefits to survivors of fallen law enforcement officers, firefighters and other first responders, and disability benefits to officers catastrophically injured in the line of duty. The incumbent in this position provides legal advice to all BJA personnel as to all questions of law arising from the processing or adjudication of any claim under the PSOB Program, ensuring that such processing and adjudication is discharged in compliance with law, after due diligence and inquiry, and without fraud, waste, or abuse.

PSOB Act Analysis, Advice and Guidance

Addresses complex legal issues while providing counsel to the BJA Director and the PSOB Program. Prepares administrative decisions, reports, legal briefs, opinions, and other documents related to PSOB legal matters. Participates in the drafting of legislation and regulations. Provides legal guidance to support the program's policies and procedures.

Reviews proposed legislation and regulations to assess their impact on the PSOB program and drafts memoranda and guidance accordingly. Makes recommendations based on feedback from the PSOB Program and assesses the legal implications of the proposed legislation. Suggests alternative language, as appropriate.

Coordinates the work of the PSOB's Legal Counsel's Office, and establishes clear project goals, systems, and methodologies to enhance the legal review process, case tracking, communications with the PSOB Office, work assignments, and timely case processing. Develops policies and procedures to streamline legal reviews, reduce backlogs, and improve the timeliness of claim determinations.

Provides updates to national public safety organizations and survivor groups about laws and regulations. In keeping with OJP procedures, assists the BJA and PSOB Director in responding to congressional and media inquiries regarding the Program.

Provides information and guidance to the OJP Office of the Chief Financial Officer on PSOB Program legal matter-related submissions for the President's budget, including Office of Management and Budget data-call submissions and DOJ spend plans.

PSOB Claims Review

Reviews claims filed under the PSOB Act and provides well-reasoned and thorough legal advice.as to legal sufficiency of determinations. Provides advice, support, assistance, and direction to all BJA personnel in evaluating what evidence or information may be necessary, desirable, or relevant to such processing or adjudication, and in obtaining such evidence or information, including from state, local, and federal agencies, as well as private parties, and including, as appropriate, through the use of administrative subpoenas. Ensures that the language of claim determinations is legally sufficient in articulating legal and factual grounds of the decision.

Oversees and manages the process initial level legal review of claims, provides legal guidance to independent hearing officer reviews of claims, and drafts of final agency determinations of claims. Trains legal personnel assigned to the program. Performs legal research in connection with issues that arise in particular claims and advises on relevant federal laws and regulations, DOJ rules and policies, and other laws that may be implicated by claims.

Supervision

Provides administrative and technical supervision necessary for accomplishing the work of the PSOB Legal Counsel's Office. Assigns, reviews, and supervises work of legal staff, provides guidance and training, manages staff performance, recruits and recommends action regarding hiring, and addresses personnel issues. Develops work plans, sets performance goals, and ensures team objectives are met in alignment with organizational priorities. Formally evaluates employee performance and resolves informal complaints and grievances. Fosters a collaborative work environment, encourages professional development, and maintains high standards of productivity and quality.
