• Provides project leadership in corporate financial systems related projects. Analyzes the financial impact, cost savings, and improved efficiency and effectiveness of on-going and proposed maintenance and security projects, and presents findings and recommendations.
• Assists in developing procedures, policies, and system solutions and enhancements to accommodate policy or system changes across the Corporation that affect the financial systems or processes and ensures compliance with financial, accounting and information security standards and policies.
• Provides consultation and recommendations to senior management in the evaluation of new or improved financial information systems technology and/or applications software. Researches current or emerging technologies, and determines whether to adopt new releases or updates.
• Leads and conducts functional and technical tests and validations of upgrades, external and internal software releases, DIT mandated testing, disaster recovery, user acceptance testing, contingency planning efforts, enhancements and maintenance for NFE and other financial systems, legacy and external systems that interface with or use NFE data.
• Supports and coordinates financial system interfaces with internal and external applications, batch processing, allocations, and closing processes including, performing activities to open/close accounting periods. Troubleshoots issues and assists with reconciliations and testing to ensure accuracy and timeliness.
• Develops, performs, and maintains reconciliations of processes to ensure that data and reports are accurate. Creates queries and reports for exception and due diligence monitoring of configuration data elements.

At the full performance level, major duties include:

• Responsible for student enrollment and slot management for select Corporate University (CU) and Federal Financial Institutions Examinations Council (FFIEC) training courses. Develops and distributes materials describing training programs and solicits estimates of training needs from internal and external training contacts.
• Responds to requests and inquiries, providing training contacts with information on how they can participate in CU training programs and resolving issues. Oversees the work of training technicians and course administrators, monitors and ensures accurate and timely communications and pre-course materials are transmitted to class participants.
• Manages all aspects of the development of the annual training calendar for Corporate University (CU) to include analyzing responses from needs inquiries and applying appropriate guidelines to determine number of sessions of each CU program and timing of those sessions.
• Develops appropriate guidelines regarding setting training calendars, scheduling and organizing classes, slot management, tracking and controlling the availability of classrooms to efficiently and effectively accomplish the training and educational requirements and goals of the FDIC and its Divisions.
• Maintains and analyzes detailed course enrollment data to facilitate slot solicitation and scheduling process, monitor operational efficacy, and identify process improvements.
• Analyzes trends in planning and budgeting for the enrollment curriculum programs and adapts techniques for continuous improvement and effectiveness of Registrar processes and procedures. Organizes and analyzes statistical data to produce reports and recommend changes.

• Provides advice and counsel to all FDIC Divisions and Offices and senior management officials on specific cases and matters. Provides opinions in adversarial proceedings where legal questions posed are of a complex or sensitive nature.
• Provides Alternative Dispute Resolution (ADR) consultation on specific cases and matters, including contractual, professional liability, commercial, regulatory, liquidation and outside counsel and mediators.
• Designs organizational conflict management systems for all FDIC Divisions and Offices to prevent or manage conflict.
• Researches, monitors and reviews ADR cases, statutes and regulations to keep the FDIC current in its understanding and application of applicable ADR law.
• Designs, delivers, coordinates and evaluates conflict management, ADR, mediation, and negotiation training for all FDIC Divisions and Offices.

Financial Institution Interns will be assigned to the Division of Risk Management Supervision (RMS).  Interns will work directly on teams of experienced FDIC employees to evaluate bank operations, business planning, and risk management strategies.  These teams are responsible for assessing financial institutions to determine whether they are following safe and sound banking practices, maintaining effective internal controls and procedures, managing their institutions effectively, and complying with all applicable laws and regulations.  Under the direction and supervision of an Examiner or higher graded team member, the incumbent will participate in and/or independently perform the following:

Conducts review and assessments of the following:

• Consolidated Reports of Conditions and Income.
• Procedures and accounting for overdrafts, prepaid expenses, and other miscellaneous assets.
• Fixed asset accounts and assists in the assessment of the adequacy of related insurance coverage.
• Depreciation entries on both the general ledger and for income tax purposes.
• Adequacy of fidelity and other indemnity protection.

Assists in evaluating the adequacy of the insured depositor institution procedures and internal routines and controls.

Assists in the preparation of information requisite to a thorough analysis of the earnings of an institution.

Prepares drafts of schedules, exhibits, and comments for inclusion in the completed report of examination.

Participates in other phases of an examination as assigned.

Performs functions related to the insured depository institution examination work to include:

• Conducting audit test checks on income and expense accounts.
• Computing capital ratios.
• Reconciling Capital Accounts.
• Reviewing the liquidity including the analysis of fluctuations in loans, securities, deposits, and borrowings.
• Verifying securities and other investments borrowings and other liabilities, and assigned collateral, pledged assets, and safe keeping items.
• Reconciling cash.

• Identifies complex legal issues that are related to depository institutions and within the Unit's responsibilities, and supervises the conduct of legal research of these issues.
• Confers with and advises senior management with regard to legal matters in areas of responsibility. Independently interprets and applies applicable statutory and regulatory guidelines.
• Coordinates the negotiation and consummation of sales, settlements, workouts, and restructurings that arise out of the liquidation of failed Insured Depository Institutions (IDI).
• Oversees the preparation of memoranda of law and other instruments related to the management and resolution of receiverships, such as marketing of failing and failed IDI, claims, settlements, employee benefit plans, and receivership termination.

Financial Institution Interns will be assigned to the Division of Depositor and Consumer Protection (DCP).  Interns will work directly on teams with experienced FDIC employees to evaluate FIDC-insured institutions' compliance with fair lending and consumer protection laws and regulations.  These teams are responsible for assessing financial institutions to determine whether they are maintaining effective controls and procedures, managing their institutions effectively, and complying with all applicable laws and regulations, including those relating to consumer protection, privacy, community reinvestment, and fair lending.

Under the direction and supervision of an Examiner or a higher grade team member, the incumbent will participate in and/or independently perform the following:

Assesses the adequacy and determines the strength of the Compliance Management System (senior management oversight; compliance program, including the elements of policies, monitoring, and training; and audit procedures) to ensure ongoing compliance as related to the particular regulation under review.  Conducts reviews and assessments of the following: 

• Examine initial disclosures, periodic statements, advertisements, and other information to evaluate procedures and reviews for compliance with applicable regulations.
• Examine closed-end non-real estate credit transactions for compliance with applicable regulations.
• Review the Home Mortgage Disclosure Act loan application register for accuracy and assesses the bank's overall reporting procedures.
• Review adverse action notices for compliance, and to gain a cursory exposure to applicable lending-related regulations.
• Examine a sample of residential, consumer, commercial and/or agricultural files to determine compliance with consumer laws and regulations.

Reviews applicable regulations and examination manual to become informed about the Community Reinvestment Act (CRA).

Participates in discussing the overall examination process including evaluating the bank's Compliance Management System (senior management oversight; compliance program, including the elements of policies, monitoring, and training; and audit procedures).  Asks questions to gain clarification and understanding of examination policies and procedures.

• Observes the interactions between the FDIC and Bank personnel.
• Responds to questions from other examiners regarding his/her section of the Report of Examination.
• Reviews the CRA of an institution and participates in discussion for assigning its rating.
• Prepares a summary of each performance factor describing why rating was assigned.
• With the assistance of an experience examiner, participates in meetings as appropriate.
• After the meeting, asks questions and discusses exam findings with the examiner-in-charge or higher graded team member.

At the full performance level, major duties include:

• Performs a wide variety of analytical duties connected with complex Information Technology (IT) and operations risk management examinations and visitations in complex financial institutions (CFls) and service providers (SPs). This includes CFls, Significant Service Providers (SSPs), and SPs that exhibit unusual or problem characteristics or represent a potential systemic risk to the banking industry.
• Applies a specialized IT knowledge of banking and regulatory environments, particularly in relation to cybersecurity and data protection laws and regulations, to anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems and architecture vulnerabilities.
• Provides technical assistance in the reviews and assessment of the impact of new and existing legislation, technology developments, and similar matters.
• Provides written analysis of risks associated with examinations and visitations and writes reports on emerging technology and cyber related risks.
• Develops correspondence for review by examination staff or management.
• Serves as an instructor or coach in various IT training courses and special training projects.
• Meets with entity management, boards of directors, FDIC management, and others to: advise of corrective action for information technology deficiencies; disclose and support ratings; inform management of potentially
  controversial actions; persuade others to cooperate in meeting objectives; and confirm management's response to corrective actions in the Report of Examination.

• Under the supervision of a Field Supervisor, performs activities related to the review, analysis, and processing of reports of examination; applications; and other duties of an administrative nature involving financial institutions in the Field Territory. This would include, among other things, the preparation of a summary of findings, memoranda and recommendations for the Regional Director, as well as miscellaneous correspondence directed to the Washington Office, State Banking Departments/Divisions, other Federal regulatory agencies, and financial institutions or holding companies.
• Assists in the direction of financial institution supervision and examination functions, with a view toward assessing risk, as well as strengthening and improving the condition of the institutions delegated to the Field Territory.
• Supervises and participates in examinations of insured deposit institutions, including examinations that are large, complex, and/or exhibit problem characteristics.
• Provides technical advice, counsel and guidance to field examiners on policy, procedures, laws and regulations, examinations, including quality and content, or investigations involving banks or holding companies in the Field Territory.
• Initiates and maintains cooperative relationships with the appropriate State and Federal Supervisory Agencies in the applicable geographic locations encompassed by the Field Territory. Communicates with financial institution management and effectively responds to, or resolves, their questions, complaints, and inquiries. Responsible for conducting/reviewing off-site monitoring activities, Banker outreach contacts, responses to correspondence, and general on-going supervision of banks. As required, meets with insured depository institution officials and/or boards of directors to discuss the findings of examinations. In the absence of the Field Supervisor, assumes responsibility for the activities and affairs of the office.
• Implements the FDIC's Career Development Plans and Performance Management Program for assigned employees, including: (a) determining employee training/developmental needs, (b) assisting employees in preparing individual development plans, (c) monitoring employee progress in meeting developmental goals, (d) evaluating employee performance and related behaviors, seeks to secure correction of deficiencies noted, and (e) providing employees with ongoing feedback on their performance. The Supervisory Examiner's span of control should be no less than six direct reports.

• Makes technical and administrative decisions on reasonable accommodation requests; provides consultative services to managers, employees, and applicants and develops appropriate interventions for management involving the full spectrum of the Reasonable Accommodation Program.
• Reviews accommodation case files for accuracy, appropriateness and completeness. Monitors the status of accommodation requests at all stages in the process and provides reports, as necessary.
• Prepares, evaluates and presents quantitative and qualitative analytical reports for management to determine the extent to which reasonable accommodation policies and programs meet corporate objectives and are effective making recommendations for program improvements where appropriate.
• Reviews dashboards, analyzes data and employment practices, and prepares metrics to enhance understanding of organizational performance and client service delivery as well as drive policy and program decisions to eliminate barriers to full reasonable accommodation of affected groups.
