About the opportunity:

We have a fantastic new opportunity for a temperature controlled Driver (van provided) to join our existing team based in our Runcorn Distribution Centre.

Reporting into the Transport Manager, you will be responsible for checking, loading and delivering orders to a range of customers on a predetermined route.

Your key responsibilities will also include ensuring the products are carried in the correct conditions with temperature, cleanliness and security all being paramount. As a very visible face to the public and our customers we are looking for the best, and our rate of pay certainly reflects this.

External contacts include representatives from other government agencies (e.g. DHS, DoD, FCC and NTIA) and civil aviation organizations and industries, both domestic and international (e.g. ITU, ICAO, and North Atlantic Treaty Organization (NATO)). Represents the AJW, ATO, and the FAA, as a primary point of contact on spectrum issues during collaborations with the White House and other agencies and partners, such as Department of Defense (DoD), Department of Homeland Security (DHS), Federal Communications Commission (FCC), National Telecommunications and Information Administration (NTIA), International Civil Aviation Organizations (ICAO), and International Telecommunications Union (ITU).

The Systems Accountant is a recognized subject matter expert in financial systems and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as the principal Accountant to develop new and innovative approaches, methodologies, and/or techniques. The Systems Accountant is responsible for developing and maintaining financial systems and reporting processes for the Office of Financial Management (AFM). Generates and produces reports and dashboards using the agency’s financial systems data. Ensures reporting methods adhere to the Federal Accounting Standards Advisory Board accounting standards and the practices and procedures within the Chief Financial Officer (CFO) Act of 1990. Supports the annual financial statements audit by ensuring that financial system data is represented accurately in financial reports and dashboards.

Applies experience and expert knowledge of systems accounting principles, financial management systems, and financial management reporting requirements to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross- organizational boundaries and impact on the accomplishment of strategic objectives. Assignments include providing guidance to less-experienced professionals; leading large project/program teams; defining and developing internal policies and procedures; predicting potential issues and proposing preventive actions.

The Systems Accountant supports financial system maintenance and improvements that enable the agency to leverage innovative reporting practices that align with the Department of Transportation’s (DOT) strategic goals and the FAA’s automation initiatives. Collaborates with financial staff within AFM and liaisons within the Office of Information and Technology (AIT) to ensure FAA financial systems are configured with proper reporting functions. Participates in financial systems implementation projects to ensure accounting and financial management standards are met to include defining requirements, testing, and deployment. Interacts with the Lines of Business (LOB) and Staff Offices (SO) to assist and/or complete financial system reporting requests that require data from FAA financial systems.

Implements the DOT strategic initiative to improve reporting accuracy with automation technologies. Contributes knowledge of system accounting technologies and automation skills to ensure financial systems and reporting processes comply with Federal regulations, policies, and guidelines. Conducts employee outreach and demonstrations to share the value of automation within the financial reporting function. Develops a repository of reporting automation for ad-hoc use.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. May create new solutions and policy interpretations, as situations require. Provides expert guidance and instruction both internally and externally to address diverse, complex issues that often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Collaborates with the branch staff to establish and maintain effective reporting operations. Analyzes business processes and develops approaches to streamline processes. Work is reviewed primarily through status reports and at project completion. The work activities and project assignments impact directly on the objectives of one or more organizational units, major subdivisions, LOB/SOs and impacts the FAA financial management program.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Fleet Zone 4. The zone encompasses the following states: Region 9 (Arizona, California, Hawaii, or Nevada) & Region 10 (Alaska, Idaho, Oregon, or Washington)

You will perform the following duties:

• Responsible for and oversees all “zonal” program and administrative technical and support program operations and activities. Plans, directs, and coordinates assigned support programs within the designated geographic area. Responsible for developing, planning, managing, executing, and coordinating all support fleet management functions within assigned, designated geographic zone. Directs analysis of fleet management issues and required policy recommendations for management in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation. Obtains information necessary to discuss fleet management procedures internally to evaluate effectiveness of the program and its changes required to properly fulfill the fleet management overall program and regulatory requirements.
• Applies a wide range of qualitative, and/or quantitative methods to assess, measure, and improve fleet management program effectiveness and/or complex management processes, projects, and systems as they relate to assigned program areas. Directs the development of data and ensures implementation of the organization’s goals and objectives and presents recommendations to the Division Director regarding goals and objectives that require more emphasis. Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of regional and agency goals.
• Provides technical requirements and descriptions of the work to be accomplished. Responsible for disciplinary measures, such as counseling, warnings and reprimands and recommends other actions in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Responsible for developing performance standards to evaluate subordinate personnel, as well as serving as reviewing official of non-supervisory branch personnel rating recommendations provided and the rating official of record for subordinate supervisors.
• Analyzes program and personnel efficiency to make recommendations and implement changes when needed. Advises Branch personnel of program and regulatory requirements and changes.
