The Management and Program Analyst performs multiple and varying analytical assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Applies experience and advanced knowledge of analytical and evaluative methods and techniques for assessing programs and improving organizational effectiveness and efficiency. Uses quantitative and qualitative methods, principles and concepts to define the utility, basic tenets and guidelines for assisting in the preparation of the Master Integrated Program Schedule.

Applies fact-finding, analytical and evaluative methods and techniques to define program requirements, identify problems and to assist in the development of program briefs and working papers. Assists senior analysts in the development and execution of the Integrated logistics Support Plan (ILSP). Recommends improvements to processes and assists with the implementation of alternative logistics support practices.

Uses knowledge of the Acquisition Management System policies and processes to supports senior specialists by tracking and analyzing acquisition packages, requests for proposals, bids, or quotations by checking documents for errors and ensuring that standard or special provisions comply with applicable policies and regulations. As an individual contributor, participates on acquisition strategy or source selection panels to determine if a written source selection plan is necessary and to document strategy. Provides market research data to senior management, identifies marketplace requirements to identify supply or service sources. Maintains automated tracking systems to
assist with financial analysis and reporting to include analyzing budgets assigned to large-scale technical aviation programs and services to record, reconcile, validate and track data; identify discrepancies and conduct various analytical studies.

Utilizes advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to assist in creating graphics and charts for inclusion in presentations to senior officials. Works with more experienced analysts in the planning, monitoring, and conducting small special projects, studies, and initiatives. Identifies and analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions. Although the incumbent uses considerable discretion when selecting approaches and recommending new approaches, established policies and
procedures are available for most assignments.

Contacts are typically internal and external, with regular contact within and external to the PMO to share information about the FAA and to explain the applications of policies and procedures. Provides guidance to junior analyst in the day-to-day operations. Resolves most problems and work issues without the assistance of a more experienced professional or manager and refers problems and work issues that require additional attention. The Team Manager periodically reviews work at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB's/SO's.

Under the general direction of the Deputy Chief Information Officer, the Associate Chief Information Officer (ACIO) for Application and Digital Solutions leads the Office and advises the DOT CIO on enhanced application development and digital solution strategies to optimize business processes and achieve DOT's strategic goals.

The Associate CIO provides expert guidance and insight regarding an array of technology initiatives and develops recommendations and strategies to facilitate their implementation in a strategic and innovative manner. The candidate also serves as an expert on DOT’s application development and digital solution initiatives, providing guidance to OCIO leadership on system modernization in a manner consistent with DOT’s mission and program objectives.

The ACIO establishes a clear vision for modernizing and stabilizing systems managed at DOT. Serves as a digital solutions adviser, steward for improving system stability, liaison for implementing modern techniques, and developer of new digital solutions. The incumbent serves as the principal advisor to OCIO leadership, introducing new technologies and digital transformation strategies for applications throughout DOT and the national transportation infrastructure. Stimulates the use of innovative solutions by: providing guidance during program planning, resource acquisition, and allocation processes; participating in the program systems planning processes as a thought leader and change agent; and developing supporting plans that are aligned to DOT’s strategic goals.

The ACIO encourages the utilization of emerging technology to improve services and reduce costs. The incumbent analyzes IT resources to better match capabilities with technology demands and overall Departmental interests. The incumbent continuously advises top leadership on major IT products and/or service delivery issues and recommends improvements to IT initiatives, as appropriate.

The Associate Administrator for Aviation Safety is the key advisor to the FAA Administrator on aviation safety. The incumbent sets, oversees, and enforces safety standards for all sectors of the aviation industry, impacting every facet of domestic and international civil aviation safety. The Associate Administrator executes the work of the Office of Aviation Safety through a geographically-dispersed workforce of approximately 7,400 employees and is responsible for an approximate $1.8B budget.

Principal Responsibilities:

• Develops FAA safety strategic management initiatives, goals, and short and long term direction and implementation plans. Leads and communicates the status, safety strategies, critical issues, complex challenges and emerging developments, products, technologies, and innovations. Ensures that strategies are developed based on data-driven decision making that advances and improves the mission of FAA and AVS operations and stakeholder products and services.

• Oversees the adequacy of substantive aspects of FAA rulemaking actions, directives/guidance, and responses relating to the safety of flight; certification and competence of airmen, air carriers, and air agencies; certification and airworthiness of aircraft; aircraft and airmen registry; physical fitness of airmen and other persons associated with safety in flight; airmen medical certification systems, aviation medical research, designated aviation medical examiner system, aeromedical education, and medical accident investigations; National Transportation Safety Board (NTSB) accident and incident investigation, NTSB recommendations, reporting programs for accidents and incidents, and NTSB hearings.

• Influences the development and harmonization of international safety standards, procedures and practices. Partners with other civil aviation authorities and regional organizations to promote and improve FAA’s position in global aviation leadership. Advocates compliance with international safety standards.

• Champions unmanned aircraft systems (UAS) activities to enable the safe and efficient use and integration of UAS globally. Advocates for the development and alignment of UAS regulations and policy harmonization across the agency, broader U.S. Government, global aviation community, Air Navigation Service Provider counterparts and others on a bilateral, regional and global basis.

• Provides global leadership for Aerospace Medicine in the 21st century. Manages a broad range of medical programs and services (e.g., pilot medical certification, aerospace medical training, medical clearance of air traffic control specialists, aviation industry drug and alcohol testing).

• Ensures FAA serves as the industry leader in safety investigation, analysis, and information sharing. Prescribes procedures and responsibilities for aircraft accident and incident notification, investigation and reporting. Oversees the FAA’s accident, incident and occurrence response programs. Directs investigations and activities related to the NTSB.

• Maintains close and continuous contact with representatives of Congress, national military establishment, other Federal agencies, State and local governments, aviation industry stakeholders, and the general public, as well as various other domestic and foreign public and private aviation organizations. Handles media inquiries related to, and develops communications strategy for, aviation safety matters. Presents and defends DOT/FAA positions with respect to Aviation Safety programs and policies.

As one of several AJG-R Group Managers, the work includes a wide variety of complex administrative programs and support areas, as well as detailed knowledge of management and program principles to lead and direct a large, multi-level organization through subordinate team managers. Integrates the work of multiple organizations to meet strategic goals of the ATO and participates in strategic planning for the Federal Aviation Administration (FAA). These groups are responsible for budget execution and formulation, acquisition management, space/facility security management, and wireless and property management. The Program Manager serves as the Headquarters liaison with the Service Area Business Service Groups. Participates in the strategic planning for the FAA and make of financial and administrative services commitments for the ATO. Uses business intelligence for analyzing and delivering actionable information critical in providing services across ATO Service Units for purpose of making business decisions. This is critical work that directly impacts the safe and efficient operation of the ATO.

As a Group Manager applies a detailed knowledge of the technical aspects of the work directed and a thorough understanding of the principles of management and strategic planning to integrate the work of multiple organizational units and complex programs and across multiple functions based on the objectives of the ATO. As the primary point of contact for policies and procedures or other program/project purposes, represents the Directorate and Management Services at conferences or meetings. Reviews and presents financial, program, and business services data to a variety of audiences.

As a Management Analysis Officer, GS-0343-14, you will perform the following major duties:

Responsible for the development of plans and programs, policies, and procedures, and assists the Directors by providing guidance, advice and counsel on policy matters, human resources, office operations, product management, assets, and other functions of the Office. Also responsible for Office level oversight of advocacy, forums, and symposia.

Responds to time-critical requests from the Director and Deputy Director regarding special, one-time, and long-term projects.

Develops or assists the Deputy Director in development and application of plans, programs, processes, policies, and procedures for the Office; uses data analytics to evaluate program operations and identify efficiencies; and recommend changes in work methods, policies and organizational structure to improve program results, and efficiently utilize assets.

Works with the Deputy Director in developing strategic plans for the implementation of short-term and long-term objectives for the Office and is responsible for the documentation of office policy and measurements for Agency-wide reporting requirements.

Evaluates product development processes to identify inefficiencies, bottlenecks, and other improvement opportunities; develops, recommends and upon approval from the Deputy Director implements changes to improve the quality and effectiveness of these processes as needed; coordinates and participates in modal work and report planning meetings.

• Create and manage a robust and cost effective Supply team within the Country, with specific emphasis on demand planning, security and replenishment of supply, total cost of supply, inventory and risk management, S&OP, logistics, order management and related Supply activities.
• Ensure a proactive review of Country demand inputs with Commercial and key stakeholders, proactively identifying and resolving potential supply issues.
