4. Serves as a Contracting Officer Representative who evaluates the Quality Management System, ensuring that all contractual, regulatory, and administrative requirements are met.

a. Develops and implements procedures and policies that ensure a successful COR surveillance program and clarifies and explains policy and regulatory material.

b. Develops and implements a Quality Assurance Surveillance Plan (QASP) based on the contractor's Quality Management System, Contractor Logistics Support (CLS), and Statement of Work (SOW).

c. Evaluates contractor performance and ensures checklists or summaries correlate properly to contract provisions. Reports on contractor performance and provides sufficient data on which to base renewal/termination decisions. Conducts COR surveillance of contractor performance and compliance with contract provisions or regulatory requirements. Works with flight chiefs, work center leaders, and contract specialists in reviews of contract discrepancy reports and contractor responses.

d. Evaluates trends and assists in determining circumstances, precedents, contract provisions, governmental directives, and precedent setting Comptroller General Decisions. Spot checks contractor and contract oversight files to verify functional area reports, corrects problems, and institutes procedures to preclude recurrence, e.g., to revise ineffective surveillance plans, contract administration plans, inspection checklists, etc.

e. Maintains the organization's inputs into the DoD Contracting Officer Representative Tracking Tool. Maintains a record of all COR designations and terminations of designations, to include each COR's acknowledgement of his or her duties, by contract number and contracting officer's name. Maintains a record of training regardless of provider (e.g. Quality Assurance Program Coordinator (QAPC), contracting officer, contract specialist, DAU, or commercial training provider).

What you'll do

As a Supply Chain Strategic Sourcing Manager, you’ll be developing and implementing joined-up, global supply chain strategies and solutions that incorporate the full procurement contract life cycle across multiple spend categories, geographies, and business areas.

You’ll also be shaping and executing the development and management of our supply base in line with our strategy, including owning and developing key strategic suppliers on behalf of the bank, identifying potential new suppliers through market knowledge and competitive tenders, identifying areas for efficiencies and savings, and managing and improving supplier performance.

In addition to this, you’ll be:

• Planning and prioritising all available resource to ensure efficient delivery and management of the supply base in line with our objectives
• Undertaking contract and financial signing authority in line with published delegated levels of authority and regional variations
• Developing and leading strong networks across the supply market and other external organisations, including competitors, and developing deep insights and analysis
• Implementing the stakeholder management strategy and delivering an excellent supply chain service to those stakeholders
• Developing and building a deep understanding of the franchises, functions and business areas relevant to the successful supply chain strategy, and designing and delivering solutions that meet and challenge their requirements

The skills you'll need

To succeed in this role, you’ll need strong commodity and supply chain market knowledge, across a variety of supply chain categories with a demonstrable track record of success in implementation and managing an end-to-end procurement process. Experience in the financial sector, banking or payments would be advantageous. You’ll be educated to a degree level or equivalent, be an extremely effective communicator and you’ll have experience of leading strategic and business critical supplier relationships and contracts to deliver sustainable improvements.

You’ll also demonstrate:

• Knowledge of contract law and legal knowledge relevant to supply chain and the procurement life cycle
• Experience of applying supply chain skills and techniques such as cost modelling and gap analysis to positively disrupt business strategy and outcomes
• A proven track record in taking ownership, managing a procurement market test or tender, leading contract negotiations and resolving issues within a supply chain services environment
• Experience of implementing a variety of supply chain commercial models and strategies, such as offshore, outsourcing, and make versus buy in a competitive or regulatory environment
• Experience in cost, financial management and Agile ways of working and using tools to analyse and interpret, and present spend and cost management data

We are currently seeking an interim Global Supplier & Supply Manager to work with our global FMCG client, Elida Beauty, renowned for brands such as TIGI, VO5, Toni & Guy, and Brylcreem, and become an integral part of their fast-paced FMCG environment.

The position will initially be based in Ransomes Dock, Battersea, London however however the company plans to move to High Holborn, London by end of 2024 (there is also the option to be based in Liverpool for this role, if preferred). This is a full-time temporary role for 3 months (with the potential this can extend to 6 months), requiring 37.5 hours per week, Monday to Friday. Compensation for this role is competitive, paying between £54,000 - £60,000 per annum, pro rata, depending upon experience.

Key Requirements

• Experience in Supply Chain across Plan, Service and Deliver.
• Previous operational experience in planning is required.
• Demonstrated analytical and conceptual problem-solving ability; excellent oral and written communication skills, including presentation skills.
• Ability to multi-task, meet tight deadlines and work under pressure with autonomy.
• The ability to effectively lead and engage cross functional global teams and a willingness to take responsibility and accountability.
