The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. The Deputy Chief of QM oversees monitoring of corrective actions from survey findings and assists services who are performance outliers. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Facility. The purpose of the position is to serve as an inspector of surface maintenance equipment to ensure that physical and operating characteristics are within acceptable standards and specifications. Uses specially designed testing methods and test equipment such as computerized test sets, precision gauges, electronic sensors, injector test stands, engine scopes, etc., to assure that tolerance and safety factors have been met.
• Inspects equipment to determine repairs needed. Utilizes established Maintenance Expenditure Limits (MEL) to evaluate economic feasibility of repair(s). Considers a variety of factors such as cost and availability of parts, man-hours, and impact of time constraints on the mission to assess whether repair is economical. Recommends to a higher echelon to condemn equipment when the repair costs exceed the established MEL. Prepares lists of needed repairs, parts, and man-hours authorized. Performs in-process inspections to assure that equipment is being repaired in accordance with pertinent requirements. Performs final inspection, certifying that equipment is in satisfactory operating condition, or rejects the work and returns the equipment to the repair shop with specific reports prescribing additional repairs.

Responsibilities

• Design and implement automated test scripts using appropriate testing frameworks.
• Collaborate with developers and project managers to understand project requirements and translate them into test cases.
• Conduct functional, regression, and performance testing on various digital platforms.
• Identify, document, and track defects through a comprehensive defect management process.
• Review and analyze system specifications to ensure accurate test coverage and reporting.
• Continuously improve testing processes and methodologies to enhance quality and efficiency.
• Provide regular status updates and communicate testing progress to stakeholders.

Requirements

• Bachelor's degree in Computer Science, Information Technology, or a related field.
• Proven experience in QA and software testing, with a strong emphasis on automation testing.
• Familiarity with various automation tools (e.g., Selenium, JUnit, TestNG, etc.).
• Strong understanding of the software development lifecycle (SDLC) and Agile methodologies.
• Experience with test management tools (e.g., JIRA, HP ALM, etc.).
• Detail-oriented with a passion for quality assurance and delivering exceptional digital experiences.
• Excellent problem-solving skills and the ability to work collaboratively in a fast-paced environment.
