1. Assists technical transportation advisor and higher graded staff on all statewide operating matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assists in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Assists in input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Assists in Obligation and execution of funding for the commercial transportation mission.

2. Assists in the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconciles Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Makes recommendations to higher graded employees for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors. Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage. Assists in monitoring and ensures proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items. Safeguards accountable transportation documents, which may include: Government Bills of Lading, Government Transportation Requests, and Uniform Service Meal Tickets.

3. Assists in inspections, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications. Assists in the management of the Carrier Performance Program for the state and provides input to the Traffic Manager for the overall program.

4. Procures domestic and international travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. Ensures advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel. Monitors the approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representative (ACOR). Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. Reconciles and validates the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment.

5. Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.

6. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).

7. Performs other related duties as assigned.

• Resolves and reports a wide variety of technical problems and unusual occurrences to include, but not limited to, mold, conflicting documentation, or information available, tracing missing freight or personal property through various channels.
• Assists in the deployment coordination meetings to establish deployment timelines, requirements and unit readiness.
• Ensures customers understand the contractor and their own personal responsibilities in connection with the shipment of their personal property.
• Prepares damage inspection reports completed at shipper’s residence or warehouse.
• Advises customers on shipment requirements.

• Provides logistics planning and programming services. Responsible for Logistics Plans operations including deployment, the base support plan and the Installation Deployment Plan. Establishes work priorities, with the section chief and ensures deadlines are met.
• Plans and Integration. Under direction of the Installation Deployment Officer, performs logistics support for all
• contingency, exercise, and emergency deployments and movements.
• Provides direction, development and maintenance of the wings deployment program.
• Plans for and evaluates logistics readiness. Reviews tasked plans and Air Force Force Generation (AFFORGEN) requirements to ensure availability of required material and personnel to identify existing shortfalls or limiting factors.
• Assists with and monitors a variety of unit readiness assessment activities such as operational readiness inspections (ORI), operational readiness exercises (ORE), and other command and local exercises.

• Serves on the staff of the Navy, Senior Service Integrator (N-SSI) as a National Account Action Officer (NAAO), performing data analysis functions related to DLA logistics support for the assigned military service.
• Helps prepare the N-SSI for internal demand consensus and demand/supply alignment meetings that may involve controversial or difficult decisions on priorities and resource allocations.
• Assists N-SSI in preparation for regular customer meetings to provide updates on progress in overall service support, including specifics on Performance Based Agreements (PBA) metrics.
• Has responsibility for monitoring/managing the DLA impact on military service readiness and overall logistics support needs.
• Performs information-gathering, research and analysis and problem resolution that can affect DLA-wide policies and procedures.
• Plans, schedules, and participates in formal and informal meetings and conferences to present, exchange information and improve DLA logistics support.
• Provides Customer Relationship Management training, information and support as required. Provides feedback and input to DLA's customer relationship management strategy.

• Formulate, evaluate, and coordinate logistics plans and policies.
• Analyze mission objectives to determine the kind and extent of support required; and coordinate with functional representatives to ensure adequate manpower, supplies, equipment and services meet specific requirements.
• Coordinate with brigade planners and key staff elements in the development and execution of specific tasks to ensure battalion support is part of the brigade's theater support mission.
• During deployments and exercises, measure effectiveness and efficiencies to ensure operations meet stated objectives.
• Monitor deployment, exercises, mobilizations, readiness, policy, and procedures; and implement Army directives and operational plans.
• Participate in all exercise planning conferences and publishes after action reviews/reports.
• Develop and carry out long-range logistics plans and specific projects to accomplish local civilian and military training and development.
• Provide advice to management officials on training and development matters.
• Monitor and track training requirements and maintain updates in a battalion tasker database; and plan, report, and evaluate training requirements.
• Develop and maintain Emergency Operation Center (EOC) procedures to encompass sustaining current essential operations, and collect information for the commander and senior staff members.

• Conducts planning and coordination for joint logistical support for units throughout USARAK for contingency operations and for support of Homeland Defense Operations.
• Develops and executes long- and short- range plans, programs and operating procedures to ensure accomplishment of the 11th ABN/USARAK Logistical mission with primary emphasis on aviation logistics and sustainment operations.
• Responsible for utilizing the Logistics Reporting Program under the Army Maintenance Management System (TAMMS, AR 700-138, DA PAM 738-750, DA PAM 738-751).
• Identifies Aviation mobilization and deployment issues applicable to mobilization of within-state active duty and reserve components and the reception of mobilized units from outside Alaska.
• Serves as Force Modernization Systems Manager (FMSM) for the command, monitoring the total fielding requirements (Logistics, Personnel, Engineering, Budgeting, Training, Security, etc.) for systems scheduled to arrive in Alaska.

• Supervises/directs subordinates division chiefs establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.
• Manages a workforce comprised of civilian and military personnel performing various logistical functions.
• Serves as the technical expert and Senior Civilian Deputy to the Support Operations Officer.
• Manages the support and logistics operations for the Army Field Support Battalions (AFSBn) to include contingency mobilization deployment support plan to MFGI and contract management.
• Interprets procedures and policies in problem situations where the operating staff or other organizations seek guidance and solutions to difficult problems.
• Coordinates and directs project management over logistics operations executed by government and contract personnel.
• Provides program continuity and advice to the Support Operation Officer to maintain and improve logistics operations within the organizations area of responsibility.
• Has technical knowledge and manages the sustainment of current applications used within the Support Operations, to ensure they are functionally providing the intended material master data to the customers across a range of automated systems.

• Manage, supervise, and coordinate all Logistics Assistance Program (LAP) logistical activities for a wide customer base across a large area of responsibility.
• Provide the technical direction and leadership in performing supervisory duties including assigning work to subordinates based on priorities difficulty of assignments, and the capabilities of employees.
• Determine LAP program goals and develops plans for the organization independently of or jointly with other LAD managers.
• Provide both general and specific advice to commanders of Major Army Units on TACOM LCMC equipment-related logistics issues

• Serves as the DLA Energy Real Property Officer/Accountable Property Officer at assigned Defense Fuel Support Points (DFSPs).
• Responsible to oversee, update, and maintain Real Property and General Equipment property accounts.
• Serves as the Military Department (MilDep) point of contact for DLA Energy DFSP Real property and General Equipment.
• Serves as the Subject Matter Expert (SME) on Real Property and General Equipment policy and procedures and provides guidance and technical advice to the Facility Sustainment Director, Division, and Branch Chiefs on all aspects of property management.
• Provides technical guidance and recommendations to the MilDep and the Service Control Points (SCPs) on property management based on OSD, MilDep, and DLA policy. Contacts may include Federal, Foreign, and private sector.
• Maintains complete and current knowledge of all applicable Federal, DOD, DLA and relevant MilDep-specific regulations.
• Conducts surveys, inspections, and inventories to maintain audit compliance and notifies leadership of detected deficiencies and prescribes corrective action.

• Serves as the Brigade Director of Logistics and as such is the senior logistician in the brigade and the principal logistics advisor to the Brigade commander.
• Performs a wide variety of administrative, technical, and analytical duties in the development of program policies, defines requirements, and reviews budget/program estimates.
• Consults and advises the Brigade Commander on all logistics related matters.
• Develops, coordinates and directs logistics management for Brigade on all logistic contingency related operations.

• Provide technical expertise and continuity in the management, coordination, and implementation of IMCOM policy, programs, activities.
• Serve as representative on Council of Colonels level meetings (i.e., Army Food Service Advisory Council of Colonels, Organizational Clothing and Individual Equipment Council of Colonels, and Army Supply Excellence Award Board.
• Develop and recommend budgetary requirements for the Management Decision Evaluation Package (MDEP) of the Program Operational Memorandum (POM).
• Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of leaders and employees.
• Serve as the senior Asset Management/Services expert and Supply Command Career Program Manager (CCPM) for all CP13 employees throughout IMCOM.
• Analyze team operations and Directorate interaction and develops methods and procedures that will assure maximum operating effectiveness, efficiency, and economy.

• Ensuring receipt of program and budget guidance from external authorities, assisting with the preparation of DLA enterprise budget guidance, and coordinating budget requirements across the enterprise.
• Presenting the enterprise's budget guidance to subordinate organizations.
• Monitoring, analyzing, and articulating the actual performance relative to the budgeted financial goals and objectives.
• Summarizing and analyzing the financial data from the proprietary and budgetary accounts that satisfy internal management and external mandatory and legislative requirements.
• Analyzing the top-down budget guidance presented to subordinate organizations.
• Coordinating the development of budgets by the appropriate Headquarters organizations.
• Ensuring that the consolidated budget supports DLA’s strategic goals and overall vision for both the long and short term.

KEY DUTIES AND RESPONSIBILITIES

• Sweep, mop, scrub and vacuum hallways, stairs, breakrooms and office spaces 
• Wash and sweep inside facility and pick up discarded trash 
• Perform general maintenance of entire facility including warehouse and freezer
• Remove ice and pick up pieces of pallets
• Keep grounds clean and free of debris
• May need to make sure cleaning materials and equipment are in good working condition, locked up correctly after use, and stock levels are maintained by taking routine stock checks.

• Work with other machinery and material handling equipment

MINIMUM REQUIREMENTS (KNOWLEDGE, SKILLS, ABILITIES)  

• Ability to operate floor cleaning equipment and pallet jacks

• Ability to understand instructions in Country's official language or as defined by Lineage Logistics
• Ability to work in temperatures as low as -20 Fahrenheit/-25 Celsius in cold storage sites or up to 100 Fahrenheit/37 Celsius in dry storage sites while wearing company provided personal protective equipment and freezer gear
• Must be able to lift a minimum of 20 lbs./9 kgs.; weight may be more dependent upon facility
• Ability to work a flexible work schedule and shift, including weekends if needed
• Must be comfortable with various noise levels, at times, can be loud
