Job Description:
Under minimal supervision, provides strategic vision and leadership to drive transformation in nursing care delivery through use of data, information, technology, and innovation. This position works in tandem with the Health Informatics team and Chief Medical Informatics Officer to lead the planning, implementation and optimization of technology and information systems across OU Health in support of data-driven continuous improvement, operational efficiency, quality and safety, and clinician and patient experience. Direct responsibilities include Nursing Education and Professional Development, Shared Governance processes, Nursing Evidence Based Practice, and data analysis related to nurse sensitive indicators.
Responsibilities and Competencies
- Program Development – In collaboration with senior leadership, explore, recommend, develop and implement new opportunities to optimize the tools, data, and systems utilized to provide clinical care.
- Information Management and Technology – Promotes technology in supporting improvement of clinical and financial performance, utilizes data management systems for decision-making and provides leadership for the adoption and implementation of information systems. Ability to interpret data analytics into an actionable clinical strategy. Resolves barriers and issues surrounding information systems implementation, adoption, and on-going workflow optimization.
- Strategic Management – Creates the operational objectives, goals and specific strategies required to achieve specific strategic outcomes across the system. Defines, designs, and supports program implementation to achieve stated outcomes. Develops and assesses patient care delivery models and utilizes principles of Lean Six Sigma for continuous process improvement to drive best outcomes.
- Change Management – Leads and implements change by applying change theory and by demonstrating strong project change management and presentation skills.
- Effective Communication- Demonstrates skill in interpersonal communication; Demonstrates ability to communicate technical concepts and implications to business and policy decisions. Advocates for nursing issues at the system level in concert with the strategies identified within the nursing strategic plan, promotes the clinical perspective in organizational decisions as it relates to informatics.
- Relationship Building and Management –Manages multiple stakeholders and competing priorities that drive positive outcomes. Holds self and others accountable for mutual professional expectations and outcomes.
- Collaborative- Partners with other leaders across the organization for the development of strategy and analysis of business opportunities and organizational growth. Partners with these individuals to identify, evaluate and select technologies and platforms to support the overall goals and objectives of OU Health.
- Community Involvement – Represents the system to non-health care constituents within the community, serving as the resource to community and business leaders regarding nursing and health care.
- Academic Relationships – Promotes and maintains positive academic relationships within the system, in support of system wide strategies relative to the nursing workforce, education and development.
- Financial Management – Develops and manages an annual operating budget, interprets financial statements and manages financial resources. Ensures the organization meets or exceeds quality standards and budget expectations.
- Human Resource Management – Participates in workforce planning and employment decisions. Actively engages and supports compensation, recruitment, onboarding, retention, reward and recognition strategies. Promotes professional development and succession planning.
- Clinical Practice Knowledge – Knowledge of current nursing practice and the roles and functions of the patient care teams ensuring compliance with the State Nurse Practice Act, State Board of Nursing regulations, state and federal regulatory agency standards, state and federal labor standards and policies of the organization.
- Health Care Economics and Policy – Understands regulation and payment issues that affect a system’s finances and uses knowledge of federal and state laws and regulations that affect the provision of patient care.
- Governance – Uses knowledge of the role of the governing body of the facility and the system in the following areas: compliance, credentialing, and performance management.
- Evidence-based Practice, Outcome Measurement & Research – Uses data and other sources of evidence to inform decision making, and to establish standards, practices, and patient care models in alignment with system-wide colleagues. Oversees outcomes and initiatives related to Nursing Research and Evidence Based Practice
- Patient Safety and Risk – Supports the development of a system wide patient safety program using knowledge of patient safety science. Identifies areas of high risk and liability and develops systems that result in prompt reporting of potential liability by staff at all levels.
- Ethics – Holds self and others accountable for complying with ethical standards of practice.
- Nursing Professional Development - Oversees outcomes and initiatives related to Nursing Professional Development.
- Shared Governance - Works with Shared Governance councils and unit-based councils to enhance the Shared Governance infrastructure, and to ensure strong channels of communication across all partners of the enterprise. Works closely with department leadership, administrators and health care professionals in areas related to the Shared Governance process.
- Analyzes nursing quality data and collaborates with nursing leadership and the Quality Department to assure that indicators meet/exceed standards.
Qualifications
Education
- Required: Master’s level education; if Master’s level education is not in Nursing, a Bachelor of Science in Nursing is required.
- Preferred: DNP or PhD in Nursing Informatics or related field
Licenses & Certifications
- Required: Registered Nurse, Licensed in the State of Oklahoma or a current multi-state compact RN License.
- Preferred: Nursing Informatics or Healthcare Leadership Certification.
Work Experience
- Required: Five (5) years of leadership experience with progressive professional advancement in health care operations/clinical informatics.
- Preferred: 2 years of clinical informatics leadership
