As an Operation Research Analyst, the incumbent:

• Serves as a subject matter expert for cost estimating, life-cycle cost analysis, cost modeling and the development of cost databases, risk management, and operational research.
• Uses knowledge of applying appropriate cost estimating and statistics principles and methods, as well as risk management principles, to technically complex systems.
• Provides expert advice to program and project teams in cost estimating and analysis, including project baselining and support to the program decision processes.
• Serves as a subject matter expert conducting scientifically based quantitative analysis of NNSA programs and projects to justify their cost, scope, and schedule baselines, as reported to Congress.
• Performs program analysis, including identification of key risks and issues, resource alternatives, and programmatic recommendations, informs the NNSA Future Years Nuclear Security Program (FYNSP) and budget submission under the Planning, Programming, Budgeting, and Evaluation (PPBE) system.
• Serves as a subject matter expert for the evaluation of the program/project performance, operational effectiveness, operational suitability, and estimated costs and schedules of programs and projects.
• Monitors progress identifies issues, analyzes root cause, and develops recommendations to senior level leadership.
• Provides technical and subject matter expertise to the CEPE Director, CEPE Deputy Director, the NNSA Administrator, senior leadership of NNSA programs, Congress, and other stakeholder agencies.
• Analyzes cost/financial and technical data to perform analysis, build models, identify trends, and develop tools using appropriate statistical and mathematical techniques.

• You will direct, coordinate and review the efforts of assigned subordinate engineers and engineering technicians in major programs for the long range development, acquisition modification repair, modernization and management.
• You will plan, direct and coordinate at development of intensive, complex, in-depth studies of the overall support requirement for command and tenant command buildings and facilities.
• You will provide technical consultation involving interpretation of facilities plans and specifications, analyzing and defining the scope of planned development programs.
• You will determine the suitability and acceptability of substitute facilities when limitations of time or funding are imposed.
• You will provide sound engineering advice and program guidance on complex facilities problems and to impartially analyze and evaluate proposals and ideas submitted.

• Serves as the principal staff advisor to the Garrison Commander and senior staff principals on all matters involving public issues and the creation of communication policy.
• Identifies and analyzes communication needs, concerns and attitudes of various publics as they relate to programs, policies and activities of the community and its higher headquarters.
• Supervises a staff of civilian personnel.
• Plans and coordinates what is to be accomplished by subordinate staff.

• Respond to Federal Employees Health Benefits (FEHB) inquiries from Federal enrollees and/or their authorized representatives, including responses on appeals of disputed health benefit claims, benefits regulations, and other program related inquiries.
• Prepares written directives for the Contracting Officer's signature requiring carriers to provide benefits, as appropriate.
• Respond to general inquiries concerning disputed claim regulations, health insurance coverage, and Federal enrollment eligibility.
• Perform research and obtain additional information from outside sources, including the health benefits Plan and providers.
• Consult with internal clinical advisors (e.g. nurse) to resolve disputed health benefits claims and develop responses to inquiries and correspondence.
• Conduct thorough case analysis on disputed health benefits claims.
• Develop a written appeal response that is based on analysis and FEHB Program benefit policies and guidelines.
• Track trends and systemic claim processing errors that surface from the disputed claim appeal process in order to provide recommendations to the Health Insurance Specialists for carrier to take corrective action or make contract language improvements.

• Develops and manages all aspects of the organizational physical security program and evaluates existing programs for adequacy and efficiency.
• Develops and administers a personnel security education and training program that assures all employees are knowledgeable of applicable policies and procedures.
• Develops and administers security awareness training programs.
• Reviews, drafts, and implements Operations Security plans which are effectively tailored countermeasures based on applicable adversarial threat information.
• Advises management and procurement officials on industrial security requirements, reviews security documentation to identify the level and extent of protection required for the projects, systems, and information at organization and project sites.

• Adjudicates background investigation reports and Continuous Vetting (CV) alerts to determine the suitability, fitness or security eligibility of individuals who need access to FDIC facilities, networks/systems, and sensitive information.
• Coordinates with Human Resources and evaluates official Position Descriptions (OF-8) to ensure the position sensitivity and risk levels have been properly designated in accordance with relevant policy and the signed Position Designation Tool results are maintained.
• Provides authoritative information and guidance on Trusted Workforce 2.0 and other personnel security policies to employees at all levels of management within FDIC and to individuals external to the organization. 
• Prepares written summaries to communicate and justify final trust determinations for suitability, fitness, security eligibility or credentialing.
• Writes and maintains Standard Operating Procedures for everyday operations within the Personnel Security Program (PERSEC) Program.
• Conducts and prepares briefings to FDIC stakeholders on all matters related to Personnel Vetting and communicate program changes.
• Represents FDIC at interagency security meetings, working groups and other forums that are tasked with formulating personnel vetting policies.

The Security Specialist performs a variety of security tasks in the resilience and security programs.

• Represents OCSO as an expert source for personnel suitability information and program management to AOC jurisdiction.
• Conducts staff visits to provide on-site training/assistance for the AOC Personnel Suitability Screening and Full-Time Employee (FTE) / Contractor Badge Tracking Portal.
• Performs personnel suitability and controlled unclassified information security inspections of AOC jurisdictions, as required.
• Represents OCSO at a variety of external meetings to discuss personnel suitability matters, provides guidance or instruction and/or resolves discrepancies or issues.
• Responsible for the destruction of classified material for the AOC and briefs officials on their duties and responsibilities regarding such matters.
• Maintains records of classified material destroyed. In the absence of the designated Security Officer, accomplishes all tasks incident to the classification, downgrading, declassification, marking, physical protection and destruction of classified material generated in or furnished to the AOC.
• Serves as classified custodian for the receiving, controlling and destroying of all classified material up to and including Top Secret.

Applicants must follow all relevant safety rules, regulations and standard operating procedures; Also must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. This position is located within the Operational Services Bureau, Hazardous Incident Response Division, Hazardous Devices Section. The Hazardous Devices Section (HDS) provides specialized response capabilities to the Department on a daily basis for events that require heightened protective security measures. In support of the USCP mission, HDS is responsible for ensuring that designated security areas are free of hazardous devices. HDS' primary goal is to provide a safe environment for Members of Congress, staff, and visitors, free from explosive hazardous materials or devices. This mission requires extensive specialized training and equipment; a variety of daily sweeps and inspections throughout the Capitol Complex; and the capability to respond.

HDS Sergeant:

Provides leadership during events requiring heightened protective security measures. Leads a Section and teams of bomb technicians during suspected/confirmed improvised explosives devices (IEDs) and/or weapons of mass destruction. Conducts security surveys and completes plans of action for CODELs and Special Events. Works rotating shifts as assigned by the Division Commander to properly oversee operations and manage day-to-day scheduling and activities. Evaluates intelligence information on trends in IEDs. Performs other duties and projects assigned by the HDS Lieutenant.

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members and provides an effective example of leadership; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members to foster an inclusive team environment. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area.

Candidates that are selected, are expected to remain on the unit a minimum of 5 years, from graduation from the Hazardous Device Basic School, unless promoted during this time. This position is located in the Operational Services Bureau, Special Operations Division (SOD), United States Capitol Police (USCP).  Serves as an Operations Support Assistant at the Division level within a Bureau or an Office. Performs a broad range of technical and administrative office support work and services to support sworn and civilian staff. Provides human resources support services, automation/computer support, records maintenance, report/information consolidation and similar functions.  Performs a range of support operational activities including monitoring and analyzing workflow issues and projects in consultation with supervisors and/or senior officials. Performs other official duties as assigned. Reviews documents for grammar, format, and spelling. Reads incoming correspondence, publications, regulations, court notifications and subpoenas, and directives that may affect the organization and assigned officers.  Organizes and maintain office files and prepare older files for digital archiving. 

At the full performance level of CP-06/GS-08, the duties include:

Prepares, maintains, and certifies automated Time and Attendance reports and monitors leave balances using the WorkBrain system.  Provides assistance and/or information to officials and officers with overtime requests, leave requests, Family and Medical Leave Act (FMLA) applications, Paid Parental applications, pay certification, payroll corrections, workers' compensation paperwork, requests for advance leave, requests for leave without pay, and similar services as requested. Serves as the organization's liaison for office support services.

Organizes and maintains office files, records, manuals and related materials in accordance with established policies and procedures. Plans and coordinates extensive office support services for specialized or unique program or office needs. Responds to inquiries and requests for assistance on administrative problems. Maintains procurement files and databases in accordance with Federal regulations and agency directives.

Establishes control records on incoming correspondence and action documents, following up on work in progress to ensure timely action. Reads incoming correspondence, publications, regulations, court notifications and subpoenas, and directives that may affect the organization and assigned officers. Reviews documents requiring coordination by the supervisor for conformance with regulations, grammar, format, and special policies of the organization.  Uses a database to obtain a document tracking number to log out documents to various offices.

Assists in the preparation of requests for procurement, training, travel authorizations, travel vouchers, reimbursements, and other forms as needed, using applicable automated systems.

Major Duties:

• Serve as the Primary Communications Security (COMSEC) manager executing and supporting the VA's COMSEC Program providing management, and guidance of COMSEC policy.
• Provide oversight of COMSEC telecommunications services, asset management and training to government and contracted personnel.
• Manage the VA's enterprise-wide implementation of new or changes to existing COMSEC capabilities.
• As the subject matter expert (SME) on Communications Security COMSEC management, provides advice, expertise, and counsel to senior VA officials.
