The Department of Administrative Services, Administrative Systems Office (ASO), is seeking a motivated and experienced Information Technology Specialist to fill the role of Solutions Architect within the Systems Execution Division, Systems Development Branch. This position will report directly to the Systems Development Branch Chief.

The ASO operates in an ITIL (Information Technology Infrastructure Library) matrix structure, comprising two divisions: the Strategic Planning Division (SPD), which focuses on strategy, budgeting, and service development for customers, and the Systems Execution Division (SED), which handles software development, operations and maintenance, application support, infrastructure, and contractor management essential for service delivery.

In this role, the incumbent will be responsible for managing, designing, and developing solutions and strategies that support ASO systems and services. They will lead development teams on various complex IT projects for the U.S. Courts and the Administrative Office of the U.S. Courts. The incumbent will also provide solutions architecture services, review code for compliance with ASO frameworks, and ensure that requirements are met. They will manage multiple projects simultaneously, interact with stakeholders to effectively oversee scope, schedule, and risks, and act as a liaison between project teams and service providers in other offices within the AO. The ideal candidate will possess strong leadership and communication skills.

The duties of this position include, but are not limited to:

1. Collaborating with the Systems Development Branch Chief to support the ASO mission by implementing quality software development practices and ensuring compliance with established standards.
2. Coordinating and communicating effectively with Project Managers, Branch Chiefs, Portfolio Managers and Systems Execution chief to achieve strategic and tactical goals.
3. Leading development teams comprised of both government and contract staff.
4. Re-architecting existing solutions for future cloud deployment and develop new cloud-native applications.
5. Leading software development of the Judiciary Electronic Filing System (JEFS); and facilitating financial disclosures for the courts and the Administrative Office.
6. Creating solution architectures that align with the requirements of Judiciary systems.
7. Preparing status updates for development initiatives and communicate major activities and potential risks to senior management.
8. Building, maintaining, and enhancing security measures.
9. Attending interim project review meetings and review team reports on key metrics, including schedule, cost, scope, and risk to ensure accurate and consistent reporting.
10. Recommending improvements to existing methodologies, templates, guidelines, checklists, and other software development artifacts to establish repeatable processes that enhance quality across teams.
11. Reviewing Root Cause Analysis and operational reports for affected national systems; and ensuring compliance in identifying issues and proposing corrective actions.

Major Duties:

• • Advises assigned Executive Director, associated Deputy Executive Director, and senior management by providing technical advice, oversight, and direction of multiple national IT programs.
  • Responsible for the success of the OIT mission through strategic collaboration across the organization involving technical requirements, identifying areas of efficiency, and implementing initiatives OIT wide.
  • Providers expert level technical policy, planning guidance, and technical direction and oversight to the Districts and offices executing IT software and automation, information assurance, information security, technology investments and initiatives.
  • Serves as the senior technical authority for all cross-cutting initiatives and portfolio management efforts and aligns the organization's technical vision with its business strategy and integrating technologies.
  • Collaborates with the assigned Executive Director to develop, maintain, and oversee execution of a technology plan that supports organizational needs while providing direction in all technology-related issues.

Under the general direction of the Deputy Chief Information Officer, the Associate Chief Information Officer (ACIO) for Application and Digital Solutions leads the Office and advises the DOT CIO on enhanced application development and digital solution strategies to optimize business processes and achieve DOT's strategic goals.

The Associate CIO provides expert guidance and insight regarding an array of technology initiatives and develops recommendations and strategies to facilitate their implementation in a strategic and innovative manner. The candidate also serves as an expert on DOT’s application development and digital solution initiatives, providing guidance to OCIO leadership on system modernization in a manner consistent with DOT’s mission and program objectives.

The ACIO establishes a clear vision for modernizing and stabilizing systems managed at DOT. Serves as a digital solutions adviser, steward for improving system stability, liaison for implementing modern techniques, and developer of new digital solutions. The incumbent serves as the principal advisor to OCIO leadership, introducing new technologies and digital transformation strategies for applications throughout DOT and the national transportation infrastructure. 1. Program Planning and Leadership. The Director, Center for Disruptive Technology and Future Warfare (CDTFW), reports to the INSS Director. He/she leads and manages CDTFW research, operations, budget, and personnel. The incumbent assures that CDTFW's research is methodologically rigorous, cutting-edge, and impactful. He/she develops and manages research and academic initiatives related to disruptive technology and future warfare and helps to effectively disseminate publications and research products to relevant DoD and U.S. government stakeholders to ensure the strongest reach and impact. The incumbent leads, manages, and coordinates across the NDU academic and research enterprise, as well as with DoD and interagency stakeholder organizations. He/she creates and maintains working relationships with Department of Defense stakeholders, as well as relevant think tank, academic, and private sector actors.

The incumbent's focus and responsibilities in leading and managing a center that produces cutting-edge impactful research on disruptive technology and the implications for defense and national security policy and strategy include the following:

• Conducts and supervises cutting edge research on disruptive technology and future warfare, to include artificial intelligence, autonomous and semi-autonomous weapons systems, and assesses their impact on defense and national strategy and policy.
