SUMMARY

The Data Analytics Developer provides Tableau Dashboard Development support to the Department of Health and Human Services (HHS), National Institutes of Health (NIH) Department of Informatics. Provides informatics guidance to organizational leadership related to information management practices, workflows, requirements gathering and analytics.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. 

Works with computers and networks to assist the Department of Informatics with the flow of data in Healthcare Analytics.

Develops SQL database queries, SSRS reports, Tableau Reports/Views and Dashboards, as well as automated emails to meet organizational requirements. 

Tableau Server Management: Creation and Maintenance of Users, Groups, Schedules, Data Sources and Data Extracts.

Performs Software/System Design.

Performs System Documentation/Knowledge Management.

Maintains strong working relationships with team members and stakeholders.

Utilizes depth of reporting and tool specific expertise to recommend leading edge solutions. 

Works with key stakeholders to elicit business requirements, design validation, and user acceptance testing.

Troubleshoots incidents surrounding supported solutions.

Acts as a resource in the interpretation and use of data generated and utilized by users.

Ensures the information provided is consistent, timely and accurate.

Monitors quality assurance efforts.

Other duties may be assigned.

EDUCATION/EXPERIENCE

Bachelor's degree and a minimum of five (5) years’ relevant experience, or equivalent combination of education/experience. One (1) year of healthcare analysis experience is required.

About Ma3an Project:

Ma3an is a seven-year program funded by the United States Agency for International Development (USAID) and implemented in cooperation with the Presidency of the Government. Ma3an’s goal to increase Tunisian youth civic engagement and economic opportunities. At the community level, Ma3an uses a community-driven youth development model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-driven. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven youth development programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

In order to reinforce our Program Department, we are looking for qualified candidates for the position of Technical Program Officer – Youth Economic Empowerment

The Program Officer – Youth Economic Empowerment will work with and report to the Youth Economic Empowerment Technical Lead on all activities related to youth economic empowerment under Ma3an.

Main Responsibilities and Tasks:

• Support the implementation of Youth economic empowerment activities including working with Ma3an team members and experts to propose an initial model adapted to Tunisia; providing technical assistance as the partner applies and reports on the model; and synthesizing and sharing lessons learned that will facilitate the improvement and expansion of this model to additional partners.
• Support and work with regional team and partners on the integration and launch of youth economic empowerment hubs in the communities.
• Support the facilitation of group sessions with youth and partners in the YEE hubs and the identification of YEE initiatives.
• Work closely with partners and regional teams to review and support youth and YEE partners drafting the YEE initiatives concept notes and budgets.
• Capture and report success stories arise from the YEE activities.
• Support the identification of YEE stakeholders and activities to connect them to youth-community collaboration mechanisms and youth safe spaces that Ma3an is supporting in 33 communities.
• Identify opportunities for Ma3an youth and partners to connect with, benefit from, and collaborate with existing YEE resources, programs, and opportunities, including government or donor-supported programs.
• Support the monitoring, evaluation, and learning (ME&L) team and program staff in integrating a Collaborating, Learning, and Adapting (CLA) approach into program activities.
• Contribute to the production of quarterly progress and annual reports and other reporting documents as needed.
• Ensure that activities are infused with principles of Do No Harm / Positive youth development/ conflict sensitivity and Gender Equity and Social Inclusion (GESI).

• Perform any other reasonable duties as assigned by the Deputy Chief of Party

Eligibility criteria

• Bachelor’s degree or its international equivalent in Business Administration, Finance, Accounting, International Administration, International Development, International Business, Management, Public Administration or a related field
• A minimum of three years’ relevant professional experience on international development programs and/or work in the civil society sector of Tunisia and/or other countries
• Experience managing relevant programs in the target communities, such as youth development and/or community engagement/mobilization programs in Tunisia
• Experience with design and management of civil society grants programs preferred
• Familiarity with international development donors’, particularly USAID, programs, rules and regulations highly desired
• Ability to work effectively with local partners and stakeholders
• Ability to work effectively in a highly collaborative team
• Strong analytical, communication, organizational, writing, and interpersonal skills
• Fluency in French and/or Arabic; Excellent oral and written communication skills in English strongly preferred

Job Requirements

• Bachelor's degree in Business, Marketing, Communications, Statistics or other quantitative oriented fields required
• Master's degree preferred
• 3 to 7 years experience with Workforce Management and Data/Statistical Analysis required

• 3 to 7 years direct management/supervisory experience required

Scope of work

Roles and Responsibilities:

• Lead all mobile application development, including the code base for the entire mobile application front-end
• Recruit other great, innovative front-end and full-stack engineers
• Work with proven, multi-exit successful Product Managers and UI/UX Designers to add to and create an awesome user experience

• Architect and engineer clean solutions to UX flows and components for cross-platform app development with React Native or Flutter, for both Android and iOS platform
• Establish and nurture conceptual feedback channels with visual design and backend teams
• Maintain a high level of code quality
• Integrate the best practice of the mobile development (Android & iOS) into automation tools as part of the SDLC (Agile adapted) practice with DevOps & Automated Testing
• Provide technical leadership to senior technical leads and vendor leads to ensure best practices are adhered to for maximum reuse across the company
• Work closely with UX designers and co-create solutions that are easy to implement, scalable, yet engaging for our customers
• Create and manage a governance best practice to maintain the quality and security of code across all the local BUs
• Measure, collaborate and lift capability within AH, work closely with development teams to ensure the components/ screens produced are readily consumable in implementation
• Work closely with offsite teams to ensure that implementation of the components/screens will produce desired UI solutions

• Stay informed and in tune with the latest methodologies, best practices, trends in the web/app development

Minimum Requirements:

• Experience leading agile development teams, also excellent record in recruiting like-minded full stack engineering talent
• Ever shipped multiple applications on the Apple App Store and Google Play Store that has received positive consumer feedback & adoption
• Ability to lead agile development practices
• Ability to work in various team sizes that could scale to a team of ten plus developers across various disciplines
• Ability to provide leadership to development teams
• Prior work in a high-paced, high-energy Startup Culture
• Bachelor's degree or 4+ years professional experience
