The Radiology I.T Systems and Performance Manager is responsible for the operational performance of the ELHT Radiology systems including but not limited to PACS & RIS. In conjunction with this, you will also work closely with colleagues from the Lancashire and South Cumbria Diagnostic Imaging Network to drive the vision of PACS/RIS convergence across the network with the aim of achieving a high quality, effective and accessible network of diagnostic imaging services throughout Lancashire and South Cumbria.
The Radiology I.T. Systems and Performance Manager will also have managerial responsibility for the PACS team and the Radiology Admin & Clerical team, who together work to provide a robust, safe admin provision for Radiology whilst ensuring the demands of the service are monitored and managed.
As part of the Lancashire and South Cumbria Diagnostic Imaging Network, East Lancashire Hospitals NHS Trust (ELHT) is one of four Trusts committed to work alongside the Diagnostic Imaging Network to drive PACS/RIS convergence across the network, with a vision to achieve a high quality, effective and accessible network of diagnostic imaging services throughout Lancashire and South Cumbria (L&SC). The Radiology I.T Systems and Performance Manager will work closely with colleagues from L&SC to drive forward the vision of the network whilst also having responsibility for the operational performance of the ELHT Radiology I.T Systems.
Responsible to the Radiology Management Triad, the post holder is responsible for supporting the delivery of a high-quality Radiology Service that is efficient, responsive, and meets the requirements of the organisation and the wider community.
Lead manager with direct responsibility for managing any clinical and technical issues that arise with the systems on a day-to-day basis, providing support to clinical staff and escalating any unresolved issues appropriately.
The post holder has responsibility to ensure training is delivered to groups of staff on the relevant systems and for maintaining the integrity of the systems, ensuring that all users comply with the Trust Information, Security and Confidentiality Policy.
Managerial responsibility for all aspects of the administration and clerical support to the directorate.

PACS & RIS SPECIFIC RESPONSIBILITIES
• Monitor and review system performance ensuring integrity of patient and image data, receiving escalated issues from the PACS team and escalating any specific issues to the vendors or IM&T Help Desk.
• Maintain constant systems surveillance to ensure data and image quality is maintained and ensure correct integration and functionality.
• Provide prompt technical advice to all local and Trust users, both Radiographic and others, supporting the site based PACS administrators for complex issues.
• Provide first line support for application and technical issues within scope of responsibility. Escalate complex issues to IM&T and external providers.
• Provide timely and accurate reports of system activity and problems on request.
• Monitor department performance via the production of regular statistical reports and escalation any demand/capacity issues.
• Development of departmental policies and procedures associated with the PACS or RIS for Trust wide use.
• Accurately record data on the RIS. Ensure image acquisition, post-processing and storage on the PAC system is in line with Data Protection principles.
• Ensure that images are presented for reporting purposes in a timely and accurate manner. To remove any anomalies which occur due to disparity between the RIS and PACS descriptors.
• Authorise and provide third party access to appropriate and relevant medical images and data where direct access is not possible.
• Provide appropriate images/data within the Trust and to authorised persons /parties.
• Produce and maintain accurate data transfer records.
• Attend both internal and external PACS related education seminars to enhance and ensure best practice is followed.
• Conduct system demonstrations as required.
• Provide technical leadership within Radiology and serve as key liaison between system suppliers, users, managers, IM&T Department, and other stakeholders.
• To provide a first line support for all users of the PACS/RIS, escalating unresolved issues to the vendor or the IM&T Helpdesk.
• Ensure that no individual will be given access to a live system unless properly trained and made aware of their responsibilities for confidentiality, security, and data accuracy.
• Engage with Trust Radiology Modality leads regarding issues of equipment integration with PACS and associated technical issues.
• Establish and maintain a trust wide contingency arrangement for planned and unplanned PACS/RIS downtime.
SYSTEM SECURITY
• Overall responsibility across ELHT sites for the security of the system and the data within.
• Ensure for all sites that the system is operated in accordance with the Trust Information, Security and Confidentiality policy.
• Ensure that all staff that process information are aware of and comply with the Trust IM&T policies, procedures, and standards.
• Determine the type of access each user is allowed regarding classification or sensitivity level.
• Establish user passwords for PACS and RIS in conjunction with IM&T policies and administer permissions.
• Be aware of Data Protection, Security and Freedom of Information policies and their specific relevance to the system and department concerned and ensure that all staff that process information are aware of the policies.
COMMUNICATION
• Liaise with other departments/wards within the hospital and various external sources to provide a quality service to patients and clinicians.
• Ensure effective communication with other service groups within Trust.
• Maintain good communication will all Modality Leads to ensure efficient service delivery.
• To represent East Lancashire Hospitals NHS Trust Radiology at internal and external meetings or groups when required.
• Engage directly with fellow Radiology colleagues within the local network in benchmarking exercises and collaborative projects.
• To liaise with other managers within the service regarding staffing, rotas etc ensuring services are supported and can be delivered in a safe manner.
OPERATIONAL RESPONSIBILITIES
• Assist medical staff with images for presentations and research and development
• To liaise with other departments/wards within the hospital and various external sources to provide a quality service to patients and clinicians.
• Be able to exercise personal responsibility and make decisions in unpredictable situations.
• To report clinical, non-clinical and radiation incidents in line with Trust and departmental risk management policies.
• Attend Radiology Directorate and Governance meetings to comment on system related issues and support new projects and procedures.
• Maintain knowledge of the equipment to promote safe, effective, and efficient handling within the clinical setting, to uphold Health and Safety guidelines.
MANAGERIAL RESPONSIBILITIES
• Lead expert for the provision of PACS & RIS trust wide, offering guidance and support to all clinical and managerial staff both within and outside of the directorate.
• Develop and maintain robust lines of communication between the trust and the system providers/administrators and ensure the system is operated and maintained within the terms and conditions of the PFI contract where applicable.
• Line manager for the Deputy I.T. Systems & Performance Manager, PACS Administrators and the Radiology Admin Manager including any associated clerical staff.
• Responsible for ensuring all sites have adequate PACS management cover during times of absence and/or vacancies.
• Responsible for the allocation of imaging trust wide, ensuring the Directorate rotas are fit for purpose and the agreed targets are met, highlighting recurrent capacity issues to the Radiology Directorate Manager.
• Responsible for ensuring an innovation culture is embedded with the Systems and Administrative teams and that a programme of continuous improvement is in place.
• Responsible for dealing with matters in relation to conduct, disciplinary and capability for those staff within area of responsibility.
• Act as the first line investigator for all complaints/incidents generated concerning Radiology Systems and Administration issues, providing reports and investigatory notes to the Radiology Directorate/Operations Manager on request.
• Responsible for ensuring that all Modality Lead Radiographers and Managers are apprised of all issues both technical and competency related which are highlighted through the surveillance of PACS.
• Responsible for developing and organising remedial training for any staff who are identified through the QA process.
• Undertake responsibility for the staff on the host site when appropriate site-based managers are absent, ensuring all areas are adequately staffed and service performance is not compromised, highlighting issues to the Radiology Directorate/Operations Manager promptly.
• Responsible for developing and delivering formal training programmes in relation to Radiology Systems to staff within Radiology, Consultants, junior medical staff, and administrative staff from outside of the Directorate.
• Lead manager for liaison with suppliers in relation to PACS equipment and peripherals, ensuring any requisitions which incur cost are sanctioned by the Radiology Directorate Manager.
• Lead Manager for review and comment on continuing appropriateness of imaging protocols and instigate any modifications/changes required in relation to practices involving the PACS.
• Responsible for ensuring contact numbers are available to key personnel to ensure adequate out of hours cover for ad-hoc PACS issues for the trust should they arise.
• Responsible for agreeing the specification of radiology equipment relating to PACS, e.g., user licences and workstations.
• Assist in exercising efficient budget control, identifying, and highlighting potential savings to the Radiology Management team.
• Responsible for the purchase of services from external suppliers of PACS integrated equipment, e.g. peripherals, licenses, workstations, in conjunction with the Procurement Manager and Radiology Directorate Manager.
• Responsible for the monitoring of service contract performance in relation to RIS and PACS, reporting default issues via IM&T and the Trust Executive to NHS North West.
• Attend monthly directorate and governance meetings providing performance reports and updates as appropriate.
• Engage appropriately with PFI providers in queries concerning PACS hardware and software.
• As a member of the Senior Radiology Management team, deputise for the Radiology Directorate/Operations Managers during planned and unplanned absences to ensure service continuity.
CLINICAL RESPONSIBILITES
• To ensure all appropriate infection control measures are utilised.
• Be familiar with the range of technical applications available on imaging equipment.
• Ensure continuing familiarisation with the current QA measures in place within the Directorate.
• To attend QA meetings as required.
• To complete all paperwork pertaining to compliance with Trust policies e.g. Incident Reporting Forms.
TRAINING, RESEARCH & DEVELOPMENT
• The post holder should maintain their Personal Development portfolio and CPD.
• To participate in the academic programme of the Directorate as required.
• To actively participate in the Directorate’s audit programme.
• To provide elements of induction training and support for other staff.
