The ideal applicant will have experience conducting research on Congress and American national government including on one or more of the issues listed above, and must be able to work as part of a collaborative team. Strong research, writing, and presentation skills are essential.  Candidates with strong data analysis skills (e.g., R, STATA, SAS, SPSS, Excel) are especially encouraged to apply.

The Research Assistant will support CRS analysts in their objective, nonpartisan public policy analysis for and consultation with congressional clients. 

The duties of the Research Assistant include:

• Supporting the work of analysts preparing analytical and descriptive written products that inform congressional understanding of public policy issues and consideration of policy proposals.
• Participating in group efforts on research projects as a member of a collaborative team and undertaking research and data analytical tasks in support of the development of an array of analytical and descriptive products or components.
• Performing literature searches and reviews, and evaluating publications and analyses for authoritativeness, relevance, and currency. Recommending documents for use by analysts and preparing abstracts of descriptive and analytical underlying materials.
• Locating, extracting, collecting, and/or compiling quantitative data and other information; interpreting and evaluating data for accuracy, relevance, authoritativeness, and usefulness; identifying and resolving problems with data; and formatting data to meet targeted, well-defined research needs.
• Creating and populating databases and spreadsheets, reformatting and standardizing data from different sources, and performing data input, calculations, and analysis. Informing colleagues on the content, nature, and use of data resources.
• Formatting a range of tables, graphs, images, and other components of CRS products, reviewing and verifying this content for accuracy and completeness. Recommending quality control procedures and making suggestions to improve and enhance these components.
• Conducting research and preparing materials for use at consultations, briefings, and seminars for congressional clients. Attending consultations, briefings, seminars, and outreach activities to gain familiarity with CRS’s information and analytic capabilities, record questions, and otherwise assist analysts.

• Oversees attorneys providing legal advice and assistance to OPC investigators, reviewing investigative work-product, and preparing reports of investigation and recommendations, including for disciplinary action.
• Provides overall guidance and technical oversight of legal activity, including reviewing reports of investigations, and ensuring work produced by staff is accurate, complete, and defensible. Develops and/or edits high-level written reports and legal documents, as well as related communication for program planning and/or organizational improvements. Oversees feedback to both internal and external stakeholders to ensure the exercise of tact, diplomacy, and utilization of extensive legal experience.
• Develops, recommends, implements and communicates new and modified OPC policies and procedures. Partners with other managers and executives in the OPC to ensure policies and procedures align with investigative and legal processes and procedures. Serves as OPC’s representative on intra and interagency workgroups on the development of these and other FDIC policies.
• Plans, directs, and implements FDIC-wide training relevant to OPC programs, including anti-harassment and anti-retaliation. Oversees the development and delivery of training programs, including oversight of contractors and vendors. Delivers presentations and other communications to the FDIC and other stakeholders on FDIC employee values, employee conduct, and other topics of support to OPC's mission.
• Conducts presentations, briefings, case updates, and/or reports to leadership and/or the Board of Directors. Maintains lines of communication between OPC and internal FDIC stakeholders, including Legal, Human Resources, the Office of Equal Employment Opportunity (OEEO), labor unions, and employee resource groups. Maintains lines of communication between OPC and external stakeholders, including the Office of Inspector General (OIG), Office of Special Counsel, and Equal Employment Opportunity Commission.
• Participates in special assignments and efforts, including review of decisions, recommendations, internal policy, internal standard operating procedures, correspondence, and other work products, which result in the production and delivery of work products and services to the organizations.
• Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback. Identifies developmental and training needs of employees, provides and/or arranges for needed developmental training. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.
• Develops and communicates strategic plans and supports OPC mission, vision goals and objectives. Negotiates resources for continuous improvement of processes and programs. Identifies resources required the section, including advocating for staffing requirements and/or sourcing detail assistance from other divisions/offices. Justifies, executes, and tracks section budget activities; reviews and requests budget modifications in conjunction with the Deputy Director.

• Selects and organizes material to provide a complete picture, stressing events of greatest significance and clearly laying out relations between them.
• Recommends revisions to improve work of others, including colleagues, more junior historians, and research assistants with a view towards scholarly content, writing style, and conformance with academic guidelines and standards.

• Submits final draft via Division Chief and HD Director to Chief Historian for review by a panel of external historians to ensure highest standards are met.
• Provides mentoring and professional growth and development guidance to research assistants on the historical profession within the government.

Serves as a supervisory training instructor. Evaluates the effectiveness of personnel supervised. In addition, responsible for the direct delivery of instruction or training services. Utilizes a practical knowledge of the methods and techniques of instruction and possesses an advanced knowledge of the subject-matter taught / instructed to include its principles and theories, trade knowledge, techniques, methods of operation, and governing regulations and guidelines to conduct instructor-lead, web-based, or blended training of courses concerned with Morale, Welfare, and Recreation activities or Family Support programs. The formal instructor-led training phase consists of small and large group discussions, practical exercises, games, simulations, lectures, demonstrations, laboratories, and oral and written examinations, and critiques. Measures student progress through review of written test scores. Maintains records of training scheduled and accomplished, attendance, test results, classroom conduct, student progress, etc. Recommends rotation of students or release of students when work is not satisfactory.

Independently develops, modifies and updates lesson plans and courses pertaining to the subject matter taught. Determines appropriate instructional techniques such as conference, demonstration, lecture, or self-paced learning programs, on-line instruction, and job aids. Develops visual aids as necessary and/or uses existing material. Conducts surveys to determine an organization's training needs. Uses present-day technology to accomplish assignments that support learning. Extensive experience in MWR programs (or private sector equivalent such as recreation, hospitality, food and beverage, child and youth, business operations, sports and fitness, etc.) to include supervisory experience.

The Education Specialist assists the Exhibits and Education staff in educational programs that fulfill the CVC’s mission. This includes developing new educational programs for the visiting public (adults, families, students, groups and international visitors), teaching or delivering educational programs, assisting with the evaluation of educational programs, identifying necessary supplies, organizing the storage of educational supplies and working with special events staff to arrange spaces for educational activities. Work on weekends, evenings and holidays is required, as needed.

The individual selected for this position will:

Educational Program Development and Work

• Present existing educational programs and develop and facilitate new educational programs that fulfill the mission of the CVC.
• Work with other Education Specialists; Educational Program Manager; Adult, Family, and Youth Program Coordinator; Exhibits and Education Division; Volunteer Coordinator and other Visitor Services staff to implement educational programs and projects in line with AOC policies and CVC procedures and practices.
• Develop and offer formal and informal educational programs and hands-on activities for various audiences; Exhibition Hall and Democracy Lab; and other venues including assisting with volunteer training, creating content for interpretive signs and coordinating materials preparation and classroom, cart or venue set-up. Ensures that programs are compliant with accessibility objectives and follows safe work practices.
• Communicate the significance of Congress to everyday life, the role of citizens in a democratic process, and the evolving understanding of “We the People” to visitors (adults, families, students, groups and international visitors) through programs, carts, presentations, tours, hands-on activities, workshops and family days or events. Develops programs and teach using inquiry-and object-based learning techniques.
• Facilitate discussion with and among visitors in order to engage them with Exhibition Hall and Democracy Lab themes and content through programs and activities.
• Assist with project review and program analysis including assembling documentation such as written materials, digital files, photographs and participant evaluations. Develop content for website, brochures, handouts, activity sheets and curriculum for review by the Exhibits and Education team. Attend meetings and conferences with colleagues and collaborating agencies and organizations.

Educational Program Administration and Collaboration 

• Develop goals, objectives and planning for educational programs, as well as hands-on activities for family days, event days and other large programs.
• Ensure that developed programs adhere to the impact statement and interpretation plan for Exhibition Hall and Democracy Lab.
• Recommend edits to policies and procedures related to incumbent’s duties and responsibilities.
• Coordinate set up and take down of educational program exhibits. 
• Resolves problems by quickly identifying issues and developing action plans to improve program design and execution.
• Support the work of the EED by acting as backup for delivery of programs organized by others in the division, especially by the other Education Specialists.

Educational Supply Maintenance and Management

• Work with other Education Specialists; Educational Program Manager; Adult, Family, and Youth Program Coordinator and Exhibits and Education Division staff to identify needed educational supplies.
• Organizes CVC educational supplies, storage areas and carts.
• Achieves well-organized storage and cataloging of educational supplies and develops a regular schedule for inventorying supplies.
• Ensures that items are stored safely and securely within appropriate storage areas.
• In collaboration with other EED and Special Events staff, ensures proper set-up and take-down of educational exhibits, as requested, including working with Special Events staff to request proper amount and configuration of tables and chairs, providing needed educational supplies and equipment and setting up appropriate signs alerting people to programs.
• Ensures that education location material setups are compliant with established accessibility and safety practices.
• Actively communicates educational offerings to visitors within the CVC and the AOC, in accordance with policy and procedure.

Publicizes Education Programs 

• Assists in communicating educational offerings to external customers.
