This Instructional Systems Specialist position is located Enterprise Support, Training & Development (T&D), Training Operation Division and Training Centers Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Serves as a principal technical expert providing professional advice and guidance on a variety of complex and time critical training-related issues. Ensures course learning objectives, organizational training requirements, and agency mission and goals are validated and incorporated into curriculum design process.
• Monitors the overall effectiveness of the instructional design programs for instructor led and web-based training programs that are based on the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model. Applies professional skills and knowledge to develop innovative and effective solutions for evaluation issues and established T&D curriculum development standards and policy.
• Establishes, adjusts, or redefines curriculum development standards, develops quality control assessment tools and methodologies.
• Briefs and provides authoritative advice to the course sponsors, subject matter experts, headquarters, field managers, senior leadership, and represents the Division at meetings, conferences, and workshops relating to curriculum development and management; to include, related policy development, program responsibilities and operations.
• Implements a proactive planning strategy to ensure timely introduction of new or revised procedures, techniques, or operational concepts to achieve the mission requirements. Assesses and validates agency training needs through activities such as analyzing organizational performance data, consulting with program offices and subject matter experts, as well as conducting surveys, interviews, and focus groups with employees and instructors. Provides program offices and subject matter experts with continual feedback (utilizing all communication methods) regarding all aspects of the training program; and recommends cost-effective and learner-centric applications for the conduct of training.
• Collaborates with course sponsors, subject matter experts, headquarters and field managers, and senior leadership to determine the appropriate strategy and approach for deploying training to the target audience.
• Produces well defined and educationally sound, training products, interventions and supporting documentation as described in TSA Management Directives and established local policy and procedures.

This Case Management Assistant position is located Direct Reports, Civil Rights and Liberties, Ombudsman and Traveler Engagement, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Using detailed knowledge and experience, accesses the redress case management database to process and track redress applications from the traveling public, and reviews incoming applications for completeness ensuring that they are referred to the correct partner organization for analysis.
• Assists supervisor in researching and obtaining information to prepare findings, review plans and special studies.
• Prepares a wide variety of recurring and nonrecurring reports and other documents and reviews/finalizes documents prepared by others.
• Carries out administrative support functions including organizational inbox management and file maintenance. Incumbent plans and coordinates the work of the office.
• Composes and reviews outgoing correspondence and action papers submitted to ensure that the materiel is properly prepared, coordination is completed, procedural requirements have been met, grammar is correct, and security markings are correctly applied.

As a Drug and Alcohol Policy Advisor, you will:

• Provide authoritative information and analysis, either written or oral, that identifies, interprets, and develops alternatives and options to complex questions of Drug and Alcohol policy.
• Recommend effective methods to implement and comply with the drug and alcohol statutes and regulations.
• Draft policies and procedures and assists with drafting regulations related to the implementation of the drug and alcohol testing requirements.
• Assist with providing technical and program training and seminars at the national level to specific audiences
• Serve as a technical Drug and Alcohol policy advisor in dealing with government officials, modal administrators, officials, and representatives of private transportation industries, members of professional associations, labor unions, and academia, and the public in the areas of federal laws and regulations.

The ideal candidate is a highly motivated and innovative candidate with a background in drug and alcohol treatment programs, drug and alcohol counseling, and/or equipment with drug and alcohol counselor credentialing requirements. You must have excellent writing skills for authoring regulations, policies, and advisory documents. You must also possess strong verbal abilities to explain everything from basic to complex topics. You must be able to work cooperatively as part of a team of experts and communicate well. Knowledge of drug and alcohol testing regulations is recommended.
