This Instructional Systems Specialist position is located Enterprise Support, Training & Development (T&D), Training Operation Division and Training Centers Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
- Serves as a principal technical expert providing professional advice and guidance on a variety of complex and time critical training-related issues. Ensures course learning objectives, organizational training requirements, and agency mission and goals are validated and incorporated into curriculum design process.
- Monitors the overall effectiveness of the instructional design programs for instructor led and web-based training programs that are based on the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model. Applies professional skills and knowledge to develop innovative and effective solutions for evaluation issues and established T&D curriculum development standards and policy.
- Establishes, adjusts, or redefines curriculum development standards, develops quality control assessment tools and methodologies.
- Briefs and provides authoritative advice to the course sponsors, subject matter experts, headquarters, field managers, senior leadership, and represents the Division at meetings, conferences, and workshops relating to curriculum development and management; to include, related policy development, program responsibilities and operations.
- Implements a proactive planning strategy to ensure timely introduction of new or revised procedures, techniques, or operational concepts to achieve the mission requirements. Assesses and validates agency training needs through activities such as analyzing organizational performance data, consulting with program offices and subject matter experts, as well as conducting surveys, interviews, and focus groups with employees and instructors. Provides program offices and subject matter experts with continual feedback (utilizing all communication methods) regarding all aspects of the training program; and recommends cost-effective and learner-centric applications for the conduct of training.
- Collaborates with course sponsors, subject matter experts, headquarters and field managers, and senior leadership to determine the appropriate strategy and approach for deploying training to the target audience.
- Produces well defined and educationally sound, training products, interventions and supporting documentation as described in TSA Management Directives and established local policy and procedures.
