The Registered Nurse IV Chief of Education functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service (PCS) and other facility services. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and Veteran Integrated Systems Network (VISN) levels. The Chief of Education provides senior leadership and oversight for daily clinical and administrative operations within the Education Department as directed by the Associate Director for Patient Care Services (ADPCS). Provides direct supervision over the following areas to include, but not limited to Nursing Education, Diabetes Education Program, Competency Program, Coach Mentor program, and the Resuscitation Quality Improvement (RQI) Program. Additionally, is responsible for New Employee Orientation, New Supervisor Training programs, and the facility LEAD program.

The Chief of Education demonstrates creative approaches in the provision of education and training for patients and staff within the main facility and Community Based Outreach Clinics (CBOCs). Responsible for generating and disseminating new knowledge relevant to clinical practice, nursing administration, and nursing education. The Chief of Education is directly responsible for education needs assessments; provision, design, and evaluation of staff and patient education activities; provision of Library Services by the Learning Resource Center (LRC); and acts as the education liaison to all medical center services and the VISN Education Council. The Chief of Education has fiscal oversight of education program funding, scholarship program management, and LRC budget. Responsible for budget planning, forecasting, management, coaching and supervision of nursing and administrative support staff, program development, performance improvement leadership, labor management activities and participation in the interdisciplinary team.

The Chief of Education may serve as the Designated Learning Officer (DLO) for the medical center. The DLO oversees, assesses, and strengthens Veterans Affairs (VA) training and education mission. The DLO ensures compliance with all federal, state, and VHA laws and regulations, and all accrediting body standards. They are also responsible for the Veterans Affairs Student Trainee Experience Program (VA STEP) and nursing trainees. They will consult with VHA's Employee Education System (EES) as needed to ensure compliance with staff education functions such as mandatory training, Talent Management System (TMS), availability of learning resources, and all Veteran Affairs Central Office (VACO) reporting related to nursing education. Provides administrative support for the VA National Nursing Education Initiative (NNEI) scholarship program.

SUMMARY: The primary purpose of this position is to provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). • Responsible for planning, developing, and managing/leading an installation-level Army Continuing Education System Program and Credentialing/Licensure Program.
• Develop and implement evaluation processes, analyze program needs, identify budget requirements, and identify and recommend contract specifications and amendments.

• Responsible for working with the DVAHCS Education Department and OAA in establishing affiliations with university audiology and speech pathology clinics. This includes conferring with several university department chairpersons, faculty clinic program directors, and university legal counsel for agreement compliance.
• Maintains a database of all university of affiliates with their respective contacts including university accreditation information.
• Possesses the Certificate of Clinical Competence in Audiology (CCC-A) from ASHA and/or is a Fellow of AAA (F-AAA) until obtaining their CCC-A, and serves as the Point of Contact for all university matters including disciplinary and grading actions.
• Develops and maintains an Audiology and Speech Pathology training handbook with the policies and procedures of the DVAMC and the ASPS Service.
• Develops and provides initial training program for all Audiology students and arranges training for Speech Pathology students to include:

1. Hospital policies and procedures
2. Introduction to each of the services provided within the clinic
3. Infection Control and RME procedures for each piece of equipment
4. Training on each piece of equipment located within the respective clinics
5. Criteria for referral to other clinics or specialty testing within /outside of ASPS
6. Introduction to the disciplinary teams the Audiology and Speech Pathology students will rotate through

• Coordinates and mentors students to complete hearing screening exams for Police, Boiler Plant and other employees as requested by Occupational Health Service.
• Requests input from all staff on student progress and signs off on all clinic contact hours for students per affiliation (written, electronic TYPON system, or other applications).
• Maintains contact with affiliate at least twice per semester (mid-term and final evaluations) and arranges for site visits from University affiliates as needed.
