Introduction

The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy. We play a leading role in delivering the House of Commons' Strategy and corporate priorities through business and financial planning, analysing performance, and supporting the delivery of projects and programmes across Parliament. Equally important are the financial services, systems, accounting, reporting and Members' services that we provide to keep the House of Commons Service working effectively and efficiently on a day-to-day basis.

The Role

The Business Management Team (BMT) is a sub team within FPP and provides executive level support to Directors in FPP and PACT, including secretariat for both senior leadership teams and a comprehensive business support function.

This role will support the Business Management Director (BMD) to deliver strategy and planning support within both teams across FPP and PACT. It is responsible for the development of business plans as well as ensuring agreed plans are monitored and reported appropriately.

Some of the responsibilities for this role include:

• Manage the business management cycle, ensuring all stakeholders are aware of the annual timetable and agreeing deliverables with responsible owners.
• Support the planning process to capture and report strategic objectives for inclusion to the Corporate Business Plan.
• Responsible for maintaining the principle and corporate risk registers for FPP and PACT, and capture the key controls implemented by risk owners to ensure business objectives are met.
• Support the annual assurance process and coordinate the self-assessment returns for submission to the Governance Office.
• Contribute to and/or lead on specific pieces of wider work and projects as directed by the Business Management Director.

The Head of Planning and Governance is responsible for a set of key corporate functions. Working closely with the Chief Executive, Chair and AGC Chair, the post holder will develop, implement and measure performance against corporate strategy, the corporate plan and annual business plans. They will take responsibility for corporate oversight of project and programme management and the running of the Chair and Chief Executives Office function as well as ensuring robust risk management arrangements. The Head of Planning and Governance will ensure that corporate decisions are taken and implemented effectively, and that board and committee business is conducted in accordance with standing orders. Strategic planning 1. Lead on the development of organisational strategy, a three year corporate plan (required by our framework agreement with our DHSC sponsors) and annual business plans, in liaison with the Authority, SMT and the Corporate Management Group, ensuring business planning and operational delivery arrangements are agreed and in place on an annual basis. This will include facilitating conversations among teams and managers about workflow, priorities, and interdependencies, and having oversight of the annual business planning process, leading prioritisation discussions as needed and line managing the Risk and Business Planning Manager. Corporate governance 2. Take overall responsibility for corporate governance and decision making through effective board and external advisor governance, and the recruitment, onboarding and development of members as needed, including the line management and development of the Board Governance Manager (BGM). 3. Take overall responsibility for ensuring up to date and appropriate governance policies and practices are in place, including the running of Authority and AGC meetings and Standing Orders, ensuring that annual reviews of Standing Orders and committee effectiveness take place. 4. Oversee the flow of work through the Authority, Corporate Management Group (CMG) and Project Assurance Group (PAG), ensuring that effective and timely decision-making is taking place, and that our strategy and business plans are being delivered through the activities that come before members or staff groups for consideration. 5. This may also involve participation in or running of training for members from time to time. 7. Take overall responsibility for the timely recruitment, onboarding, training, and development of external members and panels, and dealing with the onboarding and induction of newly recruited Authority members. 8. Oversight of the Chair and CEOs office function, ensuring the Chair and Chief Executive have the administrative support they need. 9. Lead and coordinate the organisations response to external reviews and responses to Cabinet Office and Department requests for returns. Performance measurement 10. Take overall responsibility for corporate performance reporting, ensuring that the HFEA has in place a performance scorecard, reporting arrangements, and that both performance and reporting accuracy are both regularly reviewed and issues highlighted to SMT and the board. This will involve working closely with the RBPM and Corporate Performance Officer and considering ways of improving and updating our KPIs in line with current HFEA work and other organisations current practices. Project management 11. Take overall responsibility for the HFEAs project management methodology, ensuring that the Project Assurance Group (PAG), project managers and sponsors are well supported and that tools and processes are maintained and improved over time. This will include working with the RBPM and the Project Support Officer (PSO) to identify and resolve and issues and blockages with current projects, escalating to SMT as needed. Risk management 12. Leadership of the risk management function, ensuring we have in place a sound and up to date risk strategy and associated documentation, and liaising and networking with the DHSC and other ALBs as needed. This will include working with and advising the RBPM to ensure ongoing management of risks and reporting to SMT, the Audit and Governance Committee (AGC) and CMG on strategic and operational risk registers, the risk strategy and the internal incident system. The Head will also be responsible for leading a complete triennial review of the strategic risk register in response to each new strategy. 13. Lead on the setting of internal audit parameters for GIAA audits of areas of the teams work, and take responsibility for reviewing internal audit reports and agreeing management actions and required evidence, in collaboration with the relevant Manager. General management 14. Manage the planning and governance teams overall work, direction, staff and budgets. 15. Operate as an effective membership of the Finance and Planning leadership team. 16. We have a great opportunity for a Project Manager working with a fit out contractor in and around Central London/home counties

The Projects are valued circa £500K-£3M and tend to be fit out projects. You will be responsible for managing the site and will have to be quite an expert in logistics and they will include some external works also. You will be reporting to the Contracts Manager daily. Whilst managing the site, you must also be maintaining a high standard of health & safety while ensuring the project is completed on time and within budget.

The ideal Site Manager must have:

• Have CAT A and CAT B Fit Out experience
• Longevity in roles with some of the contractors in the industry
• Have experience in delivering commercial fit outs
• Major experience in M+E
• Experience and understanding of the floor plate of the building
• Understanding of programmes and ability to handle minutes efficiently
• Experience successfully running fit out projects as a Project Manager on commercial projects
• Interpersonal skills so you can get on with the rest of the team
• SMSTS, First Aid, Fire Marshall and Black Card/NVQ Level 6 certs

As a Project Engineer, we are seeking commercially aware and self-motivated candidates to manage the end to end delivery of small to medium sized engineering projects on Thames Water’s operational sites.

Our Project Engineers manage all aspects of their projects including initial scoping of the need, competitively tendering the work, contractor procurement, site set up and inductions, and health and safety inspections, through to commissioning, training and handover to the operations teams. You will have advice and support from our subject matter experts, experienced colleagues, and health and safety advisors in the delivery of your projects.

What you will be doing as a Project Engineer

- Managing and delivering a portfolio of Mechanical, Electrical and ICA projects, with a typical value of £40,000 to £400,000 per project.
- Responsibility for up to 10 live projects at any one time, with further projects in the scoping and tendering phase.
- Developing innovative and modern solutions to operational problems, making our sites more efficient and delivering value for money for our customers.
- Working with our operations teams and contractors to scope, define and cost solutions that are both cost effective and have minimal risk.
- Promoting our zero-compromise attitude to health and safety and striving for continuous improvement at all times.
- Complying with our Health and Safety requirements, and ensuring that all projects comply with the Construction, Design and Management Regulations (CDM).
- Working collaboratively with delivery partners and contractors to ensure that schemes deliver on time.
- Maintaining compliance with our Asset Standards, associated British & International Standards and professional codes of conduct.
- Financial forecasting of all live projects and reporting on value of work done (VOWD).
- Drafting, vetting and approving pre-construction information, project programs, risk assessments and method statements (RAMS), and construction phase plans (CPP).
- Overseeing the commissioning, training and handover of completed projects to the operations teams.
- Ensuring that completion documents are available and handed over including test certificates, operation and maintenance manuals, health and safety files, and as-constructed drawings.

For this role, you will receive a car allowance, so a driving licence is required.

Location – Beckton STW, East London.

Hours of work are 36 hours a week, Monday to Friday.

What you should bring to the role

- Have experience or have a formal qualification in mechanical, electrical or civil engineering.
- Additionally, you will have the ability to work with minimum supervision, be self-motivated and driven, and use your own initiative to deliver high quality work.
- Experience in project management and the delivery of engineering projects is critical, as is an awareness of health and safety standards with particular reference to construction works including CDM.
- If you have experience in the waste or water utilities industry, this would be highly advantageous.

About the role

In partnership with Gateshead Council, Sustrans is opening an Active Travel Hub at Birtley Library. This is an exciting opportunity to join Sustrans and support people in Gateshead to walk, cycle, and wheel, by providing practical, impactful support.

As the Project Delivery Officer, you will coordinate and deliver a programme of work tailored around overcoming identified barriers to active and sustainable travel modes, including a series of practical engagement activities, with the support of 2 Project Support Officers and a network of volunteers.

You will build and manage internal and external relationships with diverse groups and people within our partner organisations. Additionally, you will ensure monitoring and reporting tasks are carried out, with particular respect to partner and funder requirements.

This role will require travel and work at locations as necessary to undertake projects on behalf of Sustrans.

Candidates should be based within the geographical area with regular travel expected to a nominated hub/office base in Birtley, Gateshead.



About you

You should have experience delivering behaviour change projects and/or activities, and delivering projects in a community setting with a range of partners. Experience working in public-facing roles and with volunteers is key – this role will be responsible for recruiting, managing, and developing Sustrans volunteers, in collaboration with the Project Coordinator and Sustrans volunteer programme staff. You should have some experience of managing budgets, producing reports, and carrying out monitoring activities. Knowledge of effective engagement and behaviour change initiatives is key, and you should be able to apply this knowledge to develop and deliver effective cycling, walking, and wheeling initiatives.

You should be able to build strong working relationships, enthuse others, and have the ability to communicate and collaborate with a wide range of stakeholders. You should also be able to work independently when necessary, planning and prioritising your own workload with limited supervision.
