II. MAJOR DUTIES

­Reviews Accounting Transactions. Receives, reviews, and classifies a variety of complex accounting documents/transactions, such as systems with extensive subdivision of accounts, frequent and varied adjustments to accounts, and a number of different programs. Processes accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, expenditure vouchers, and rejected transactions. Conducts detailed examination of transactions, research for required information, and classifies accounting data for assigned accounts. Corrects invalid or incorrect entries. Advises supervisor of unusual situations/problems encountered, recommending appropriate solutions that could result in changes in processing procedures. Reviews files to ensure actions meet suspense dates. Serves as a liaison between installation activities/employees and higher headquarters.
1. Verifies accuracy and completeness of accounting data within established time frames.
2. Codes and processes accounting transactions in accordance with agency instructions, policies, and accepted practices.

Reconciles Accounting Transactions. Posts, maintains, controls, and reconciles accounting transactions and records for multiple accounts. Reviews and maintains complex accounting transactions. Posts general ledger accounts from original documents received. Reviews, examines, verifies, and analyzes a variety of documents for validity and accuracy. Verifies transfer summaries, payroll summaries, daily activity report summaries, general journal vouchers, accrual journal vouchers, and inventory summaries. Certifies fund availability to cover all commitments and obligations and certifies vouchers for payments in accordance with the Prompt Payment Act. Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions. Researches and determines cause of discrepancies and initiates necessary adjustments. Prepares financial documents (e.g., work papers, balance sheets, financial statements, etc.). Abstracts data from reports/statements to reflect financial condition and operating results and presents data in the form of prescribed statements/reports.

Maintains and reconciles budget and accounting records in implementing standard accrual accounting principles. Records consist of various journals and general ledgers, including numerous asset accounts, liability accounts, inventory, and operating accounts. Reconciles asset and liability accounts subsidiary ledgers with general ledger. Prepares necessary adjustments. Monitors fund balances and maintains records ensuring funds are managed within allowable constraints.

Enters data and prepares monthly budget to actual performance reports. Prepares monthly reports, correspondence, and follows-up on flagged documents (e.g., inactive, un-liquidated obligations, etc.). Prepares required forms or enters data into the SAP computerized system. Assists in following up on dormant funds and reconciliation. Assists in the maintenance of internal control program requirements to protect against fraud, waste, and abuse. Prepares draft memoranda or letters responding to correspondence of a non-routine nature explaining various aspects of accounting and providing detailed and technical explanations of accounting discrepancies or procedural or reporting requirements.

Role Description:

The Accounting Manager will be responsible for managing the preparation, audit and filing of the financial statements of our 12+ international subsidiaries in EMEA, APAC & South America.

For 4 of these countries in Europe we manage the accounting in house. For the others the accounting is outsourced to a third party big 4 vendor. For all territories preparation of the financial statements is outsourced to the same vendor. A handful of territories require audit (including UK, France and Singapore).  The role requires liaison with the vendor and auditor including timetabling, supplying trial balances, ensuring fulfilment of Provided by Client requests, answering any questions about the balances and accounting and arranging sign off and filing of the financial statements.

The vendor manages the conversion from US GAAP to local GAAP. Where we complete the bookkeeping in house, maintenance of Oracle secondary ledgers is required.

The role also entails preparation of the quarterly consolidated international flux analysis for SOX control purposes.

The role also is engaged in leading the Global monthly close process (US & international), specializing in areas such as cash, prepaid expenses, property, plant and equipment, employee compensation, marketing, leases and other expenses, including the review of (i) monthly journal entries and (ii) account reconciliations. This position will help to streamline our existing Global close process and find efficiencies to reduce the amount of time to close and further accelerate the time in which it takes to provide financial results to management.

The Accounting Manager will also work with the Financial Planning and Analysis team and meet with various other departments to understand fluctuations from budget and forecast to assist in the monthly close process. This position will work directly with external auditors in facilitating the quarterly reviews and year-end audits as well as assisting in the implementation of an accounting Enterprise Resource Planning (ERP) system. 

The Accounting Manager should have an in-depth knowledge of US Generally Accepted Accounting Principles (“USGAAP”) including experience in accounting for international subsidiaries, strong project management, time management and organizational skills; strong work ethic; and the ability to work independently and collaboratively. The Accounting Manager should also be highly adaptable to change due to CoStar’s rapid growth via organic growth and acquisitions. 

Responsibilities: 

• Manage the preparation, audit and filing of international subsidiaries’ financial statements.
• Quarterly preparation of consolidated international flux analysis for SOX control purposes.
• Ensure the accuracy and timeliness of the Global month-end close, including review of monthly journal entries and supporting schedules and analysis of monthly financial results. 

Basic Qualifications: 

• Bachelors degree in Accounting or Finance or related from an accredited, not-for-profit University or College. 
• A track record of commitment to prior employers. 
• 8 years of accounting experience and Bachelors degree, or 5 years experience and Masters degree, or similar blend of equivalent experience, education, and accounting credentials. 
• Licensed CPA. 
• Experience working in a large international public company with primary experience involved in GL close functions, including international subsidiaries. 
• Strong leadership, project management, and communication skills. 
• Ability to think critically and analyze data effectively. 
• Ability to work effectively leading and within a team to complete projects.
