The Supervisory Mobility Transportation Specialist - Mobility Manager supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness. They serve as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance, and air ambulance. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.

Major duties include but are not limited to:

• Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area;
• Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes;
• Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.);
• Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures;
• Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations;
• Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters;
• Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance;
• Provides consistent and effective outreach to community transit authorities;
• Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports;
• Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities;
• Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.;
• Assures that all transportation staff obtains and maintains appropriate licenses, certifications and training appropriate for each position; and,
• Performs other related duties as assigned.

Paramedical Duties:

• Responds to on-site accidents and other emergencies involving injury and illnesses, sometimes encountering situations which may be life threatening;
• Determines and prioritizes appropriate medical treatment/procedures and need for additional assistance;
• Performs physical examinations and obtains patient history;
• Assesses status of patient's neurological system, cardiovascular system, circulatory system, skeletal system, orthopedic system, motor and sensory skills, and level of consciousness;
• Makes independent preliminary assessments of patient's condition and follows prescribed protocols that are appropriate to the circumstance;
• Prioritizes treatments for patients having multiple problems and employs a variety of advanced emergency medicine techniques, methods, and equipment during transport to the appropriate medical facility;
• Provides advanced cardiac life support (ACLS), international trauma life support (ITLS), pediatric advanced life support (PALS), advanced airway management, CPR, and/or drug treatments;
• Provides fluid resuscitation by intravenous application;
• Observes, records, and monitors patient's condition and administers medication as appropriate;
• Serves in a technical support capacity to the Emergency Department when necessary.

• Selects the most efficient route to and from sites, taking into consideration traffic patterns, health facility locations, etc.;
• Operates the emergency transport vehicle and uses telephone and radio communications equipment and systems;
• Adheres to traffic ordinances and regulations pertaining to operation of emergency vehicles;
• Prepares appropriate patient and vehicle use documentation and reports to ensure medical requirements are met (i.e., after each trip, replaces linens, blankets, and other supplies; sends supplies and equipment for sterilization, and ensures vehicle is ready for the next run);
• Performs thorough safety and operator maintenance inspections and makes minor repairs on a variety of emergency ambulances, patient transport vehicles, and medical equipment;
• Decontaminates the vehicle in accordance with established procedures;
• Utilizes various tools and equipment, some of which are specialized emergency medical equipment such as Henley backboards, EKG monitor and defibrillator, mechanical CPR device, etc.;
• Provides a thorough safety inspection and operator maintenance (e.g., monitoring fluid levels, replacing air filters and interior lights, checking tire pressure, etc.).

• Resolves and reports a wide variety of technical problems and unusual occurrences to include, but not limited to, mold, conflicting documentation, or information available, tracing missing freight or personal property through various channels.
• Assists in the deployment coordination meetings to establish deployment timelines, requirements and unit readiness.
• Ensures customers understand the contractor and their own personal responsibilities in connection with the shipment of their personal property.
• Prepares damage inspection reports completed at shipper’s residence or warehouse.
• Advises customers on shipment requirements.

In this Local Hire (Logistics Specialist) position, you will provide subject matter expertise in logistics operations.

Typical assignments include:

• Reconciling items accurately including bill of lading, shipping documents, inventory lists, and property transfer reports.
• Loading and unloading trucks and assisting with the maintenance of the facilities.
• Submitting requests for supplies, equipment, personnel, teams, services, or commodities using FEMA-approved systems.
• Tracking requests, monitoring and placing orders, tracking shipping status, and reconciling discrepancies as directed using FEMA-approved systems.
• Receiving, inspecting and distributing equipment and other materials to proper recipients while maintaining accountability.

Overall Duties:

Planning/programming
* Plan internal and external logistics routes through the project phases focusing on separation of vehicles, machinery and people. Lay down areas and offloading points.
