The South West Capital team manages significant capital resource for the region. This includes c.£1.0 billion of system operational capital and national programme capital for 2024/25. The role is a key part of the South West Regional Finance Directorate, delivering support to system, commissioner and provider organisations.

The successful candidate will be responsible for the day-to-day reporting and monitoring of the regional capital programme, in addition to other strategic finance work as required. Finance Analyst

12 Month Secondment – 4 days on site at Satellite Delivery Centre – 1 day working from home.

The Opportunity

Working as our next HPC Financial Control Analyst, you’ll play a vital role in supporting the Financial Control Managers across HPC’s various Programmes and Functions. By delivering insightful financial analysis, this position helps the team provide critical challenge, assurance, and accurate reporting on financial performance. This work ensures a clear, unified view of the financial landscape is presented to HPC leadership and external stakeholders, contributing to informed decision-making and overall project success.

What you will be doing

As a member of the HPC Financial Control team, you'll gain hands-on experience in delivering timely, accurate, and insightful management information to support strategic decision-making. You’ll be involved in key financial processes such as budget control and cash forecasting, while also contributing to the enhancement of the team’s data reporting capabilities. Additional responsibilities will include:


- Support the management accounts for the HPC project by verifying monthly ACWP (Actual Cost of Work Performed) figures, working closely with Project Controls and Commercial teams to report, understand, and challenge costs.
- Oversee budget control, accruals, and ensure funds availability.
- Conduct monthly cash forecasting with contract stakeholders to ensure accurate forecasts and avoid holding excess cash.
- Analyse and provide commentary on budget and forecast variances for management accounts.
- Deliver comprehensive business planning, financial monitoring, and reporting services.
- Challenge budget holders on financial performance, identifying opportunities for cost savings.
- Assist in the development of forecasts and the Medium-Term Plan (MTP) for future cost and cash reporting.
- Complete Off-Balance Sheet Commitments (OBSC) reports twice a year.
- Perform accrual substantiations for various contracts, supporting both external audits (biannually) and internal audits (quarterly).

The Finance and Planning Directorate in NHS England is looking for talented, diverse, highly motivated people to join the Financial Oversight and Delivery (FOD) team as a Senior Finance Lead Financial Oversight and Delivery - workstream: Financial Planning and Analytics.

This is a fantastic opportunity to be at the heart of the NHS. In the Finance and Planning directorate we:
• ensure the NHS lives within its annual budget set by Parliament.
• set out the financial and performance priorities the NHS should be delivering each year.
• report how much the NHS has spent on providing services each year.
As a Senior Finance Lead you will be a key member of NHS England Financial Oversight and Delivery team and will play an important role in leading or supporting:
• the development of a programme management approach to analytical work undertaken within the team, and development of an approach to working alongside our regional based NHS England colleagues to ensure optimum use of our collective analytical capability and capacity.
• creation of a process for the continual review of all aspects of our work, including the identification of new innovations in technology and Artificial Intelligence and harnessing these to deliver improvement
• where required providing additional capacity for the planning and reporting functions undertaken with the Financial Oversight and Delivery team

In your application, please demonstrate your experience in the following areas:
• Qualified accountant or equivalent level of experience of working at a senior level in a specialised finance area. You will need an understanding of the NHS financial framework; ideally with experience of working at a senior level within the NHS.

• You will lead on the development of a programme management approach to analytical work undertaken within the team. You will require excellent organisational skills, and have experience managing multi-disciplinary teams, working to a fixed timetable.

• You will lead engagement with regional analytics stakeholders to develop collaborative working relationships. You will require excellent communication skills, and demonstrate the ability to work with stakeholders to deliver improved outputs.

• You will lead on the identification and development of innovative solutions for analytical work within the team. You will require advanced analytical skills and be an advanced user of analytical tools (e.g. Alteryx/PowerBI). All senior leads in the team require advanced EXCEL skills, additionally this role requires data analytics experience (e.g. VBA and SQL).

• You will be responsible for the management of one or more of the software applications used by the team. You will need to demonstrate skills in application governance. You will review the applications, explore alternatives and maintain a business continuity plan.
