Major Duties:
Policy Program Development and Management:
The incumbent manages the SOUTH TEXAS VETERANS HEALTH CARE SYSTEM (STVHCS) policy and standard operating procedures (SOP) program and governance documents in accordance with VA, VHA, and VISN 17 policy, National Archives and Records Administration (NARA) and other applicable federal laws and regulations. The incumbent is responsible for systematically ensuring the control and life cycle of Policies and Procedures that are created and developed throughout the facility. This includes creation or receipt, processing, distribution, review, organization, storage and retrieval, and final disposition of policies, SOPs, and other official documents, in accordance with applicable statutory and regulatory requirements, including the Federal Records Act of 1950, VA and VHA policy, and other applicable federal laws and regulations
Publications Management:
The Management and Program Assistant (Policy and Publications Manager) electronically manages all aspects of coordination, receipt, tracking, revision, and updating of all regulations, manuals, and directives from VACO, Networks or VBA and external agencies, ensuring proper distribution, coordination, and signature for the Office of the Director, or pertinent Services throughout the entire STVHCS. As the subject matter expert for the STVHCS, provides guidance, direction, and instruction regarding electronic revision and updates to Services per applicable guidelines, to ensure standardization, appropriate review and coordination by pertinent program officials. The incumbent is accountable for reviewing all systems policies in collaboration with system staff to ensure compliance with VHA Directives, Office of the Inspector General (OIG), the Joint Commission (TJC) and all other regulatory requirements.
OQPS ADMINISTRATIVE SUPPORT:
The incumbent is an integral part of the QPS team and will reinforce and ensure all aspects of the Administration of OQPS are maintained including, but not limited to, timekeeping, accreditation survey preparation, reporting, action plan development, maintaining the QPS SharePoint, scheduling meetings, and ensuring QPS processes are kept up to date. The team often receives short-notice tasks and important missions, and the incumbent will be part of supporting those mission objectives or fulfilling those tasks as assigned by the Chief Quality Officer. This supports the overall effort of managing and maintaining support to the Medical Center Director and at times the executive leadership team. The incumbent will analyze and evaluate information and possess working knowledge related to principles, concepts, and practices applicable to QQPS administrative work. Administrative work involves exercising judgment, personal responsibility and accomplishing tasks by identifying options, and determining regulatory requirements in support of STX and OQPS.

Starting at $49,726 Per Year (GS 7)
