At the full performance level you will serve as a Subject Matter Expert on the Federal Employees' Compensation Act (FECA) servicing the employee's workers' compensation needs at assigned U.S. Customs and Border Protection (CBP) organizations within CBP's scope of authority and is a liaison between CBP and the Department of Labor's Office of Workers Compensation Programs (OWCP) District Offices.

This position starts at a salary of $59,966.00 (GS-09, Step 1) to $94,317.00 (GS-11, Step 10) with promotion potential to $94,317.00 Per Year (GS-11 Step 10).

At the full performance level typical duties will include:

• Implementing standardized Workers Compensation (WC) Branch procedures and processes governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities.
• Completing technical review, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims.
• Providing guidance and counsel to facility injury compensation coordinators, employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness.
• Evaluating all claims against the five required elements of a compensable claim and prepares written statement of challenge to notify OWCP of the deficiencies when any of the five elements are not met with factual and objective evidence.

• Provide advice regarding individual training requirements to management.

Applies experience and detailed knowledge of electronic circuits, circuit elements, equipment, systems and electrical information such as communications, navigation, sensing, control and measurements, as it relates to the principles, techniques and practices of electronics engineering, to plan and accomplish assignments involving hardware/firmware/software problems such as modification and modernization to improve the reliability, maintainability, and safety of assigned NAS systems/equipment and facilities.

Follows established NASE processes and supervisory instructions for maintaining systems hardware, firmware, and software and facilities throughout the NAS and tests and recommends changes to national systems baseline configurations. Performs a mixture of routine and multiple and varying assignments under the limited direction of a sub-team manager, program manager, project lead, or more experienced engineer in the identifying and analyzing problems or system malfunctions and supporting the development and implementation of solutions.

As a contributing team member, he/she monitors performance and reliability of systems, analyzes performance and fault information from field facilities to identify causes of system failures and recommends system adjustments or enhancements. Assists in diagnosing and correcting system problems and/or failures. Work involves analyzing user requirements, monitoring systems to correct and prevent problems for optimal performance, and providing customer support for operational NAS systems. Identifies and recommending needs for functional improvements or system enhancements using statistical and empirical information. Uses prescribed guidelines to complete necessary user and technical documentation to support maintenance processes. Follows established change management practices to coordinate changes with affected stakeholders. This position serves as a vital part of the JJP VA Medical Center Police and Security Services often serving as the face of the VA and as the first person a Veteran or visitor encounters when entering a VA facility. The position provides security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities daily. Major duties and responsibilities include:

• Provides physical security support for Veterans Health Administration, Veterans Benefits Administration, National Cemetery Administration and Veterans Administration Regional Office (VHA/VBA/NCA/VARO).
• Assists in evaluating risk and developing procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft.
• Ensures security requirements, including appropriate safeguards, cameras, panic and intrusion alarms are implemented.
• Performs law enforcement assignments to prevent or resolve offenses: books the accused; takes the accused before the appropriate District Court or magistrate; confers with the prosecutors; appears before the grand jury upon request; appears at preliminary hearings; and/or testifies at trial, if needed.
• Responds to reports of a crime in progress and/or calls for police assistance.
• Initiates appropriate actions to pursue and apprehend offenders who are leaving the scene of a crime or who attempts to resist arrest. Subdues individuals causing disturbances. Identifies and arrests violators based on eyewitness accounts. Takes charge at crime scenes restricting access to only those persons required to be present.
• Performs bomb search functions as required. Coordinates such search activities with the local bomb squad.
• Assists in managing the Security Program for the Medical Center/Health Care System which ensures that individuals requiring access have been vetted.
• Collects information and prepares reports on the facilities compliance with VA operations, regulations Physical Security and Physical Access Control Systems (PACs).
• Meets with key customers and coordinates with officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
• Develops various physical security-related documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages, including the Veterans Health Information and Technology Architecture (VistA) System, Microsoft Word, Excel, PowerPoint to enter, access and retrieve information in the medical center computer system.
• Maintains a Physical Security Tracking report to ensure physical security surveys are followed up promptly.
