General Description of Assigned Duties;
The registered nurse provides care and counseling of persons or in the promotion and maintenance of health and prevention of illness and injury based upon the nursing process which includes systematic data gathering, assessment, appropriate nursing judgment, and evaluation of human responses to actual or potential health problems through such services as case finding, health teaching, health counseling; provision of care supportive to or restorative of life and well-being; and executing medical regimens including administering medications and treatments prescribed by a licensed or
otherwise legally authorized provider. The nurse's primary commitment is to the patient, whether an individual, family, group, or community (ANA Code of Ethics for Nurses).
Specific Duties;
The incumbent is accountable to the Chief Nurse for Community Care. The incumbent is a registered professional nurse, qualified by education and experience. The incumbent accepts responsibility for assessing, developing, implementing, evaluating and revising the program elements performed by the Community Care staff. He/she coordinates with Care in the Community staff, VAAAHS providers, non-VA providers, and non-VA facilities regarding program elements. These elements include outpatient non-VA care, inpatient non-VA care, authorizations, claims review, appointment scheduling, and other Community Care program elements. The goal of Community Care is to facilitate high quality, appropriate, and cost-effective care for Veterans receiving non-VA care. Clinical oversight of the non-VA care processes is provided by the Chief of Staff and/or designated appointee. He/she promotes, creates, demonstrates and ensures a culturally diverse workforce in which the values and needs of all individuals are respected. The duties of Community Care Nurse Manager are considered a non-bargaining unit assignment, since the duties involve supervision of assigned personnel and engagement in administrative work, in other than a purely clerical capacity. The Community Care Nurse Manager executes position responsibilities that demonstrate leadership, experience, and creative approaches to the management of patient care for adult and geriatric patients, in accordance with the Michigan Nurse Practice Act, Medical center, and VA standards of care. The Community Care Nurse Manager has continuing responsibility for all the following functions: (1) planning work to be accomplished by subordinates, setting priorities and preparing schedules for completion of work; (2) assigning work to subordinates based on priorities, selective consideration of difficulty and the requirements of the assignments, and the capabilities of subordinates; (3) evaluating the performance of subordinates; (4) making recommendations for appointments, advancements, or reassignments of subordinates; (5) giving advice, counsel, or instruction to subordinate personnel on work and administrative matters; (6) hearing and resolving complaints of subordinates and referring more serious complaints not resolved to higher level supervisors; (7) recommending and/or taking disciplinary action where appropriate; and (8) identifying developmental and training needs of subordinates and providing or making provision for such development and training (VA Handbook 5007, Part III, Chapter 8). The Community Care Nurse Manager is also responsible for performance measures, performance improvement, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. The Community Care Nurse Manager is responsible for time scheduling of the unit, coaching staff, dealing with employee conduct and performance issues, completing and submitting recurring reports, proficiencies and performance evaluations in a timely manner. The Community Care Nurse Manager participates on service and medical center committees and task forces to improve nursing practice and patient care.
