The incumbent will:

• Serve as a consultant and advisor, and based on personal expertise, provides scientific and technical consultation in all program areas.
• Represent NCHS as the expert for the estimation, measurement, and quality of national health statistics at various interagency, coordinating and advisory committees, as well as national and international professional organizations.
• Serve as scientific and methodological leader, planning and coordinating NCHS's basic and applied research program, including but not limited to research in the fields of mathematical and health statistics, survey design and methodology, disclosure and confidentiality, and questionnaire design and survey measurement.
• Initiate decision-making processes and projects, and participates fully in discussions and decisions concerning NCHS and CDC plans, programs, and activities, both in strategic planning and in the actual determination, allocation, and administration of Division programs, functions, and activities.
• Engage in solving some of the most difficult and important problems facing NCHS and the rest of the scientific community, including precedent setting problems associated with rapidly evolving data environment.
• Plan, manage, organize, and directs all programs, surveys and research activities of the Division as carried out by subordinate supervisors and the highly trained and skilled staff of professional Mathematical Statisticians, Behavioral Scientists, Health Statisticians, and Computer Scientists.
• Consult and collaborate in research projects with HHS, CDC and other Federal organizations, state and local governments, universities, private research organizations, and international agencies and organizations.

• The duties may include, but are not limited to:
• Supervising subordinates more than 25% of the time including, but not limited to, recruitment, selecting, appraising, rewarding, addressing performance problems, and fostering an inclusive workplace.
• Ensure that proper and timely attention is devoted to high level, high priority, urgent and/or controversial issues, problems, situations, or information requests.
• Researches, analyzes and writes materials relating to program issues, or those for which there is no clear program definition.
• Prepares speeches and talking points for the Deputy Administrator and Associate Deputy Administrator as needed.
• Monitors status of actions of interest to the Chief of Staff and provides status reports in various forms.
• Elicits cooperation and participation from staff and other resources contributing to action tasks, written products, and reports developed on behalf of the Chief of Staff.
• Develops agenda, coordinates input and preparation of necessary background materials, and monitors status of action in response to decisions made.

• The duties may include, but are not limited to:
• Planning and directing investigations of alleged violations of federal regulations within APHIS’ programmatic jurisdiction .
• Oversees and coordinates IES support during special joint investigations and in emergency task force, incident command, and quick response situations.
• Provides managerial liaison in cross-jurisdictional cases, oversees intelligence-gathering initiatives, and oversees investigative activities to ensure the proper level of collaboration

The incumbent serves as the Assistant Chief of Health Information Management (ACHIM). This position reports to the Chief of Health Information Management (CHIM). Major duties and responsibilities include but are not limited to the following:

• The incumbent serves as the Assistant Chief of Health Information Management (ACHIM) in a medical facility of high complexity (level 1), with responsibility for the supervision of all HIM functions. Incumbent is charged with full responsibility, both technical and administrative, for the daily operation of the HIM department which consists of all functions of health record activities related to coding, health record documentation analysis, transcription/speech recognition, release of information, file room/scanning programs, and health information exchange.
• Provides expertise, guidance and direction and has responsibilities relative to providing supervision, administrative support, coordination, and technical assistance in the planning, development and maintenance of an effective, comprehensive, and integrated HIM Program at this Medical Center.
• Assists the Chief of Health Information Management (CHIM) in the planning, directing, policy making, organizing and controlling the activities of this department and serves as acting CHIM in the absence of the CHIM.
• In conjunction with the CHIM responsible for collecting and processing data for various reports, surveys, and research projects.

As Director of the Acquisitions Division the incumbent will be responsible for providing the day-to-day management, planning, leadership and oversight of a full range of acquisitions and contract administration activities.The incumbent will provide managerial leadership, technical direction and oversight for OIG Acquisitions Division as follows:

• Directs all contracting and procurement activities;
• Provides advise and technical information;
