Develop robust communication mechanisms, utilising a variety of channels and media, to inspire, engage and involve all staff, service users and stakeholders in the quality improvement work at ELFT. Specifically ensure the development and delivery of a Programme Communication Plan Ensure all work is planned, resources are made available and work is carried out in accordance with the QI Plan. This involves the QI Team and also support to the Programme from Trust Corporate Departments such as finance, People & Culture, Digital, training & development and communications Ensure adequate procedures are in place to monitor and control costs, time and quality Lead the development and delivery of any relevant evaluations of the programme or aspects of the programme Ensure that the programme work-strands/key deliverables are defined in a manner suitable for purposes of monitoring and control Manage and deploy the Quality Improvement Team and budget to maximise long term best value for the Trust Follow good financial probity and maintain high standards of professional conduct and integrity Comply with existing Trust Control Assurance policies and develop, review and amend new Controls Assurance Policies as required in line with the delivery of the QI plan Be responsible for the professional and personal development of all the QI Team so as to increase their value to the Trust within a structure that delivers the QI Plan, increases responsiveness, technical ability and tailors skills to meet the changes in user demands, cultural requirements and goals of better and safer health and healthcare. This involves identifying training and development needs, providing suitable development opportunities and evaluating development actions in accordance with the Trusts appraisal and training procedures Manage change in working practices as may be required to deliver a modern service that reflects the changes in the QI Programme, legislation, NHS guidance, user demands, environmental standards, cultural requirements and goals of better and safer healthcare provision To support directorates, executive team and Trust Board to integrate QI into business planning and corporate strategy. To support the directorates, executive team and Trust board to develop annual improvement priorities, and then work with directorate leadership teams to shape QI projects to align with these. Responsible for policy implementation and development for a directorate or equivalent. Leading on the development of policies and procedures for a major area of activity, ensuring compliance with corporate policies Actively seek feedback and benchmark the performance of the QI Programme and the Programme Team, consultants and contractors against sector wide and national outputs To support the executive team and Trust board to develop annual improvement priorities, and then work with directorate leadership teams to shape QI projects to align with these. Work with the HR director to develop a workforce strategy for Quality improvement, identifying the skills required across the organisation and developing and delivering training packages for quality improvement Review and redesign of the quality governance system, looking to integrate high value quality metrics that are currently fragmented across the organisation and design bespoke quality dashboards at team, directorate and organisation level Coordinate all quality improvement programmes across the organisation and work with regional and national partners on specific programmes of work Develop business cases and bids as required, in support of ELFTs external quality improvement work Review best practice and evidence on an international stage and adapt for local implementation
