The Chief, Strategic Communications (CSC), is tasked with developing, implementing, and monitoring, a comprehensive strategic communications program designed to inform and educate general and specialized groups about the vision, mission, functions, programs, and services offered by the Perry Center. CSC oversees the content and format of WJPC's strategic communications efforts to ensure conformance with established mission and strategic goals. Incumbent oversees the management of all strategic communications activities to ensure both quality and content in developing the organization's guidelines. CSC provides leadership for internal and external projects to meet WJPC's communications needs. Prepares and presents briefings on organizational mission and strategic initiatives through meetings and training sessions. Participates in Department of Defense and Inter-Agency conferences concerning long-range planning efforts and strategic communications matters. The CSC collaborates with senior leadership to ensure the organization's strategic and business goals are linked to current performance standards and evaluations of key WJPC programs. Analyzes conflicting views and seeks resolution by presenting sound recommendations, giving equal consideration to various points of view. Incumbent serves as the responsible party, consultant, and advisor for any issues or implications resulting from any strategic communications effort that could impact the organization. As the authority, the incumbent reviews changes to federal PAO/communications policy, procedures, schedules, and other related information, provides input and makes recommendations on behalf of WJPC through appropriate channels for consideration and/or adoption.

CSC provides continual analysis concerning ongoing initiatives to identify areas for improvement and makes recommendations for adjustment in both short- and long-range communications planning and programs. Incumbent advises senior leaders on metrics development, feedback process management, customer focus, and strategic performance indicators. Incumbent works to develop new ways of gathering meaningful input to develop more effective communications strategies and improve understanding of the agency's mission, activities, available products, services, achievements, and accomplishments. Facilitates those processes and assists the Associate Director of Outreach and Communications, the Chief of Staff, and the Director in evaluating the results of that feedback related to Perry Center operations and develops a plan to change, improve, or enhance current efforts. The CSC leads and/or participates in executive leadership teams and ad hoc committees or coordinates with other organizations providing public affairs and media program support to conceive, design, and implement communications campaigns, strategic communications programs, publications, and other media activities. Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. The position will provide anesthesia coverage for all specialties of surgery, beside specializing in cardiac
surgeries in a care team approach. Must have experience with anesthetic management for cardiac,
Thoracic, and major vascular procedures and providing anesthesia for insertion of ventricular assist
devices and ECMO.
This position will also be experienced in performing neuraxial (epidural and spinal) anesthesia. Additional

preparing patients for anesthesia; rendering patients insensible to pain during surgical, therapeutic, and

b. Administration of regional anesthesia including spinal, epidural, and peripheral nerve blocks.
c. Placement of venous catheters
d. Placement of arterial catheters and interpretation of arterial pressures and waveforms.
e. Placement of pulmonary artery catheters and interpretation of pressures/wave forms
f. Airway management including cricothyroidotomy
g. Management of ventilator dependent patients and one lung ventilation
h. Expertise in the following anesthesia core requirements: assessing, consulting, and preparing patients
for anesthesia; rendering patients insensible to pain during surgical, therapeutic, and diagnostic
procedures; monitoring and restoring homeostasis in perioperative and critically ill patients; diagnosing
and treating painful syndromes; managing cardiac and pulmonary resuscitation. Communicate
effectively orally and in writing with a diverse group of professional staff and management officials.
i. Supervision of CRNA staff, physician residents, SRNAs and medical students in the comprehensive
medical management of patients.
5. Academic/Teaching/Training: (10% of time)
a. Teaching medical students, residents and SRNAs as
required.
b. Taking part in departmental Journal Club and M & M activities.
c. Initiate QA projects focused on cardiovascular disease.
d. Teaching and training of other medical and paramedical personnel including but not limited to
Respiratory Therapist, Critical Care Physicians, Advanced Practice Nurses, etc.

Work Schedule: Monday-Friday, (Post Call, Late Shift, weekend, 24 hour call).

Major Duties/Responsibilities for this position include but are not limited to:

• Responsible for the assurance of quality of care and all clinical aspects of the Community Based Outpatient Clinic (CBOC).
• Provides guidance and collaborates with staff concerning the administrative operation of the clinic.
• Promotes quality patient care as a clinical expert.
• Works collaboratively with other health care professionals to accomplish patient, service, and medical center goals, promoting and embracing the Patient Aligned Care Team (PACT) model of care, utilizing Integrity, Commitment, Advocacy, Respect, Excellence (ICARE) values throughout the clinic.
• Serves as a mentor in the role of teacher for fellows, resident, trainees, and other employees.
• Uses assessment skills to examine patients thoroughly using appropriate clinical, laboratory and other pertinent data.
• Establishes goals and effectively executes a plan to insure successful completion of a research project.
• Demonstrates accuracy of judgment on professional and/or administrative actions.
