The Chief, Strategic Communications (CSC), is tasked with developing, implementing, and monitoring, a comprehensive strategic communications program designed to inform and educate general and specialized groups about the vision, mission, functions, programs, and services offered by the Perry Center. CSC oversees the content and format of WJPC's strategic communications efforts to ensure conformance with established mission and strategic goals. Incumbent oversees the management of all strategic communications activities to ensure both quality and content in developing the organization's guidelines. CSC provides leadership for internal and external projects to meet WJPC's communications needs. Participates in Department of Defense and Inter-Agency conferences concerning long-range planning efforts and strategic communications matters. The CSC collaborates with senior leadership to ensure the organization's strategic and business goals are linked to current performance standards and evaluations of key WJPC programs. Analyzes conflicting views and seeks resolution by presenting sound recommendations, giving equal consideration to various points of view. Incumbent serves as the responsible party, consultant, and advisor for any issues or implications resulting from any strategic communications effort that could impact the organization. As the authority, the incumbent reviews changes to federal PAO/communications policy, procedures, schedules, and other related information, provides input and makes recommendations on behalf of WJPC through appropriate channels for consideration and/or adoption.

CSC provides continual analysis concerning ongoing initiatives to identify areas for improvement and makes recommendations for adjustment in both short- and long-range communications planning and programs. Incumbent advises senior leaders on metrics development, feedback process management, customer focus, and strategic performance indicators. Incumbent works to develop new ways of gathering meaningful input to develop more effective communications strategies and improve understanding of the agency's mission, activities, available products, services, achievements, and accomplishments. Facilitates those processes and assists the Associate Director of Outreach and Communications, the Chief of Staff, and the Director in evaluating the results of that feedback related to Perry Center operations and develops a plan to change, improve, or enhance current efforts. The CSC is also sensitive to balancing security concerns with what information should and should not be publicly available.

The CSC leads and/or participates in executive leadership teams and ad hoc committees or coordinates with other organizations providing public affairs and media program support to conceive, design, and implement communications campaigns, strategic communications programs, publications, and other media activities. Orchestrates or performs communications activities in English and Spanish to include but are not limited to speeches, briefings, and presentations delivered by the Director to wide and varied audiences, but also written material, publications, brochures, and electronic information in various forums or social media platforms. As the leader of public information dissemination for the Perry Center, responds to information inquiries from stakeholders, foreign governments, or the general public, routing questions to appropriate staff and ensuring suitable responses are provided according to the requestor in a timely manner. As required, prepare and deliver lectures in Spanish and/or English for Perry Center programs in strategic communications and media relations. Instruction and assistance contribute to the student's capacity to contribute to the defense and security sectors. 1. Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools. Oversees gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ). Continuously analyzes inspection processes, and procedures to ensure commanders intent is being achieved, autonomously adjusts processes as required. Provides direction and oversight of internal and external inspections, audits, evaluations. Oversees the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections.
2. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and manages the after-action report (AAR) process, which are designed to capture lessons learned and strengths after each exercise is concluded whether internal to a unit or wing wide. Directs the actions of exercise evaluators, providing appropriate guidance and control over exercise planning, conduct, execution, and reporting processes. GENERAL DESCRIPTION:

Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care, and responsibility for outcomes. The Nurse IV is responsible for administrative functions of their assigned nursing units/programs. Functions as an administrator, educator, and consultant utilizing management theory in collaboration with Nursing/Patient Care Services and other services. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Key relationships with staff are needed to (1) Assist nurse managers and advanced practitioners to carry out the functions and activities expected of them, (2) Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing organization-wide, (3) Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and (4) Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care. 3. FUNCTIONS:

The incumbent will be responsible to the Deputy Associate Director for Nursing/Patient Care Services and Service Line Manager or Service Line Designee, as appropriate for practice area. Refer to the Organizational Chart for the supervisory chain of command. The Chief Nurses report directly to the Atlanta VAHCS Associate Director of Patient Care Services (ADPCS) for nursing practice and administrative issues.
