The Assistant Medical Center Director exercises line authority for multiple administrative and allied health services and sections and is directly responsible for facility operations. Duties include, but not limited to the following:

• Plans, coordinates, supervises, and directs various administrative and health related services.
• Participates on a day-to-day basis in top level Executive discussions, decisions, policy making and actions of all administrative functions and indirectly of all clinical matters impacting patient care.
• Resolves complex and unusual health care administration issues by independent analysis and action, with the potential to set precedent, and lead organizational change.
• Development of plans, programs, direction, and monitoring of clinic and health plan management.
• Applies specialized principles and practices of health care management to coordinate, direct, and control programs and resources for both clinics and health plan administration.

• Serves as a facilitator between clinical providers and administrators to meet the medical center's goals and objectives.
• Responsible for developing and maintaining good working relations with other medical centers in the local area and throughout the region, medical schools, accrediting agencies, volunteer worker groups, and the community at large.
• Lead facility implementation and oversight of President's/VA/VHA/VISN initiatives includes but not limited to Strategic Planning, High Reliability Organization, ICARE, Modernization, Veteran Experience, Whole Health and/or Community Care.
• Serves as an essential capacity for developing and coordinating internal measures to assure that both clinical and administrative operations are in within governing standards.

The Chief, Strategic Communications (CSC), is tasked with developing, implementing, and monitoring, a comprehensive strategic communications program designed to inform and educate general and specialized groups about the vision, mission, functions, programs, and services offered by the Perry Center. CSC oversees the content and format of WJPC's strategic communications efforts to ensure conformance with established mission and strategic goals. Incumbent oversees the management of all strategic communications activities to ensure both quality and content in developing the organization's guidelines. CSC provides leadership for internal and external projects to meet WJPC's communications needs. Prepares and presents briefings on organizational mission and strategic initiatives through meetings and training sessions. Serves as the primary Perry Center spokesperson and is the first point of contact for the outside media and other DoD and government agencies' Public Affairs and Congressional Offices. The CSC travels as part of the Perry Center team to WJPC events or activities in CONUS and abroad.

The CSC advises the Associate Director for Outreach and Communications, the Chief of Staff, and the Director on all current strategic communications program initiatives and objectives designed to meet the goals established in the Perry Center's strategic plan. Participates in Department of Defense and Inter-Agency conferences concerning long-range planning efforts and strategic communications matters. The CSC collaborates with senior leadership to ensure the organization's strategic and business goals are linked to current performance standards and evaluations of key WJPC programs. Analyzes conflicting views and seeks resolution by presenting sound recommendations, giving equal consideration to various points of view. Incumbent serves as the responsible party, consultant, and advisor for any issues or implications resulting from any strategic communications effort that could impact the organization. As the authority, the incumbent reviews changes to federal PAO/communications policy, procedures, schedules, and other related information, provides input and makes recommendations on behalf of WJPC through appropriate channels for consideration and/or adoption.

CSC provides continual analysis concerning ongoing initiatives to identify areas for improvement and makes recommendations for adjustment in both short- and long-range communications planning and programs. Incumbent advises senior leaders on metrics development, feedback process management, customer focus, and strategic performance indicators. Incumbent works to develop new ways of gathering meaningful input to develop more effective communications strategies and improve understanding of the agency's mission, activities, available products, services, achievements, and accomplishments. Facilitates those processes and assists the Associate Director of Outreach and Communications, the Chief of Staff, and the Director in evaluating the results of that feedback related to Perry Center operations and develops a plan to change, improve, or enhance current efforts. The CSC is also sensitive to balancing security concerns with what information should and should not be publicly available.

The CSC leads and/or participates in executive leadership teams and ad hoc committees or coordinates with other organizations providing public affairs and media program support to conceive, design, and implement communications campaigns, strategic communications programs, publications, and other media activities. Orchestrates or performs communications activities in English and Spanish to include but are not limited to speeches, briefings, and presentations delivered by the Director to wide and varied audiences, but also written material, publications, brochures, and electronic information in various forums or social media platforms. As the leader of public information dissemination for the Perry Center, responds to information inquiries from stakeholders, foreign governments, or the general public, routing questions to appropriate staff and ensuring suitable responses are provided according to the requestor in a timely manner. As required, prepare and deliver lectures in Spanish and/or English for Perry Center programs in strategic communications and media relations. Instruction and assistance contribute to the student's capacity to contribute to the defense and security sectors. Coordinates pre-publication security review of material with appropriate authorities as well as the development of internal strategic communication products. This role includes supervising a Public Affairs Specialist to create graphics and multimedia products and designing, developing, and promulgating quality products to be incorporated into the agency website and utilized in other initiatives, publications, or advertising campaigns.

• Responsible for the operation of an FCC System IAW all applicable regulations and standards. Plan, implement, and oversees a comprehensive program that promotes positive growth and development of children ages birth to 12.
• Maintains DoD Certification for an FCC System. Implements viable opportunity for providers to achieve home accreditation and Child Development Associate/School-Age Credentials.
• Implements and monitors DA policies to include program registration/enrollment, baseline standards and benchmarks, Key Management Controls, and space utilization goals.
• Actively recruits, screens, and certifies qualified on- and off-post providers. Oversees and evaluates providers based on established performance standards. Ensures timely administrative actions and responses to provider needs.
• Maintains up-to-date data concerning the demographics of the FCC Program. Serves as Subject Matter Expert on CYS issues related to assigned area(s), and supports all EEO and AA objectives.

1. Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools. Oversees gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ). Continuously analyzes inspection processes, and procedures to ensure commanders intent is being achieved, autonomously adjusts processes as required. Provides direction and oversight of internal and external inspections, audits, evaluations. Oversees the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections.
2. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation. Authors and approves exercise reports, which is written to communicate to commanders the level readiness within their organization as well as the units' ability to accomplish their tasked mission(s). Trained in derivative classification; utilizes security classification guides to determine classification level of inspection and exercise material and ensures appropriate use of IGEMS-C. Develops and manages the after-action report (AAR) process, which are designed to capture lessons learned and strengths after each exercise is concluded whether internal to a unit or wing wide. Directs the actions of exercise evaluators, providing appropriate guidance and control over exercise planning, conduct, execution, and reporting processes. Oversees Gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ).

The Chief Circuit Mediator manages the Circuit Mediation Program, which facilitates settlement discussions among parties and their counsel in a wide range of civil appeals. Cases are selected for the program via invitations from the Chief Circuit Mediator, referrals from judges, and requests from parties. Mediators devise a settlement process that meets the needs of the participants by meeting virtually or in-person and facilitating negotiations, managing conflict, and promoting the parties' understanding of the ramifications of litigation. In addition, mediation services are provided to help resolve disputes between employees and employing offices of the courts of the circuit.

The Chief Circuit Mediator also oversees and guides the staff of the CMJSO, who provide the following services to the Chief Circuit Judge and the Fifth Circuit:

• Processing and providing initial analysis of complaints of judicial misconduct or disability. Mediators assist in the resolution of complex complaints.
• Assisting in the resolution of attorney discipline matters involving members of the Fifth Circuit Bar and CJA Panel.
• Processing and analyzing CJA vouchers submitted by counsel appointed to represent indigent criminal defendants, both in the court of appeals, and, when large (excess) amounts are involved, in the district courts. The Chief Circuit Mediator approves non-excess appellate vouchers, motions for interim payments, and requests for travel expenses for oral argument.
• Aiding with the development of budgets for major criminal cases in the district courts of the circuit as well as the court of appeals.
• Administering the Pro Bono Program in the court of appeals.
• Reviewing proposed local rule changes from the district and bankruptcy courts within the circuit and providing recommendations to the Fifth Circuit Judicial Council.

• This position serves as the Chief of Staff to the Chief Support Officer (CSO), National Defense University (NDU).
