Communicates effectively in outreach to senior directors, managers, analysts, system architects, and engineers in the implementation of and in understanding the details of the strategy sufficiently well to make decisions and execute the plan that leads to realization of the shared vision.

Contacts are internal and external. Often represents ESC as the primary technical authority for major projects, programs, and other areas of ESC responsibility. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences. Develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards. Develops innovative approaches to attain organizational objectives and optimize resource utilization. Creates, plans, and conducts studies involving complex issues and unique problems. Demonstrates independence in planning time and using assigned resources to accomplish assignments and projects.

Expert: Oversees the information technology used to represent ESC business, data, investment and technology entities and their relationships. These representations directly support strategic planning and decision making. As Chief Architect, the incumbent guides the ESC in determining what it needs to know and how that knowledge should be organized for greatest impact.

Applies experience, expert technical knowledge, and understanding of new technologies and methodologies to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Identifies and resolves highly complex problems or issues which can be cross organizational. Proposes recommendations for preventive actions. Assignments may include complex system design and integration; extensive research and analysis; investigation and inspection activities; compliance and enforcement.

• You will serve as Navy’s focal point for science and technology, development, acquisition (design, construction, classified systems, modernization and transition) and in-service support of attack submarines and related undersea systems.
• You will be lead three program offices: the Virginia Class (VCS), Attack Submarine new construction program, the SSN(X) new attack submarine program office and Advanced Submarine System Development and Submarine Stealth Integration Program Office.
• You will lead the Team Submarine Corporate Staff including to ensure effective operations execution of administrative, facilities, workforce, strategic operations, financial management, congressional and public affairs and Information Technology.
• You will be responsible for the administrative, technical, personnel and program management of attack submarines in development and new construction and science and technology efforts, test range maintenance and international project arrangements.
• You will ensure availability of required program personnel, funding, and facilities; ensures the adequacy and effectiveness of the budgeting, tasking, procurement, funding processes, and financial obligations in order to meet program objectives.
• You will be designated a Submarine Safety (SUBSAFE) / Fly by Wire (FBW) System Certification Authority for new construction fast attack submarines.
• You will develop and maintain policies and procedures to support and/or sustain ship certification.
• You will plan, manage and integrate engineering and manufacturing development, test, procurement, installation and delivery for submarine systems development, VCS new construction nuclear submarines and SSN(X) new attack submarine development.
