Major Duties and Responsibilities:
Serve as the Deputy NIM for Economic Statecraft; represent OESET and the NIM-Economic Security and Emerging Technologies (ESET) to ODNI and IC leadership and the policy community.
Manage and guide a team of program directors in advancing and integrating the IC's work on economic statecraft, including sanctions, illicit finance, export controls, investment security, digital assets and support to domestic economic agencies. Oversee their work on mission posture and health of the community reviews; development of substantive communities of interest; timely completion of Congressionally Directed Actions; engagements with the interagency and the private sector, and collaboration with other ODNI offices on recommendations for achieving National Intelligence Strategy, National Security Strategy, and senior policymaker goals and objectives.
In concert with the NIO for ECON and regional NIOs, support the policymaking process through attendance at National Security Council meetings, and by overseeing integrated support to the DNI in advance of Deputy Committee and Principal Committee Meetings. Monitor and action follow-on IC tasking to support these processes.
Partner with the IC's analytic and collection communities to establish coordinated, integrated analytic and collection priorities in accordance with the National Intelligence Priorities
Framework (NIPF) and ONI guidance. Guide publication and sharing of this information with internal and external mission partners, FVEY counterparts, and other international partners. In coordination with the NIC, support timely, relevant production responding to White House, DNI, Congressional, and partner NIM requirements and expectations.
Shape the development of and implement policies that promote responsible information sharing with partners and allies. Direct and oversee mission initiatives to integrate and optimize analytic and collection intelligence capabilities and sources with FVEY and other liaison partners; represent NIM ESET at foreign partner engagements as needed.
Ensure seamless integration with OESET's two other Deputy NIMs on technology driven economic competition and technology application issues, as well as the Director of OESET's Investment Security Group, to ensure integration and strategic alignment across all of OESET's mission areas.
Develop and guide outreach to Non-Title-50 agencies and the private sector in full collaboration with key ODNI elements and the IC, driving synergies and alignment to mutual benefit. Manage the IC relationship with the Departments of Commerce, Treasury, State, and other cross-governmental offices on economic security and technology-driven economic competition issues.
Optimize and oversee economic statecraft resource allocations, budget processes, and activities on behalf of the NIM - to include the establishment of controls and procedures to ensure alignment with the NIPF - and provide innovative solutions to mitigate resource shortfalls or inequities affecting this mission. Contribute to and oversee the development of Programming Actions, other financial plans, and budget-related decisions to drive breakthroughs on mission problems as rapidly and efficiently as possible.
Lead and oversee the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on subject areas, including mission enabling functions and intelligence oversight disciplines, and communicate these policies, processes, and guidelines to community stakeholders.
Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.
Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
