We are seeking to recruit to the position of Democratic Services Team Leader within Corporate Solutions.
Liaising with Elected Members, Chief Officers, Heads of Service, other Managers and operational staff, the successful applicant will provide day to day management and development for the Democratic Services Team within the Council.
The role will involve providing procedural advice with regard to the Council’s standing orders whilst ensuring an effective decision-making process that reflects service aims and legislative changes. Coupled with this the successful applicant will play a critical role in the delivery of transformational programmes within the democratic function of the organisation.
Reporting to the Corporate Resources Manager, the successful applicant will be required to lead their team to deliver a range of duties to provide an effective, efficient, customer focussed and resilient service.
Education:
Essential:
Jobholders must be educated to degree level in a relevant subject such as Business Management, Administration or an acceptable equivalent qualification and/or extensive demonstrable experience to this level in one of the identified disciplines would be an acceptable alternative.
Experience:
Essential:
The Jobholder must have good interpersonal and organisational skills as well as a professional knowledge of administration and operational methodology. S/he must also have previous experience of contributing to organisational change within a Team and a sound understanding of experience of local government committee administration work.
To be competent in the role the Jobholder must be able to develop and maintain an understanding of all aspects of the Midlothian Council Democratic & Document Services process.
Desirable:
A knowledge and understanding of the local government services provided by the Council.
Experience of supervising/managing a team to deliver service objectives.
Experience of leading transformational change.
An understanding of the principles of integrated services and methodology.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £40,349.75 per annum.
Requirements
Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a basic disclosure check for all employees who can access official information. The fee will be met by you.
