The Office of Audit Services-Cybersecurity and IT Audits Division duties for the Supervisory IT Specialist (Cyber Security Audit Manager, InfoSec) include but not limited to:

• Leads and manages IT and cybersecurity audits and assessments covering HHS components and their contractors, Medicaid State Agencies, and other HHS business partners.
• Prepares detailed written technical reports and work papers, presents audit findings and recommendations for review and examination by senior management; and makes oral presentations of findings.
• Identifies security vulnerabilities, as well as cyber threats, such as, outside attackers accessing government systems from the internet or from within the organization.
• Manages staff to ensure INFOSEC requirements for the OIG Cyber Range Lab are satisfied throughout the design, implementation, and maintenance stages of the system.

Major duties and responsibilities include but are not limited to:

Financial Management Duties: 75%

• Designing, establishing, and maintaining an integrated financial management system, including budgeting, accounting, and managerial-financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management.
• Analyzing national level programs, exceptionally large and complex programs;
• Developing, recommending, and implementing budgetary and financial policies;
• Interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets;
• Projecting and analyzing the potential effects on budgetary actions on program viability and attainment of program objectives;
• Developing and rendering authoritative interpretations of executive orders, OMB guidelines and directives, and policies and precedents.
• Developing proposals concerning alternative methods, sources, and timing of financing for substantive programs.
• Developing the strategy for presenting budget for important substantive programs; developing narrative and statistical justification for requesting funds; and briefing management officials on the nature of the testimony to be given to fund granting and approving officials.
• Financial oversight of a wide range of financial programs, appropriateness of expenditures, collections of funds and ensuring the fiscal integrity of all financial records at the medical center.
• Developing local policies for use by operating officials in preparing budget estimates for their department and service lines.
• Responsible for maintaining and validating the VA cost accounting data.
• Responsible for the accuracy of various VA on-going budgetary reports.
• Responsible for budget formulation, review, evaluation, and execution.
• Coordination of a comprehensive Resource Management Quality Control Program.
• Providing expert advice to program officials and to accountants, budget analysts, and other specialists on interpretation of accounting, budget, and financial regulations pertinent to systems development efforts or program operations.

As a Supervisory IT Program Manager, you will:

• Provide direction, guidance, oversight, review, and approval on the technical, management and administrative direction of NA-IM IT initiatives, projects, and objectives.
• Defend information technology and cyber security budget requirements to senior management and congressional officials as required.
• Oversee information management performance and governance reviews of the design and architecture of applications during the development process.
• Identify and resolve complex problems or issues that cross functional boundaries, recommend and provide training for OCIO personnel.
• Oversee the development of information management budget process
• Work closely with all sites and organizational levels to develop this budget to ensure that sufficient funding is provided to protect NNSA information technology environments.
• Develop and maintain a strategic road map that is flexible, comprehensive, and implements policies and procedures that enable strong security and risk- management capabilities that continually support mission objectives and comply with Executive Orders, national standards, laws and regulations, and Departmental and NNSA orders, manuals, directives, and guidance.
• Provide direction leading to a risk-based policy driven, programmatic framework and methodology enterprise architecture based on current policies, procedures and management approach that integrates all components of a comprehensive information management program, aligned with DOE enterprise architecture.
