Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. May act as a principal technical specialist or as a project/program manager or team leader for large work activities. Provides liaison and coordination of the NAS on all implementation and integration planned efforts between technical operations and air traffic operations. Provides operations advocacy functions for the Districts to the Service Area, Airports Districts Offices, Flight Standards District Offices, Headquarters, and Program Offices for critical NAS maintenance and infrastructure. Reviews, analyzes and makes recommendations on engineering plans and specifications for NAS modernization and transition projects, assists in preparation of risk mitigation plans, and develops detailed comments addressing maintainability issues for the District.

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to the discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of the major subdivision and LOB/SO when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include system design and integration; extensive research; and direct responsibility for project/program management. Analyzes impacts of proposed projects on NAS operations, monitors projects from all sources for conflicts within technical operations, and ensures that implementation plans for transition projects are thoroughly integrated with major NAS plans. Prepares briefings, presentations and/or point papers for coordinating the prioritization of projects within the Tech Ops District.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Provides validation of Life Cycle Management needs and coordinates with national, regional, and district staffs in the establishment of projects and in the accomplishment of NAS transition and integration activities. Reviews and validates Corporate Work Plan project submissions for Tech Ops District facility maintenance, sustainment and replacement project needs and operations emergency project funding needs. Incumbent interacts with financial and planning organizations to ensure adequate funding and estimates are available for the projects and programs, and dictates requirements in accordance with District objectives and strategies. Prepares recommendations for necessary movement of funds to ensure projects/programs are accomplished in a timely manner.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB/SOs) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Physical Requirements: The work performed requires some light to heavy work, such as scouring and scrubbing large size cooking utensils and pushing heavy carts and trucks in unloading, storing and delivering supplies. Subject to continuous sitting, standing, walking and frequent stooping, reaching, pushing, pulling and bending. Frequently lifts or moves objects weighing up to 20 pounds unassisted and occasionally lift or move objects weighing more than 40 pounds with assistance of others.

Working Conditions: The work is performed in kitchen areas where the steam and heat from cooking and dishwashing equipment often causes uncomfortably high temperatures and humidity. The work area is well-lighted but usually noisy from food service activities, and there is danger of slipping on floors where food or beverages have been dropped. Food service workers are regularly exposed to hot liquids, sharp cutting blades, hot working surfaces, and extreme temperature changes when entering walk-in refrigeration or freezing units. May be unknowingly exposed to patients who have contagious disease.

A SURFACE MAINTENANCE MECHANIC LEADER, WL-5801-11, (1) Leader Duties: a. Assigns work orders to specific crewmembers and selects workers for various jobs on the basis of knowledge, skills, and abilities. Passes on to workers instructions received from the supervisor, demonstrates proper work methods, and starts work. Insures that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations.
b. Assures that there is enough work to keep everyone in the work crew busy. Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines. Answers workers' questions regarding procedures, policies, written instructions, and other directives. Interprets work instructions and assists lower graded repairers or trainees in the more difficult and complex tasks.
(2) Non-Supervisory Duties: a. Performs maintenance, troubleshooting, and major repair on heavy-duty mobile equipment, combat, tactical, and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, bulldozers, power shovels, tanks, tracked combat vehicles, all terrain vehicles, semi trailers, forklifts, tractors, and accessory equipment. Utilizes embedded diagnostics in equipment and a wide variety of specialized original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair
c. Removes and disassembles engines and complex major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures, and improvises repair techniques when standard procedures are not available. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems.
d. Independently performs repairs and maintenance functions with little or no supervision in remote locations. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work on interconnected complex systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems
e. Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity.
