JOB SUMMARY

• The Deputy Head of GTES – Traffic Engineering leads the Group’s Traffic Engineering department.
• The Traffic Engineering department undertakes all traffic engineering aspects of the Group’s 4 highways.
• This role will be responsible for overseeing and managing the Traffic Engineering department with the aim of ensuring the efficient flow of traffic across the Group’s highways and will lead the formulation of traffic enhancement / congestion management strategies.

JOB TASK

 1.         Leadership and Strategy:

• Provide strategic direction and leadership for the Traffic Engineering department in alignment with divisional and organisational goals.
• Collaborate with the Head of GTES division to develop and implement strategic plans for the department
• Develop and implement divisional goals, objectives, and performance metrics aligned with the overall company strategy.
• Jointly assist and support the Head of GTES together with other Deputy Head of GTES in the management of the GTES division.
• Lead, inspire, and manage a high-performing team, fostering a culture of collaboration, innovation, and continuous improvement.

2.      Traffic Engineering:

• Drive the development of the following:
• Traffic enhancement strategies to maximise toll collection
• Traffic congestion management strategies to minimise congestion along our highways
• Mitigation plans for accident black spots.
• Lead transportation planning for ALR’s highways to ensure safe, smooth and efficient traffic flows – this includes:
• Traffic forecasting and assessing interchange / accessibility design along the highways
• Review and coordinate proposed interchange upgrading in terms of design configuration, road safety, capacity and performance
• Review and assess all third party applications for new accesses/connectivity to avoid adverse traffic impacts to ALR’s highways
• Develop and maintain inventory and database of traffic volumes and movement along ALR’s highways
• Analysis and monitoring of traffic data and accident data
• Preparation of comprehensive traffic analysis/forecast/reports, providing actionable insights to support strategic decision making
• Advise and feedback to GMEI on the installation, testing, commissioning and operations of Traffic Control and Surveillance System equipment, such as traffic light systems, traffic counters, CCTV, VMS and speed detectors to ensure smooth and effective operations of TCSS equipment to reduce traffic congestion and accidents along the highway.
• Collaborate with cross-functional teams to ensure the timely and effective implementation of the identified traffic engineering strategies, and in support of other company initiatives where applicable

 3.      Technology Integration:

• Stay abreast of industry trends, best practices and emerging technologies to drive innovation within traffic engineering function
• Stay abreast of emerging technologies in traffic planning/forecasting, and lead initiatives to integrate new solutions to enhance the formulation of traffic engineering strategies and the improvement of road safety

4.      Stakeholder management:

• Collaborate with government agencies, relevant authorities, municipalities and other stakeholders to address transport and traffic issues, and facilitate the implementation of traffic engineering strategies where applicable.
• Cultivate positive relationships with government agencies, regulatory bodies, and community representatives to facilitate collaboration and address concerns
• Proactively manage stakeholder expectations and ensure that the department/divisions's activities align with community and regulatory requirements

5.      Budget Management:

• Develop and manage the budget for the Traffic Engineering department, ensuring fiscal responsibility and accountability
• Monitor and report on financial performance, identifying opportunities for cost optimisation and revenue generation

6.      Regulatory Compliance:

• Ensure compliance with all relevant laws, regulations, and industry standards pertaining to traffic engineering and traffic safety/management
• Collaborate with regulatory bodies to address compliance concerns and stay ahead of changing requirements

 JOB REQUIREMENT

•  Bachelor's degree in Town Planning, Civil Engineering, or a related field. Master's degree is a plus.
• Minimum 5 experience in transport and traffic planning and engineering field
• Excellent verbal and written communication skills, computer literate, good presentation skills, professional knowledge. Strong financial management skills, including budget development, monitoring, and cost optimization
