About the role:

As a key member of the Blackbaud Enterprise Sales Team, the Account Executive will be responsible for identifying and penetrating accounts within an assigned territory. Dow has an exciting job opportunity for a Senior Research & Development (R&D) Technician in the Reaction Engineering discipline within Core R&D Engineering and Process Science in Freeport, Texas

The Reaction Engineering lab conducts experimental research using automated tubular, fixed bed, and stirred tank systems equipped with various analytical techniques from on-line gas chromatography, in situ Raman and FTIR to heat flow calorimetry. Partnerships with Business R&D and manufacturing provide a consistent flow of new challenging projects across an array of process technologies.
This role is in the Lake Jackson Texas Innovation Center, E.C. Britton building and you will partner with Reaction Engineers and the leadership applying exceptional mechanical skills to conduct research with variety of reactor systems. You will be a self-starter with attention to detail and is eager to learn new areas of laboratory reactors and analytical equipment.

Responsibilities:

• Works as part of a team in a laboratory supporting engineers in developing, screening and commercializing new processes. Ability to manage multiple projects simultaneously, manage timelines, and interact effectively with numerous team members of diverse background is critical.
• Manages and then safely executes laboratory work requests, building, maintaining, operating and troubleshooting relevant laboratory apparatus and testing equipment and documenting data in Electronic Lab Notebook.

• Experience connecting those components to data acquisition systems

Key Role:

Identify, manage, escalate, and mitigate supply-based risks throughout the procurement life cycle in support of prime contract requirements, operational goals, and business strategy by effectively partnering with other functional groups such as Legal, Contracts, Compliance, Risk Management, or Finance. Create and issue requests for proposals. Evaluate supplier proposals. Conduct pricing analysis and bill of materials. Negotiate non-disclosure agreements, teaming agreements, license agreement, terms, and conditions. Create small business subcontracting plans, flowing down appropriate prime contract and agency regulations. Administer subcontracts, modifications, and task orders while ensuring compliance with Contractor Purchasing System Review (CPSR) requirements and Booz Allen policies. Due to the nature of work performed within this facility, U.S. citizenship is required. 

Basic Qualifications:

• 5+ years of experience as a procurement specialist, including government contracting
• Experience with negotiating pricing and terms
• Experience with Contractor Purchasing System Review (CPSR) audits
• Knowledge of Federal Acquisition Regulations (FAR)
• HS diploma or GED

Additional Qualifications:

• Experience with evaluating requirements for hardware or software to support DoD government client contracts
• Bachelor's degree preferred

You’ll collaborate with program leadership to manage cost, schedule, and performance to support Navy Information Technology (IT) systems using tools like Microsoft Excel to manage budgets and tracking information, Microsoft Project to manage schedules, Microsoft Word to develop contractual and other technical documents, and Microsoft PowerPoint to develop presentations and regular interactions with DoD IT stakeholders. You Have:

• 8+ years of experience with DoD program or project management
• Experience with using Microsoft Office Products, including Word, Excel, and PowerPoint
• Knowledge of DoD SECNAV 5000 instructions
• TS/SCI clearance
• Bachelor’s degree

Nice If You Have: 

• 3+ years of experience with supporting a Navy Systems Program Office, including NAVWAR, NAVSEA, or NAVAIR
• Experience with managing the cost, schedule, and performance of an ACAT I-IV or Adaptive Acquisition Framework (AAF) program
• Experience with preparing briefings and reports for senior government executives 
• Possession of excellent team-oriented and team-building skills
• Possession of excellent oral and written communication skills
• Master's degree
• Defense Acquisition Workforce Improvement Act (DAWIA) Level II or Level III Program Management or Project Management Professional (PMP) Certification
