Functions entail creation and maintenance of databases to support existing and new programs; provision of assistance with coordinating the monthly, quarterly, and annual nursing education calendar; assisting with scheduling and facilitation of faculty and student orientation and affiliated agreements; Talent Management System administration; purchase card holder duties; completion of quarterly and annual reports for Nursing Education programs. Duties included but not limited too:

• Program Resource Services and Support 50 percent Serves as the purchase card clerk for the National Nursing Employees Initiative (NNEI) and the Employee Initiative Scholarship Program (EISP) fund control points. This role involves ongoing correspondence with NNEI and ESIP participants and with participating colleges and universities.
• Serves as program clerk and assist with the management of multiple fund control points including payments, reconciliation and generating financial reports on a quarterly and annual basis. Assist in the hiring of program participants for the VALOR, PBNR and VANAP program. Initiates recruitment 52's, organizes the interview schedule and coordinates interview process. Sponsors PIV cards for all new agency, student, faculty, and program participants.
• Assist in planning, reviewing, and reporting of data and results regarding new employee orientation and contract agency nurse credentials.
• Coordinates incoming data, reviews documents, reports, and/or applications for omission and inconsistencies, and ensures data entry is
  complete and accurate. Enters pertinent information into an automated tracking system.
• Responsible for the technical monitoring and administration of contracts. Ensures coordination and communication among contractor, contracting officer and pertinent government personnel.

• Performs lifeguarding duties and limited management functions.
• Directs the operation of the pool and the work of assigned lifeguards. Ensures the safe operation of the pool, it's filtration system, water balance, pool chemistry and performs water test.

Financial management of the facility budget is the subject of attention within VA at the Central Office, VISN, and local levels. The incumbent is responsible for assuring management that financial transactions in accounting, budget and all other financial services are compatible with the requirements of the Office of Management and Budget (OMB), the General Accounting Office (GAO), and the Treasury Department and that records of accounting and financial statements accurately reflect a full disclosure of the financial aspects of the stations operations. The local Fiscal program includes an annual certification of all general ledger accounting, auditing, budgeting, managerial-financial analysis and reporting, payroll. third party revenue and collections, cashier services: travel, position management, and the Veterans Equitable Resource Allocation (VERA) program.

The incumbent is responsible for the application of the basic tenants of appropriation law and related decisions to Federal payments and accounting processes; provides advice to employees and management on financial procedures and internal controls to follow for all local fiscal functions to include accounting. travel, payroll processing. collection and other payment processes; and researches and resolves difficult fiscal questions. The incumbent is responsible for the accuracy, legality, compliance with regulations, and justification, of all financial transactions to include expenditure of all funds, vouchers, invoices, claims, and other requests for payment. As an appointed agency certifying officer, the incumbent is delegated unlimited and independent authority to authorize payments from agency funds. Payment authorizations are subject only to GAO post audit review. The incumbent is held personally liable to the Government for wrongful payments and may seek independent advance payment decisions from the Comptroller General.

MAJOR DUTIES include but are not limited to:

• Act as a financial advisor at the VA Medical Center, responsible for assisting the CFO with establishing and maintaining an integrated system of financial staff services which are vital to effective management control over, and evaluation of, station operations.

Major Duties:
The Program Support Assistant (MHV) will assist in providing critical, timely and effective communication in support of the Department of Veterans Affairs On-line Personal Health Record, My HealtheVet (MHV), Social Networking Media and Secure Messaging (SM) components. You will serve as the facility champion supporting existing and future veteran communication initiatives. You will execute local program implementation, providing training and outreach to Veterans and their families with the goal of optimizing Veterans' healthcare management.

Outreach: Promotes the use of MyHealtheVet (MHV) by advertising the program, promoting MHV through interaction with Veterans and with employees, and attending community events. The incumbent conducts extensive communications with Veterans in person, telephonically, over email, and by letter to comply with technical requirements, program parameters, national and local policies, and assist with enrollment outreach efforts. The incumbent will assist with My HealtheVet enrollment drives in the community, at town halls, at new patient orientation, and nursing homes. The incumbent also serves as a Marketing and Advertising representative knowledgeable about MHV and will assist Veterans with general enrollment and use issues consistent with written guidelines and policy. The incumbent completes face-to-face communications, training, demonstration of MHV uses with Veterans, family members, and employees. The incumbent assists Veterans for enrollment, authenticates accounts, and demonstrates the platform functionality and uses with the Veteran, family members, and employees. Demonstrates this technology such as secure messaging, remote monitoring, medication refills, medical record management. Verifies qualifications and credentials of Veterans enrolling onto the MHV web portal including authentication and online patient education resource sites both on the local intranet page and the Internet. Ensures that veterans are enrolled in the system correctly and follows up with Veterans who did not enroll correctly. Incumbent conducts system platform demonstrations with the Veteran or family member and coaches through the use of various functions, resources, and features. - 60%

Training: The MHV Assistant participates in New Employee Orientation and New Patient Orientation and is a Subject Matter Expert for all MHV related activities. On a day-to-day basis, the MHV Assistant trains employees on MHV and Secure Messaging and adds them to the MHV system. Incumbent acts as the local "help desk" for both employees and Veterans who have operational questions regarding MHV, educates patients on the
benefits of MHV, system enrollment, and navigation.

Administration: The incumbent promotes organizational efficiencies and productivity gains with respect to use of this program. Works with various services within the organization to ensure that My HealtheVet is promoted. Visits various health care points of care to discuss program objectives and promote participation. Explains operating details of the program and available benefits which may be expected. Responds to questions presented in person, via letters and phone calls. The incumbent monitors program participation and use, completes reports on enrollment, account status, and
messaging trends in response to escalation expectations. Collect, develop, and document data for facility operational decisions. The MHV Assistant monitors kiosk functionality, use, and related areas of concern. Issues that arise locally with the program, which may include equipment or system issues are immediately referred to the program coordinator for appropriate higher-level action if required.

Processes annually more than 4 million pieces of official and personnel mail at three official mail centers JBSA Ft Sam Houston, Lackland AFB and Randolph AFB Official Mail Centers (OMC), six postal service centers, Randolph Postal Service Center (PSC), Lackland Postal Service Centers (PSC #2, #3 and #7) and a Student Mail Center (SMC) and Benner Barracks at JBSA-Fort Sam Houston.
• Accountable Mail: To provide accountability and control of classified communications; to provide document security services; and to provide office automation and clerical support for the Operations Flight. Receives, records, sorts, transports, controls, and processes all incoming and outgoing special services mail, i.e. registered, express, certified, insured, and other various extra service articles personally through the window to the addressee/authorized agent and to various organizations and mailrooms designated mail orderlies and mail clerks.
• Provides expedient and complete mail like matter services sent via commercial carriers. Responsible for securely receiving, controlling and processing commercial carrier parcels (i.e. UPS and FedEx parcels).
• To provide first-line defense of Mail Security for JBSA customers and serviced activities. Responsible for knowing the characteristics of suspicious mail items and the proper procedures for handling and reporting suspicious mail items to the proper authorities.
