As a SURFACE MAINTENANCE REPAIRER (TITLE 32), WG-5801-8, you will perform limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assist higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Make routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Perform work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies. The GS-9 Vascular Technologist preforms the following:
a. Patient assessments involving, verifying patient identification and the requested procedure is appropriate for the patient history and complaints. The technologist is expected to take a history and review the patient medical record in addition to assessing the patient's ability to tolerate the procedure and determining if any contraindications to the procedure exist. These skills distinguish the Vascular MIT form a technician who preforms an examination by rote. Obtaining this highly specialized set of skills required adequate training and clinical experience.
b. Performs high quality ultrasound examinations and other diagnostic modalities to analyze the data of the neck, abdomen and extremities that will assist in the diagnosis and treatment of patient medical disorders.
c. Technologist is responsible for performing, but not limited to, the following specialized studies, and all examinations performed in the Vascular Lab require a pertinent examination:

• i. Peripheral arterial and digital artery evaluations, requiring segmental blood pressure measurements in the arms and legs as well as blood pressure measurements using both Doppler ultrasound and plethysmography in the toes and fingers. Exercise testing requiring use of treadmill with pre and post exercise measurements.
• ii. Venous Studies- Use of ultrasound Doppler velocity detector and the color imaging device to survey peripheral in both the upper and lower extremities, recording the flow signals as required. Distinguishing between normal and abnormal venous flow patterns in response to a variety of manipulations. Evaluate for both venous obstruction and venous insufficiency.
• iii. Non-invasive cerebrovascular evaluation including the recording and interpretation of pulse wave Doppler velocity waveforms from the cervical carotid arteries. Distinguishing between the internal and external carotid flow pattern and must be aware of how these patterns are altered in disease. This study also requires the use of the color flow Doppler to obtain non-invasive images of the cervical carotid vessels in normal and disease state, interpreting the images and wave forms generated as is required.
• iv. Temporal Artery-Use of duplex ultrasound to evaluate the temporal artery, recording flow signals and measurements a required. Distinguishing between normal and abnormal findings.
• v. Abdomen duplex-Evaluating abdominal arteries with Doppler and color flow to identify abnormalities, stenosis and/or occlusions.
• vi. Non-invasive surveillance of grafts (vein and PTFE), endovascular stents (iliac, EVAR, FEVAR, renal and cerebrovascular) assess flow hemodynamics and stent contour; dialysis access pre-operatively and pre-cannulation and mesenteric/splanchnic artery evaluation. Specialized requests for preop evaluations (ie forearm flap used in mandibular reconstruction, radial artery evaluation for CABG).
• vii. Operate vascular lab equipment and assists Vascular Surgeon during procedures or surgery cases. Technologist is knowledgeable in sterile technique and procedure. Assists the vascular and general surgeons in surgery for intra-op carotid endarterectomies, bypass grafts of the lower extremities and other necessary surgical cases.

The Lead MSA routinely interacts with MSA staff and collaborates with other members of an expanded health care team to assist in providing a robust interdisciplinary approach to care. The Lead MSA monitors daily work assignments and balances workload among MSA staff. The FTC must be very adept at understanding the needs and requirements of the Specialty Care Providers for the delivery of Primary Care and Specialty Care as well as the clinic adjustments needed to provide remote access to care for the veteran.

Duties include but are not limited to :

• The Facility Telehealth Coordinator serves as the telehealth consultant for all aspects of telehealth use, including facilitating training of the Telehealth Clinical Technicians and providers at the CBOCs and OPCs in the VAHCS. This requires training the personnel in each facility that will provide the hands-on requirements for the interactive video encounters, in their role as educators, for individual patients and participating physicians in this realm of consultation and care.
• Commensurately, the FTC ensures that personnel engaging in telehealth activities meet the competency levels required by the VISN and the VHA Office of Telehealth Services.
• Provides leadership in evaluation and implementation of new clinical video telehealth and store & forward technology in coordination with the VISN Telehealth Director.
• Provides consultation in the evaluation and implementation of new CVT technology in coordination with IRMS and the VISN Telehealth Director.
• The FTC is responsible for proposal and implementation of pilot projects in CVT and S&F for telehealth consultation and treatment with responsibility for developing outcomes, measurement, and the collection and validation of the results of the pilots.
• The FTC is responsible for establishing clinic set-up in CVT and SFT at facilities, overseeing the scheduling into these clinics, facilitating the encounters between patient and physician, and ensuring the technical integrity of the encounter. This includes implementing long new distance care models, multi-site coordination, problem resolution and ensuring the stability of the equipment during the encounter.
• The FTC collaborates with the regional Office of Information & Technology and local Biomedical Engineering staff to ensure appropriate video quality specific to the type of encounter and assures availability and appropriate use of the peripheral devices necessary to conduct the encounter.
• Consistently monitors utilization, fiscal impact, challenges, and outcomes of telehealth clinical applications. Seeks opportunities for appropriate program expansion, including external support and resources where indicated.

The Nurse Recruiter provides leadership in delivering and improving the processes of recruitment, onboarding, and retention of the nursing workforce. The Nurse Recruiter uses their leadership and expertise of nursing practice, clinical knowledge, and data to assess, plan, coordinate, implement and evaluate recruitment and retention efforts of nursing staff.

The Nurse Recruiter provides advance understanding in the effort to identify highly qualified talent for their facilities. Ensures candidates align with the mission of caring for Veterans.

The Duties and Responsibilities of the position include but are not limited to the following:

• Leads and organizes the provision of complex recruitment and retention needs utilizing the nursing process in alignment with recruitment and retention standards of practice at the program/service level or beyond.
• Applies clinical knowledge/judgment to lead in planning, decision-making, and evaluating data outcomes beyond the immediate practice setting.
• Applies nursing recruitment and retention expertise to lead improvement, with demonstrated outcomes within facility, VISN and national settings.
• Collaborates with internal and external stakeholders to implement nurse recruitment and retention plans.
• Utilizes expert knowledge of qualification standards and clinical experience to align nursing workforce candidates with appropriate positions.
• Serves as a liaison by using expert clinical knowledge to facilitate candidate experience and engagement throughout the onboarding process.
• Organizes assigned resources and identifies creative strategies to increase efficiency within recruitment and retention.
• Leads stakeholders in identifying and securing appropriate and available resources to address recruitment and retention needs.
• Enhances knowledge base and practice evaluation, at the expert level, with improved outcomes at the program or the facility level.
• Utilizes expert clinical knowledge in nursing recruitment and retention to lead education initiatives to improve outcomes at and/or beyond the facility.
