The Assistant Medical Center Director exercises line authority for multiple administrative and allied health services and sections and is directly responsible for facility operations. Duties include, but not limited to the following:

• Plans, coordinates, supervises, and directs various administrative and health related services.
• Participates on a day-to-day basis in top level Executive discussions, decisions, policy making and actions of all administrative functions and indirectly of all clinical matters impacting patient care.
• Resolves complex and unusual health care administration issues by independent analysis and action, with the potential to set precedent, and lead organizational change.
• Development of plans, programs, direction, and monitoring of clinic and health plan management.
• Applies specialized principles and practices of health care management to coordinate, direct, and control programs and resources for both clinics and health plan administration.
• Performs financial management and resource decision making analysis, ensuring operational spending and resources stay in balance.
• Exercises full authority for establishing priorities for healthcare operations and allocating available resources accordingly.
• Serves as fiscal advisor to the Medical Center Director in preparing formal budget submissions for approval.
• Exercises a full range of managerial and supervisory authorities and responsibilities related to human capital management.
• Provides timely and responsive decisions to the union(s) and their members on complaints and grievances and ensures that supervisors are familiar with the negotiated agreement.
• Represents the healthcare system by establishing and maintaining community partnerships, and relationships with internal and external stakeholders.
• Serves as a facilitator between clinical providers and administrators to meet the medical center's goals and objectives.
• Responsible for developing and maintaining good working relations with other medical centers in the local area and throughout the region, medical schools, accrediting agencies, volunteer worker groups, and the community at large.
• Lead facility implementation and oversight of President's/VA/VHA/VISN initiatives includes but not limited to Strategic Planning, High Reliability Organization, ICARE, Modernization, Veteran Experience, Whole Health and/or Community Care.
• Serves as an essential capacity for developing and coordinating internal measures to assure that both clinical and administrative operations are in within governing standards.

Major Duties:

• Employs a multimedia and multi- level communication approach and continuously monitors, reassesses and fine-tunes existing communication tools while seeking additional approaches.
• Serves as one of the agency spokespersons for the facility, including responding in writing and orally to questions about criticisms of the agency's activities or policies and explaining the VA point of view.
• Prepares scripts, audiovisual materials and brochures for ceremonies, briefings and orientations.
• Establishes and directs policies and procedures for visits and tours of distinguished personnel, administrative management of conferences, events and ceremonies.
• Manages a highly technical complex and sensitive public affairs program.
• Develops budgets, writes statements of work and directs, coordinates high profile visits, and directs, coordinates and supervises activities of supporting staff and contractors.

• Oversee Security and configuration of server systems and equipment including SQL, IIS, Linux, Unix, vCenter, current and future cloud infrastructure.
• Provide technical instruction and cross training to support personnel in order to develop a full range of systems administration skills in sustaining full time operations and security across the entire spectrum of supported systems and services.
• Provide ongoing support, resolution of security issues, involving various hardware components and software components.
• Review, evaluate, and perform risk analysis on existing software and procedures and provides methods for reporting and correcting CD security violations.
• Evaluate, design and monitor the organization’s data and information security.
• Provide central operational assistance and security compliance support for shared hosts and servers attached to the network domain.

• Responsible for staff actions relating to development and review of all independent government cost estimates, budgetary cost estimates and current working estimates.
• Plans, coordinates and directs a staff of 30 to 35 multi-disciplined professional engineers, architects, and support personnel.
• Maintains high level contacts with other districts, centers of expertise, higher echelons, architect-engineers, and consultants.
• Advises officials with broader and higher responsibilities on problems involving the relationship of the work of the branch to budgetary estimates and submits justifications to obtain program fiscal resources.

• Responsible for staff actions relating to development and review of all independent government cost estimates, budgetary cost estimates and current working estimates.
