[What you will be working on]

You will be responsible for the following:

• Supervise, monitor and renew or establish new contracts and tenancies administered by the department

• Oversee the overall contract formulation process from of gathering user requirements, tender preparation, conduct of tender briefing and evaluation of tenders to appoint vendor

• Supervise the administration of contracts to facilitate user departments to meet contract specifications when using and managing contracts

• Facilitate departments to meet WOG rules for tenancy and office space management

• Manage the department’s tenancy agreements pertaining to office spaces including performing cost and budget estimations, putting up papers for approval and ensuring timely renewals as well as its execution and routine administration

• Review, manage and plan the policies and processes of the Administration services functions under the department

• Manage and lead a team of officers under the branch

• Other duties assigned may include assisting the branch in financial management, project management, access reviews and administration of relevant IT system(s)

PRIMARY DUTIES & RESPONSIBILITIES

The salary range for this position is $200,000 - $230,000 annually.

The Director of Public Works plans, coordinates, administers and directs the operations of the Public Works department. The director utilizes asset management principles and practices to oversee the city’s facility and transportation infrastructure. The position provides the highest levels of customer service by fostering positive relationships with internal and external customers and city leadership.

The Public Works Department is comprised of approximately 383 full-time employees and an approved FY24 operating budget of $73,053,005. The Public Works Department is responsible for providing a variety of infrastructure services to Aurora residents and visitors. Service programs under the management of Public Works include Engineering, Facilities, Streets, Traffic, Real Property, and Parking and Mobility.

Specific responsibilities of the department include: planning, survey, design, and construction management of capital improvement projects on behalf of the city; maintenance and cleanliness of all public streets, alleys, and municipal parking areas; maintenance and repair of city buildings; design, installation, operation, and maintenance of traffic control signals, devices, and markings; support of all city land property transactions; and to ensure that all roadway and utilities infrastructure projects are constructed to meet or exceed the city standards.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

• A Bachelor’s Degree or higher in Engineering, Management, Public Administration, Business Administration, or directly related field, is required.

• Eight (8) years of progressive experience and responsibility directly related to public works with an organization and community of similar size and/or service level.

• At least five (5) years supervisory/managerial experience in an organization of a similar size and/or service level.

Preferred Qualifications:

• Master’s Degree

• Professional Engineer license, and/or Project Management Professional (PMP) certification is preferred.

Plan, organize, supervise and evaluate the work of staff who are responsible for budget development, fiscal analysis, and performance management for the City.

• Persuade and Politically Influence: Regularly represent the City on fiscal/budget matters and present analysis and recommendations to executive leaders, City Council, citizen groups, and peer groups in the metro-area. Address unbudgeted expenditures throughout the year including participating in the legislative process which requires approval by City Council.

• Provide Excellent Technical Expertise: Oversee citywide revenue forecasting, and fiscal impact and ordinance administration. Understanding of government finances is critical to success and familiarity with the City’s financial systems, finance rules, revised code and City Charter are desirable.

[What you will be working on]

The Organisation Development and Planning Division (ODP) is responsible for driving long-term organisational effectiveness in MAS. Drawing from various disciplines and fields, ODP comprises dynamic individuals with competencies across culture and leadership development, change management and internal communications, behavioural sciences and corporate planning. You will be part of a team that carries out both organisational development (OD) and corporate planning work.

In this role, you will:

• Have a systems-level perspective of areas in which the organisation needs to transform to be highly effective in today’s context. Actively learn about leading company practices, both private and public sector, and adapt them to suit MAS’ context. Key focus areas will be leadership practices and behaviours, and organisational culture.

• Design and facilitate workshops to engage the leadership community on organisation-wide issues, building awareness about potential organisational changes and seeking leadership alignment. This includes running regular medium to large size workshops for leaders, including customising the design and facilitation execution. It also includes advising other teams on programme design for a more engaging and effective workshop.

• Develop and deliver culture interventions to raise awareness and alignment across the organisation, embed and reinforce behaviours, mindset shifts and new ways of working. It may also involve providing targeted support for high- or at-risk groups, departments and/or teams, to identify detrimental cultural and behavioural patterns, and design and facilitate fit-for-purpose interventions to positively impact effectiveness and health.

• Engage relevant stakeholder groups across the organisation, including senior and middle management, applying the insights to support the interventions for organisational change.

• Partner closely with the lead departments to co-create and plan changes relating to people and processes.

You may also be expected to perform aspects of corporate planning relating to whole-of-government initiatives, corporate governance and organisation excellence within MAS.

In this role, you will be primarily responsible for the MAS Board, Appeal and Corporate Planning portfolios:

• Board secretariat:  Lead on, inter alia, organising the quarterly Board meetings, handling the appointments of Board members, and reviewing board governance policies and processes, such as code of conduct, remuneration and conflict of interest matters.

• AAP secretariat:  On appeals, any person aggrieved by an administrative decision by the MAS can appeal to the Minister-in-charge of MAS. In such cases, you will be responsible for overseeing and managing the entire appeal administrative process, and will be required to liaise directly with various parties, including the Minister, the AAP members, both parties to the appeal and the Attorney-General’s Chambers (AGC).

• Corporate planning: Lead on organisation-wide projects that will require you to coordinate across departments in MAS. Some of these projects relate to whole-of-government initiatives, which involves liaising with other agencies. You will also be responsible for strengthening corporate governance and ensuring organisation excellence within MAS.

The salary for this position is $112,490 - $175,760/year

POSITION OVERVIEW

The Deputy Director of Recreation Services and Golf assists in providing vision and leadership to support a successful and high-performing recreation and golf organization. This role is responsible for planning, supervising, and administering the activities of the City of Aurora recreation facilities and programs, and golf courses. The Recreation organization includes 5 recreation centers, 6 outdoor pools, 1 center for older adults, 2 community centers, and recreation programs including preschools, aquatics, sports, special events, adaptive recreation services, services for older adults, and City-wide special events. The golf organization includes 5 club courses and related operations facilities: including pro shops, restaurants, and golf maintenance facilities. Reporting to the Director of Parks, Recreation, and Open Space, the Deputy Director supervises 3 direct reports including two Recreation Managers and the Manager of Golf, and approximately 140 Full-time employees and 500 plus seasonal employees.  

The new Deputy Director will have the opportunity to focus on several initiatives including developing an effective working relationship with City Council, working to enhance the financial stability of the organization including finding ways to monetize programs, and engaging with the department and staff to evaluate and improve facilities, programs, and services both internally and for the citizens of Aurora.

The Deputy Director also supports the Department Director including acting as Director in their absence, representing the Director at meetings, serving as a policy advisor to the Department Director, and representing the department at citizen led Parks and Recreation Advisory Board, Aurora Youth Commission, Aurora Commission for Older Adults, and Golf Advisory Committee.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

• Bachelor's degree in public administration, business administration, or closely related field. 
• At least eight (8) years of demonstrated leadership and management experience in municipal recreation with a highly engaged community.
• Business experience in a recreation setting that included supervision of large teams (in excess of 100 FTE), strategic planning, performance-based management objectives, recreation program and partnership development, and sustainability efforts involving economic, social, and environment policy development and implementation.
