The Transportation Assistant will serve as Agency Organization Program Coordinator A/OPCfor the government charge card program. Incumbent serves as approver and is responsible for monthly reconciliation of their Centrally Billed Account (CBA) in accordance with regulations. A/OPC will review all unmatched transactions to determine if they match the bank transactions to the TMC transactions, traveler's name, obligation numbers, organization codes and organization name. Approver must select the appropriate status code for each transaction and submit the statement for certification. Reconciliation is necessary to guard against fraud, waste and abuse.

Major duties include but are not limited to:

• Serve as the point of contact and Subject Matter Expert (SME) for a wide range of travel related matters and VA Financial Policies and Procedures.

Major duties include, but are not limited to:

• Patient Screening: Performing observation based screening and collecting patient information in collaboration with licensed personnel. This may involve completing clinical reminders, obtaining patient health history, chief complaints, medication history, and identification of health related conditions that may impact the patients health status. The incumbent will complete approved templates and tools, such as the outpatient intake form, normal result notes, and follow up treatment protocols established by the agency.
• Mental Health Services: Assisting in behavioral/psychiatric situations in an outpatient setting. This can include assisting licensed personnel with crisis intervention, management of aggressive or suicidal psychiatric patients, by providing one to one observations and applying prevention and management of disruptive behavior techniques (PMDB). The Academics Coordinator/Nurse Educator is responsible for providing expert, evidence-based education to South Texas Veterans Health Care System (STVHCS) employees. They provide educational instruction and training for nursing staff in clinical and outpatient units. The Academics Coordinator understands instructional design, implementation, and application related to education and training. They perform learning needs assessments, develops educational trainings for clinical staff within organization and assumes accountability for the implementation, coordination, and program development related to the support of scholarships and academic affiliations The Academics Coordinator/Nurse Educator is responsible and accountable for the planning, organization, and evaluation of the effectiveness related to clinical, informatics, and/or administrative process changes, analyzing issues impeding change, developing corrective actions to expedite change, and assuring optimum utilization of available resources to maintain a climate conducive to quality patient care and employee satisfaction. • Conducts analytical studies on operational processes, issue topics, or related special projects.
• Monitors and develops milestones for assigned portion of the execution of organizational plans, particularly those requiring physical relocation of personnel, work, and equipment.
• Supports new programs/initiatives that align directly with the journey to high reliability, which puts Veterans at the center of all processes, innovations, improvements, and changes.
• Serves as the primary supporting consultant for the development and implementation of program operations related to new programs and/or initiatives that have a direct impact on data management, processing, problem resolution, and process improvement along the journey to high reliability.
• Stay current on all aspects of the initiatives, identify potential risks and issues, collaborate with staff both internal and external to ensure necessary requirements are appropriately documented and met, and effectively lead and socialize the changes necessary for successful implementation.
• Applies knowledge of health care system delivery, performance and quality improvement and health care accreditation to provide technically correct and pragmatic advice.
• Conducts innovative analysis and extends accepted standards to achieve high reliability organization (HRO) principles and an operating plan the Medical Center.
• Prepares and delivers written and verbal review of findings and recommendations to HCS, VISN, and VHACO leadership to determine applicable requirements and feasible problem resolution.
• The incumbent provides detailed reports to senior leadership on the schedule, measures, and key change management components.
• The incumbent works in partnership with the National Center for Patient Safety, Office of Systems Redesign and Improvement, Quality Manager, Patient Safety Managers, Systems Redesign (Improvement) Coordinator and Clinical leadership to ensure planning, coordinating, tracking, reporting and communicating objectives to the various stakeholders both external and internal to VA.
• Have a clear working expert knowledge of the HRO mission and objectives with excellent communication skills.
• Continuous improvement of services to stakeholders requires significant interaction with a wide range of professionals and results in the incumbent assuming a highly visible role in representing the Medical Center at the VISN and national level.
• Have the ability to communicate orally and in writing about complex clinical and non-clinical matters with individuals with varying levels of understanding and authority.
• Performs Other Duties as Assigned.

Major duties include, but are not limited to:

• Serves as resident program engineer consisting of the planning, design, and overseeing of major healthcare system projects; oversees Professional Architecture/Engineering (A/E) and Construction contracts to ensure the contractor is in compliance with all contractual requirements, healthcare regulations and codes, specifications and schedules are met in accordance with the government's requirements for VA owned and leased facilities.
• Provides engineering support to the assigned healthcare system and is responsible for maintaining construction specifications and drawings, maintaining technical reference library of codes, standards, and other regulations which are applicable to the engineering construction industries Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), American National Standards Institute (ANSI), and others.
• Serves as a healthcare engineering advisor, engineer consultant, engineer designer, contract administrator, project manager, construction coordinator, and instructor during the design and construction of all projects assigned.
• Provides healthcare engineering support to all assigned projects.
• Performs the duties of a Contracting Officer Representative (COR) on professional design and construction projects, training service staff on technical issues and assisting the service staff on the completion of technical and administrative issues regarding infrastructure related operations of the medical facility.
• Serves as the Integrated Project Team (IPT) Chairperson, comprised of diverse and multidiscipline professional team members, consisting of internal and external stakeholders, and is a recognized expert in project management. Participates in planning deliberations and contributes significantly to the management decision-making process through teamwork, innovation, coordination, and collaboration with other senior members and stakeholders to ensure objectives are met toward meeting the healthcare system's overall strategic plan goals.
• Maintains COR certification to oversee the administration of Facility Engineering Service's Architect/Engineer and Construction Contracts.
• Supports and advances patient care by applying engineering and managerial skills to healthcare engineering as demonstrated by the following major responsibilities:
  • Conducts capital asset and infrastructure planning and design for the medical facility spanning initial strategic planning, concept development, design, construction, and effective implementation of complex buildings, utilities, and medical support systems.
  • Manages healthcare engineering project design and administers construction in accordance with VA policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications and related industry codes and standards.
  • Performs healthcare engineering project construction management and post project activities while ensuring continuity of building and utility services for medical facility operations.
  • Assists in the provision of a continuing education program for clinical staff and maintenance personnel addressing the principles and application of building and utility systems in the delivery of health care.
  • Assists in development and implementation of the environment of care program that meets current Joint Commission, Food and Drug Administration (FDA), College of American Pathologists (CAP), NFPA, and VA requirements, particularly as it relates to construction safety and infection control.

Duties include but not limited to the following:

• Lifecycle management of all medical systems such as life support, dialysis, and monitoring to include physical and network support.
• Coordinates and works effectively with other facility support departments including but not limited to Facilities Management Service (FMS), Office of Information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Logistics, Contracting, Informatics, and Environmental Management Service (EMS). Specific tasks include but are not limited to incoming inspections, regular and unscheduled maintenance, and planning for end of life replacement in conjunction with clinical services.
• Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including, but not limited to, The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI).
• Documents all work performed in the computerized maintenance management system (CMMS). This documentation is completed in accordance with regulatory body requirements, the Office of Healthcare Technology Management (HTM) Documentation of Services policies and guidelines, and other VA requirements.
• Applies basic networking principles to resolve medical system communication issues including, but not limited to, node to server failures. Adheres to VA Medical Device Cyber Security policies and procedures in pre-procurement, during system implementation, and throughout the life of the system. Loads operating system (OS) and clinical application software as needed. Executes VA policy when responding to network incident response (due to infection, loss of services due to policy changes).
• As assigned, functions as a Contracting Officer Representative (COR) and keeps appropriate certification levels. Uses knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (VA Form 6550, Independent Government Cost Estimate (IGCE), etc.) and to oversee vendor work. Collaborates with Logistics and Contracting to procure parts and services; functions as a purchase card holder, as required.
• Investigates, remediates and documents Repairable Medical Device (RMD) recalls and safety alerts issued
  through the VA Alerts and Recall Management System (ARMS) within established timeframes. Participates in local safety improvement processes such as Root Cause Analysis (RCA), safety work groups, and Environment of Care Rounds. Identifies hazards during routine job performance and takes action to ensure they are addressed and corrected.
• Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of medical technology lifecycle management including technical skills. Knowledge and training is obtained from formal (conference, vendor-provided classes) or informal (magazines, articles, peer training) means.
• Provides training and education as appropriate to medical technology end users and clinical staff.
• Provides mentoring and technical training to peers and BESS at developmental levels.
• May be tasked with leading and managing installation or upgrade projects for medical devices and systems. This includes but is not limited to pre-implementation planning and coordination with end users, vendors, and other onsite support staff (OIT, Informatics, SPS, etc.)
• Additional duties are performed as assigned by supervisor related to maintenance, remediation, and tracking of medical systems (action items, special projects, etc.) to meet mission critical requirements. May be asked to assist in other administrative duties as well, including participating in hiring panels.
• Represents Biomedical/Clinical Engineering department on committees and in meetings as delegated by supervisor.
