The Voluntary Services Officer serves as the Assistant Chief of the facility's Center for Development and Civic Engagement (CDCE)/Voluntary Service office reporting directly to the Chief, CDCE/Voluntary Services. The incumbent shares fully in the duties, responsibilities, and authorities of the Chief, CDCE/Voluntary Service for the full scope of business for each of the interrelated lines of business, which include Voluntary Service, Philanthropic Engagement, and Partnership Solutions. Due to the cross-cutting nature of this office, the incumbent shows a comprehensive understanding of the federal government, VA and each of its Administrations, with a primary focus on VHA; to include the relevant laws, regulations, policies and procedures, accrediting organizations, as well as the organizations within the agency to facilitate a systems- oriented approach to the Center's success. Major duties include, but are not limited to:

• Planning and leading philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes.
• Assisting in all aspects of the development, coordination, and management of the CDCE/Voluntary Service Office to include, but not limited to, planning, establishing and implementing policy; developing short and long-range program goals and objectives; and managing, evaluating, and coordinating (internal and external) resources of across the service.
• Managing and participating in the interviewing, scheduling, placement, and evaluation of volunteers.
• Conducting appropriate follow up activities to ensure both adequate supervision and assignment training are provided to the volunteers.
• Serving as the first-line supervisor and coordinator for specific volunteer programs which typically include a variety of diverse assignments.
• Ensuring that all volunteer personnel files are prepared in accordance with The Joint Commission and standards for VHA volunteers.
• Planning and executing a variety of complex internal and external special events.
• Maintaining detailed records of each event and/or program and preparing After Action Reports.
• Serving as a local subject matter expert on volunteer and donation management.
• Overseeing the implementation of the strategic and operational plans developed by the Chief, CDCE/Voluntary Service.
• Managing a positive community relations program that promotes understanding and goodwill between the facility and surrounding community and those individuals and groups who are interested in and affected by the VA.
• Overseeing sharing agreements, such as Memoranda of Agreements or Understandings, to ensure these are updated annually or per the terms of the agreement, and reflect current policies and procedures mandated by both local and national guidance.
• Responsible for fiscal management and accountability, including assisting in the preparation and ongoing monitoring of an annual operating budget.
• Providing oversight of the organization's monetary and in-kind development activities which garner resources positively impacting care and services.
• Approving requests, reconciling the financial records of control points, and authorizing users to be requestors, control point clerks, and additional control point officials.
• Performs other related duties as assigned.

Duties and responsibilities include, but are not limited to:

• The Section Chief is a leadership position that is responsible for all aspects of primary care delivery within the defined section, and supervision of staff. In conjunction with the Associate Chief and Chief of Primary Care, the Section Chief is responsible for:
• Planning, organizing, developing, implementing, controlling and refining comprehensive patient management/clinical support within clinic.
• Provides services, technical counsel, and leadership guidance necessary to section staff. to meet the care and treatment needs of patients within the clinic.

• Provides a full range of services including assessment and using the most appropriate techniques in providing quality care in their subspecialty.
• Perform appropriate evaluations, diagnosis and treatment of patients.
• Provide a full range of therapeutic interventions in units/programs in the Hampton VA Medical Center to which they are assigned and has clinical privileges to practice including diagnostic assessment, medication evaluation and management.
• Participates effectively in team meetings and treatment planning conferences and collaborates with multidisciplinary team members in a manner that enhances coordination of comprehensive patient care.

Major Duties and Responsibilities to include but not be limited to:

• The Chief of PM&R is an actively practicing practitioner in either physical medicine or any rehabilitation specialties.
• The Chief of PM&R provides oversight of clinical services consistent within their scope of practice.

Assures the menu planning, subsistence purchases, production, and delivery of safe, high-quality, nutritionally adequate meals.

Facilitates the development of service priorities which address the goals and objectives of the medical center, healthcare system, and VISN.

Directs the technical, professional, and administrative functions of the service through the Assistant Chief.

Resource Management:

Develops and administers a human resources management program for all employees that maximize staff performance, job satisfaction, and supports
labor-management cooperation. Develops goals that promote and support food service, clinical nutrition care, and manpower.

Develops and administers a budget management program that provides for the utilization of available financial resources, monetary controls, and budget estimates.

Evaluates opportunities to reduce operating costs without jeopardizing nutritional care.

Provides leadership and oversight to ensure effective management of purchase cards while also ensuring separation of duties.

Is an alternate approving official and complies with all the acquisition regulations. Helps ensure that cardholders adhere to procurement requirements.

Certifies reconciled payment charges in the Integrated Fund Distribution, Control Point Activity, Accounting and Procurement.

Quality Improvement:

Develops a performance program to monitor functions of Nutrition and Food Services (N&FS) for quality and nutritional care.

Assures that the performance improvement program is in compliance with applicable standards.

Modifies the nutrition care program to accommodate changes with administration, science, education, and research. Assures nutrition activities are coordinated with other initiatives VA wide to provide for a quality nutrition care program.

Education/Staff Development:

Assures that available funding for staff education is utilized for the benefit of the medical center and development of N&FS staff.

Recommends training to improve efficiency of work force and increase manpower utilization.

Directs the training for other disciplines and trainees so, they can perform patient care.

Serves as a mentor for Nutrition and Food Services and medical center staff to promote growth and development.

Assures that staff is competent to perform their assigned duties and that they remain abreast of advanced technologies and changes in
nutrition therapy.

Approves in-service training schedule to assist Nutrition and Food Services' supervisory personnel to meet the needs of all employees.

Coordinates and monitors the education and training program in the Service for all levels of employees.

Establishes new educational affiliations and maintains program oversight for any intern, extern, student, or volunteer.

Research:

Facilitates participation in nutrition studies/research projects.

Coordinates formal clinical nutrition-related research and studies.

Assures that information/nutritional advancements are used in daily practices.

Security:

Protects sensitive data from release or loss, alteration, or unauthorized deletion.

Informs and enforces ADP security guidelines and follows regulations.

Develops procedures and provides support to the AIS program by complying with Federal and VHA regulations.

Support:

Provides input for the medical center plan and assists in the development and implementation of a policy.

Maintains effective communication with staff to identify and assist in the resolution of a wide variety of programs.

Clinical:

Demonstrates ability to perform all duties of subordinate clinical dietitians.

Ensures patients are scheduled in accordance with the VHA scheduling directive.

Ensures clinical workload is closed out timely to ensure maximum reimbursement for the medical center.

Major Duties Include:

• Responsible for the administrative management of health records, which includes planning, managing, advising, and directing the health information program in accordance with applicable Federal laws, facility by-laws, VHA policy, The Joint Commission standards, the Commission on Accreditation of Rehabilitation Facilities (CARF), and other regulatory and accrediting agencies.
• Responsible for all facets of health records management for the facility ensuring maintenance of complete, accurate, timely, clinically-pertinent, and readily-accessible patient health records, which contain sufficient recorded information to serve as a basis to plan patient care, support diagnoses, warrant treatment, measure outcomes, support education, research, and facilitate performance improvement processes and legal requirements. Develops policies, processes, and procedures that address all VA, Federal, regulatory, and accrediting requirements for HIM.
• The incumbent is a key advisor to the Chief of Staff, Executive Management, and clinicians and is responsible for providing technical guidance on health information issues such as documentation requirements, liability issues, advance directives, informed consent, patient privacy and confidentiality, etc. Recommends improvements in documentation used to provide patient care, to optimize VERA workload, third party reimbursement and to manage resources.
• Responsible for assuring that all patients have a complete, accurate, and timely record of their medical care at the facility. Also must assure that such information is appropriately stored and readily available for the provision of medical services to the patients.
• Incumbent is responsible for leading the automation of all health information systems. Working closely with Information Technology (IT) and Clinical Informatics, the incumbent must guide the automation of health record documentation, health record tracking, and physician incomplete record tracking. The incumbent also must support the information security program and manage much of the patient information database within Vista. Incumbent will work with a variety of hardware and software.
• The CHIM at this level has the full complement of HIM supervisory responsibility including coding, file room, scanning, release of information, and transcription and which consists of a mixture of HT38 (675 and 669) and T5 positions. The incumbent oversees the facility Records Manager / File room Supervisor. Incumbent is responsible for directing the operations of all personnel working within the Health Information program and is regularly involved in labor relations and budget management. Performs the administrative and personnel management functions relative to staff supervised.
• Incumbent is directly responsible to the Chief, Health Administration Service, who gives general objectives. Incumbent exercises independent judgment in carrying out duties and responsibilities and has complete authority to plan, design and direct the HIM program; recommendations and/or technical decisions made by employee are not reviewed. Employee operates within context of overall agency policy and agency goals. Supervision is performed in relation to outcome and accomplishment to policy requirements.
