Position: Development Manager - Construction)
Location: St Mellons, Cardiff CF3 0LT
Salary : £55,000 - £60,000 (depending upon experience)
Contracted Hours: 37.5 hours per week (full time)
Shaw is now recruiting for a Development Manager to join our Commercial Department to deliver Shaw’s new care services as well as the redevelopment of existing services.
Objectives

To deliver projects in line with Shaw’s requirements and the requirements of external governing bodies
Identify redevelopment opportunities within the Group’s stock or dispose of property no longer required by Shaw whilst attaining best value for the company.
To provide effective project management services as required by Shaw’s property acquisition disposal and development programmes

Principal Duties

To procure or develop property to a brief defined by the management team within an agreed capital budget for the project.
Carryout due diligence on sites including identifying and commissioning appropriate surveys and reviewing legal contracts.
To identify, commission and direct competent professional consultants who may be required to acquired or develop the land and buildings.
To ensure that any buildings acquired or developed are handed over within the timetable and to the financial envelope and specification agreed for the project.
Co-ordinating the pre-construction development process including leadership of regular project meetings.
To project manage the property, design and building elements of residential home transfer on a project-by-project basis.
Negotiate terms of agreement, draft contracts and obtain permits and licenses, overseeing and liaising with the professional team (including architect and engineer) and local project manager to ensure efficiencies and avoid delays.
Actively participating in any initiative that seek to reduce total development costs by targeting reductions in development costs/fees and related expenditure.
Co-ordinating with the legal team, on construction documents (including Hots, JCT Contracts and Warranties), etc.
Liaising with appointed employers’ agents to ensure projected build costs will be achieved.

General Management
The Development Manager will be responsible for budgeting, organisation, implementation and scheduling of the projects, prior to Practical Completion and thereafter fit out the care homes and the transfer of the services to the Operations Team to deliver care service.
The client-side Development Manager will be required to plan, execute, and finalise projects according to deadlines and within the financial envelope.
Practice Expectations

Generating appropriate development/financial appraisals and liaising with supporting functions in preparing these financial models and appraisals.
Assistant and monitoring valuations for the purpose of drawdowns by the contractor.
Demonstrable experience in property development, preferably within the Healthcare & Extra Care Markets, taking projects from post-acquisition through construction to finished product handover to the companies operations team.

The Ideal Candidate

Good understanding of land/property values and Red Book valuations.
Sound Knowledge of property laws of development
Confident, influencer and decision maker with drive and tenacity to hit financial targets.
Suitable candidates must to be able to drive and travel throughout the UK and preferably be qualified with a construction degree and be a member of the RICS or wishing to work towards.
The successful candidate will be self-motivated and be required to provide weekly updates and monthly reports in relation to the project’s development.
The Development Manager will ideally be from a care background or have care sector knowledge, ideally in residential, nursing home delivery and Extra Care.

The Open Door staff team offer a trauma-informed, safe environment that is person-centred and supports those who come through our doors to get access to the help they need. This could include support to find move-on accommodation, claim benefits, counselling or signposting to specialist agencies for support with things like drug and alcohol addictions.

The Role
Shaw healthcare is a care provider operating circa 65 care homes and supported living services across the UK and is the largest employee owned healthcare company in the UK. Based in the head office in St Mellons, Cardiff an opportunity has arisen for a Business Development Manage to work within the Commercial Department. Reporting to the Development and Commercial Director
Objectives

Coordinate the work of the Commercial and Development Team to ensure that Shaw healthcare develops a stable financial and service portfolio that allows for a platform for expansion
Lead the Identification of customer requirements
Research potential business opportunities and developments including tenders, potential
company or project acquisitions or relevant speculative development opportunities
Manage designated projects to ensure objectives are accomplished within prescribed timeframes and funding parameters.

Principal duties
General Management

Understand the legal requirements of relevant legislation and ensure the department complies; sharing best practice with other team members appropriately
Have a full understanding and working knowledge of all Shaw healthcare policies and procedures and ensure that all these policies are applied at all times
Ensure the security and confidentially of records and information relating to the department.

Practice Expectations
New Business

Keep the organisation up to date on best practice, innovation and developments in the sector
Lead in preparation of Opportunity Evaluations with a full assessment of risks and opportunities
Lead in preparation and writing of tenders and framework applications
Lead tender interviews and presentations
Be accountable for the maintenance of the Tender Tracker of future, current and past opportunities
Be accountable for the maintenance of the database of contacts of Stakeholders including Directors of CCGs, Health Boards, specialist commissioners Local Authorities, Housing Associations, and Construction Companies
Research new business opportunities and initiatives and liaise with the Commercial and Development Team on potential business and project acquisitions
Attend market engagement events and feedback risks and opportunities to the wider team
Be accountable for the maintenance of the Bid Library and analyse results and lead reviews
Create comprehensive proposals and detailed project plans, with success criteria / outcomes
Evaluate scores and results to feed into plans for future bids.

Existing Business

Support the Contracts Officer in the contracts process
Ensure expiring contracts are reviewed and planned for with key departments aware of dates
Provide commercial support on service redesign
Be accountable for the market research to inform the development of business cases.

Marketing and Promotion

Support the team to promote the organisation and increase the customer base
Lead in the growth and development of the business, through the support of various marketing exercises and work with the wider team
Promote the work of the organisation by attending and taking part in conferences and events that will offer opportunities for networking
Prepare information and content for presentations.

Essential Criteria

Minimum of Degree Level Qualification or equivalent experience
Bid writing experience gained in relevant business development setting
Experience gained in a range of health and social care settings
Ability to prioritise work in an environment which has conflicting pressures and demands
Effective written and verbal communication skills
Ability to engage well with commissioners, partners, colleagues and other stakeholders
IT literate, including the use of basic range of software packages

Desirable Criteria

Additional, relevant qualifications in particular Project Management
Experience of effective management of resources and relationships
Valid driving license and use of own car for work purposes

Working closely with the Senior Leadership Team and the Transform Trust central team to ensure school finance and HR processes are completed in an accurate and timely mannerYou will contribute to the planning, development and monitoring of support services and/or management of support staff, including delegation of relevant activities. The role will also involve supporting the Senior Management Team by enabling effective strategic decision making.
